SUBJECT:
First Reading of Ordinance No. 069, 2002, Appropriating Funds from General Fund Prior Year
Reserves for the Natural Resources Radon Outreach Program.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT:
This action will appropriate and allow the City to spend a total of $9,823 in revenues that were
originally awarded to the Natural Resources Department's Clean Air program by the Colorado
Department of Public Health and the Environment. These funds were received in late 2001 and
deposited in the General Fund.
EXECUTIVE SUMMARY:
This Ordinance appropriates a total of$9,823 received in the General Fund in late 2001 from the
Colorado Department of Public Health and Environment into the Natural Resources Department
budget for use for a radon outreach program.
BACKGROUND:
One goal of the City's adopted Air Quality Action Plan is to increase the number of actions that
citizens take to improve indoor air quality. Since radon is an airborne pollutant of local concern,
the City provides a voluntary program to teach builders how to install radon mitigation systems, and
encourages residents to test radon levels in their homes.
The City has applied for and received funds from the Colorado Department of Public Health and the
Environment ("CDPHE") for these education and mitigation projects. (This is the seventh year in
a row that CDPHE funding has been used in Fort Collins' radon program.) Funds were reimbursed
in late 2001 and deposited into the General Fund, and are now being appropriated for Natural
Resources' use.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING FUNDS FROM GENERAL FUND
PRIOR YEAR RESERVES FOR THE NATURAL RESOURCES
RADON OUTREACH PROGRAM
WHEREAS, the City of Fort Collins has adopted an air quality action plan which aims at
increasing the number of actions that citizens take to improve indoor air quality; and
WHEREAS, since radon is an airborne pollutant of local concern the City provides a radon
outreach program that includes a voluntary program to teach builders how to install radon mitigation
systems, and encourages residents to test radon levels in their homes; and
WHEREAS,the City received funds in the amount of$9,823 from the Colorado Department
of Public Health and the Environment("CDPHE")in November 2001,for the City's radon outreach
program; and
WHEREAS, at the end of 2001, the CDPHE funds of$9,823 lapsed into the General Fund
prior year reserves; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins permits the City
• Council to appropriate by ordinance at any time during the fiscal year such funds for expenditure as
may be available from reserves accumulated in prior years,notwithstanding that such reserves were
not previously appropriated.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from General Fund prior year reserves
the sum of NINE THOUSAND EIGHT HUNDRED TWENTY-THREE DOLLARS ($9,823), for
the radon outreach program.
