RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: The City has been awarded a federal grant from the TEA-21 Transportation Enhancement Funds in FY2002-03 in the amount of $90,400 for interior rehabilitation work at the historic Street Railway Car Barn at 330 North Howes Street. Operation Services will provide 20% matching funds in the amount of $22,600 for a total project of $113,000. Grant cash match monies are coming from Operation Services' Major Maintenance Capital Fund. EXECUTIVE SUMMARY: This Ordinance appropriates unanticipated revenue in the amount of $90,400 to begin rehabilitating the interior of the historic Street Railway Car Barn at 330 North Howes Street. The City has owned this Car (Trolley) Barn since 1919. It is the last streetcar barn in Colorado that is historically intact, inside as well as outside, and it is designated as a local Fort Collins landmark. The City of Fort Collins has been awarded a $90,400 federal grant from the TEA-21 Transportation Enhancement Funds in FY 02-03. The purpose of the grant is to begin rehabilitating portions of the interior of the Car Barn, which may include: plumbing to ADA standards for the existing restroom facility, partial heating, electrical service, a security system, and interior restoration of the original railway office. TEA-21 grants are available for the purpose of historic preservation, rehabilitation and operation of historic transportation buildings, structures, or facilities, and for establishment of transportation museums which has been suggested as a proposed future use for the car barn if the implementation funds became available through grants. DATE: August 20, 2002 2 I ITEM NUMBER: 21 The City's role is to: (1) be the grant applicant for the project; (2) contract with the Colorado Department of Transportation to receive and administer the grant funds; (3) provide the cash match; (4) to be the Project Manager for the Car Barn Rehabilitation; and (5) be responsible for the use of the grant and cash match funds for the purposes of the grant. ORDINANCE NO. 113, 2002 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE CAPITAL PROJECTS FUND - MAJOR BUILDING MAINTENANCE CAPITAL PROJECT FOR THE PURPOSE OF REHABILITATING THE INTERIOR OF THE STREET RAILWAY CAR BARN AT 300 NORTH HOWES STREET WHEREAS,the City of Fort Collins owns a Street Railway Car(Trolley)Barn located at 300 North Howes Street; and WHEREAS, on September 15, 1992, City Council adopted Ordinance No. 95, 1992, designating the main section of the Street Railway Car Barn and a portion of the south addition located at 300 North Howes Street in Fort Collins, as an historic landmark pursuant to Chapter 14 of the Code of the City of Fort Collins; and WHEREAS, on May 18, 1999, City Council adopted Ordinance No. 79, 1999, amending Ordinance No. 95, 1992 to include the north and south additions to the building known as the Street Railway Car Barn/Trolley Barn and any other portions of the building not originally designated as an historical landmark; and WHEREAS,the Colorado Department of Transportation("CDOT")has awarded the City of Fort Collins$90,400, in the form of Transportation Equity Act for the 21"Century funds("TEA-21 Funds") to be used to begin rehabilitating portions of the interior of the car barn; and WHEREAS, matching funds, in the amount of$22,600, are required to be provided by the City, bringing the total Project cost to $113,000; and WHEREAS, the matching funds have been identified, and are available and appropriated in the Capital Projects Fund - Major Building Maintenance capital project; and WHEREAS,Article V,Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of funds from the Colorado Department of Transportation TEA-21 Funds as described herein will not cause the total amount appropriated in the Capital Projects Fund - Major Building Maintenance capital project to exceed the current estimate of actual and anticipated revenues to be received during any fiscal year; and WHEREAS, it is the desire of the Council to appropriate the sum of$90,400, in the form of TEA-21 funds from CDOT, in the Capital Projects Fund - Major Building Maintenance capital project, to be used with existing appropriations totaling$22,600, for the purpose of rehabilitating the interior of the Street Railway Car Barn at 300 North Howes Street. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the Capital Projects Fund - Major Building Maintenance capital project the sum of NINETY THOUSAND FOUR HUNDRED DOLLARS ($90,400) to be used with existing appropriations, totaling TWENTY-TWO THOUSAND SIX HUNDRED DOLLARS ($22,600),for the purpose of rehabilitating the interior of the Street Railway Car Barn at 300 North Howes Street. Introduced and considered favorably on first reading and ordered published this 20th day of August, A.D. 2002, and to be presented for final passage on the 3rd day of September, A.D. 2002.
