EXECUTIVE SUMMARY:
A
The Utility routinely inspects wastewater collection and storm water pipelines with highly
specialized equipment contained in two custom step vans built by CUES. One of those vans has
reached the end of its useful life and is due for replacement.
While competing inspection vehicles are available, purchasing the replacement from CUES is to
the City's advantage since the new unit will be functionally identical to the van remaining in
service. This will allow existing inspection cameras and transporters to be moved to the new
van, along with other tools and equipment. This reduces overall costs to the City and allows use
of such equipment for its full service life. In addition, staff is thoroughly trained in operating
and maintaining CUES equipment. Equipment will be interchangeable between vans and spare
parts inventories are minimized. Staff has over 25 years of experience with CUES equipment
and has found it to be reliable and well built. CUES has provided excellent service and support.
The new van will contain a TV power control unit, monitor, VCR for recording inspections,
• electrically powered TV cable reel with 1000' of transmission and tow cable, work bench, water
tank, AC power generator, and necessary ancillary equipment needed to conduct thorough sewer
line inspections. In addition, the new unit will be equipped with a Currahee Cutter system for
clearing certain types of obstructions from pipelines. With this system, technicians will be able

to clear many pipes without digging. Included in this purchase is a new small diameter camera
for use in such cutting operations.
The old van will be sent to auction after usable equipment is removed.
CUES has quoted a new step van with related equipment to the City for $169,200. Based on an
analysis of this quote and for the reasons indicated above, staff believes this is a good price and
recommends accepting this offer.
Section 8-161 of the Code states that any exemption to the use of competitive bidding in excess
of$100,000 must be approved by the City Council.
The Resolution will authorize the purchase of one CUES step van, along with related equipment
as an exemption to the use of competitive bid or proposal as provided in Section 8-161(d)(4).

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING THE PURCHASE OF A STEP VAN
AND PIPELINE INSPECTION EQUIPMENT FROM CUES OF ORLANDO, FLORIDA
AS AN EXCEPTION TO THE COMPETITIVE PURCHASING PROCESS
WHEREAS, Utility Services uses two custom step vans built by CUES of Orlando,
Florida to transport specialized equipment for inspection of wastewater collection and storm
water pipelines; and
WHEREAS, the current CUES vans have been reliable and effective in service since
Utilities began using them in 1974; and
WHEREAS, one of the City's two CUES vans is due for replacement; and
WHEREAS, Utilities has received excellent service and support from CUES of Orlando,
Florida; and
WHEREAS, the Purchasing Agent has determined that the purchase of a new CUES Step
Van as an exception to competitive processes is in the best interests of the City, due to the
continued use of costly related equipment, the minimization of spare parts inventories, the City's
ability to leverage existing training and experience of operators and service personnel, the
proven reliability of the unit and the level of service from the supplier; and
WHEREAS, funds have been budgeted and approved in the 2002 Utility budget and are
available; and
WHEREAS, Section 8-161(d)(1)(c) of the Code of the City of Fort Collins authorizes the
Purchasing Agent to negotiate the purchase of supplies and services without utilizing a
competitive bidding process where the Purchasing Agent determines that a particular material is
required to maintain interchangeability or compatibility as a part of an existing integrated
system; and
WHEREAS, Section 8-161(d)(1)(b) of the Code of the City of Fort Collins authorizes the
Purchasing Agent to negotiate the purchase of supplies and services without utilizing a
competitive bidding process where the Purchasing Agent determines that a competitive process,
if used, will result in a substantially higher cost to the City; and
WHEREAS, the Purchasing agent has determined that purchase of a CUES Step Van is
required to maintain interchangeability and compatibility as part of an existing integrated
system, and that purchase of a different product through a competitive process would result in
substantially higher cost to the City; and
WHEREAS, the Purchasing Agent has submitted the requisite justification to the City
Manager for approval; and
WHEREAS, the City Manager has reviewed and concurred in that determination for this
acquisition; and
WHEREAS, Section 8-161(d)(3) requires approval of this purchasing method by the City
Council for items costing more than One Hundred Thousand Dollars ($100,000) prior to
acquisition.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS that the purchase of one (1) CUES Step Van and related equipment, in the
amount of ONE HUNDRED SIXTY-NINE THOUSAND, TWO HUNDRED DOLLARS
($169,200), as an exception to the City's competitive purchasing requirements, is hereby
approved.
