SUBJECT:
First Reading of Ordinance No. 068, 2002, Appropriating Unanticipated Revenue in the General
Fund for Climate Protection Education and Outreach.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT:
This action will appropriate a total of$36,500 paid to the Natural Resources Department by Fort
Collins Utilities Services as the Utilities' share of the costs associated with the Climate Protection
Education and Outreach Program.
This Ordinance appropriates a total of$36,500 to the General Fund:
Environmental Business Outreach for Climate Protection Program
Funding Source: Fort Collins Utilities Services budget
Brief Description: Funds will be used to conduct outreach to local businesses on how to
implement measures that prevent greenhouse gas emissions.
Revenue: $36,500
EXECUTIVE SUMMARY:
As a member city in an international Cities for Climate Protection campaign, Fort Collins adopted
a Local Action Plan that establishes a number of voluntary strategies for the City and business
community to take that help prevent global climate change. A half-time position is being created
for an Environmental Business Outreach coordinator to assist businesses and citizens in applying
these strategies.
The new climate protection position represents a joint project between Fort Collins Utilities Services,
which has allocated $36,500 in fees revenues, and the Natural Resources Department, where the
coordinator will be housed and supervised. Funds will be transferred into Natural Resources'budget
to pay the coordinator's wages and some administrative costs.
ORDINANCE NO. 068, 2002
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND
FOR CLIMATE PROTECTION EDUCATION AND OUTREACH
WHEREAS, the City of Fort Collins is a member city in an international Cities for Climate
Protection campaign; and
WHEREAS, as a member city,Fort Collins adopted a Local Action Plan that establishes a
number of voluntary strategies for the City and business community to take that help prevent global
climate change; and
WHEREAS,in April 1997,the City Council adopted Resolution 97-51,reaffirming the need
for certain energy efficiency activities by the City, and supporting the promotion of energy
conservation policies and practices by the City; and
WHEREAS,Resolution 97-51 further provides that as a supplier of electrical energy,the City
shall seek to encourage the wise, efficient and conservative use of electricity among its customers,
and further that the City implement demand management strategies for the city as a whole; and
WHEREAS,in pursuit of the objectives stated in Resolution 97-51, and in order to advance
the Utility objective of assisting Utility customers in the efficient use and conservation of energy,
the Utility participates actively in the City's energy conservation policies and programs, and in the
Cities for Climate Protection campaign; and
WHEREAS, the Climate Protection Education and Outreach Program is a part of the City's
participation in the Cities for Climate Protection campaign,and will use energy audits and education
as a primary tool to influence energy consumption and related global climate change in Fort Collins
and among Utility customers specifically; and
WHEREAS,a half-time position is being created as part of a Climate Protection Education
and Outreach project to assist businesses and citizens in applying these strategies; and
WHEREAS, the new Climate Protection position is part of the joint Climate Protection
Education and Outreach project between Fort Collins Utilities Services and the Natural Resources
Department; and
WHEREAS, the Utility Customer Service and Administration Fund has budgeted$36,500
for transfer to the General Fund Natural Resources Department for Climate Protection Education and
Outreach; and
WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
• provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year,do not exceed the then current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS,City staff has determined that the appropriation of the funds as described herein
will not cause the total amount appropriated in the relevant funds to exceed the current estimate of
actual and anticipated revenues to be received in that fund during any fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated from unanticipated revenue in the General Fund the sum
of THIRTY-SIX THOUSAND FIVE HUNDRED DOLLARS ($36,500) for expenditure in the
Natural Resources Department in the General Fund for Climate Protection Education and Outreach.
Introduced and considered favorably on first reading and ordered published this 7th day of
May, A.D. 2002, and to be presented for final passage on the 21st day of May, A.D. 2002.
