RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: This action will appropriate and allow the City to spend a total of $9,823 in revenues that were originally awarded to the Natural Resources Department's Clean Air program by the Colorado Department of Public Health and the Environment. These funds were received in late 2001 and deposited in the General Fund. EXECUTIVE SUMMARY: This Ordinance appropriates a total of$9,823 received in the General Fund in late 2001 from the Colorado Department of Public Health and Environment into the Natural Resources Department budget for use for a radon outreach program. BACKGROUND: One goal of the City's adopted Air Quality Action Plan is to increase the number of actions that citizens take to improve indoor air quality. Since radon is an airborne pollutant of local concern, the City provides a voluntary program to teach builders how to install radon mitigation systems, and encourages residents to test radon levels in their homes. The City has applied for and received funds from the Colorado Department of Public Health and the Environment ("CDPHE") for these education and mitigation projects. (This is the seventh year in a row that CDPHE funding has been used in Fort Collins' radon program.) Funds were reimbursed in late 2001 and deposited into the General Fund, and are now being appropriated for Natural Resources' use.
