Resolution 2002-102 Making Appointments to the I-25 Open Space Task Force.
RECOMMENDATION:
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY:
On November 20, 2001, the City Council adopted with conditions the Northern Colorado
Regional Communities I-25 Corridor Plan. Chapter VH of the Plan, Implementation Strategy,
describes a number of actions that need to be taken over time if the Plan is to be successful. One
of the "high priority" action items was the establishment of a Regional Open Space Task
Force. The Plan stated that the Task Force...
"...be organized as a "means of addressing the preservation priorities and
required resources in the Corridor. This Task Force should include participation
of the various organizations and boards that are involved in open lands protection
in the region, as well as private sector interests that are involved in the
development in the Corridor. Over the course of a specified period of time,
perhaps 6-12 months, the Task Force should be charged with the task of
developing a strategy for preserving regionally significant lands in the Corridor,
including a recommended funding strategy".
Last February, the I-25 Plan Policy Advisory Committee and Staff Technical Team, reformed to
discuss progress of implementation of the Plan. Over the next several months, one of the issues
on which they focused their attention was the Open Space Task Force. After much deliberation,
the Policy Committee agreed to the formation of a Task Force. The details of the Task Force
have yet to be completely finalized, but in general, it will function as follows:
Objective: The Objective of the Task Force is to review the GIS inventory of
open space plans relative to the I-25 Corridor Plan's vision; discuss priorities and
strategies for protection of open lands and natural areas in the I-25 Corridor; and
offer recommendations and advice to the participating jurisdictions.
Task Force Structure: The Task Force will be composed of the members of the
Policy Committee. In addition, each participating jurisdiction may appoint up to

4 individuals to take part in the Task Force. Citizen participants may include, but
not be limited to, those with interests/background/knowledge in open
space/natural areas and planning.
Process: The Task Force will review mapping inventory of all open
space/natural areas efforts to date in the I-25 Corridor. The Task Force will
identify constraints upon and opportunities for establishment of a desired open
lands/natural areas framework. The Task Force will identify potential tools and
resources that could be used by communities (individually and/or jointly) to
preserve natural areas and open lands. This information will be presented in a
written report to the participating jurisdictions.
Time Frame: It is anticipated that the Task Force will complete its duties in 3
meetings over 3 months.
The formation of the Task Force is consistent with the recommendations of the Plan and the
conditions of the City's approval of the Plan.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING APPOINTMENTS TO THE I-25 OPEN SPACE TASK FORCE
WHEREAS,the Northern Colorado Regional Communities I-25 Corridor Plan called for the
establishment of a Regional Open Space Task Force(the"Task Force")as a means of addressing the
preservation priorities and required resources in the Corridor; and
WHEREAS, the Task Force is composed of the members of the Corridor Plan Policy
Advisory Committee as well as up to four additional participants from each governmental
jurisdiction involved in the Corridor Plan; and
WHEREAS, the Council of the City of Fort Collins wishes to appoint the persons listed
below to participate on the I-25 Open Space Task Force.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the following persons are hereby appointed to serve as representatives of the City on
the I-25 Open Space Task Force:

• Don Rodriguez
Steve Ryder
