Jones SUBJECT : Items Relating to the Poudre River Ist Annexation. RECOMMENDATION: Staff and the Planning and Zoning Board recommend adoption of the Ordinances on Second Reading. EXECUTIVE SUMMARY: A. Second Reading of Ordinance No. 107, 2002, Annexing Property Known as the Poudre River 1 st Annexation. B. Second Reading of Ordinance No. 108, 2002, Amending the Zoning Map of the City of Fort Collins and Classifying for Zoning Purposes the Property Included in the Poudre River 1st Annexation. On July 16, 2002, Council unanimously adopted Resolution 2002-068 Setting Forth Findings of Fact and Determinations Regarding the Poudre River 1st Annexation. Also on July 16, 2002, Council unanimously adopted Ordinance No. 107, 2002 and Ordinance No. 108, 2002, annexing and zoning the property known as the Poudre River 1st annexation. This was a request for a 100% voluntary annexation. The site is approximately 9.437 acres of publicly owned property located northwest of the Nix Farm Natural Area including portions of the Poudre River. The property is in the Kingfisher Natural Area. BACKGROUND: This is a request for a 100% voluntary annexation. The site is approximately 9.437 acres of publicly owned property located northwest of the Nix Farm Natural Area including•portions of the Poudre River. The prope is i n h r . The recommended zoning is Public Open Lands (POL). Contiguity This property is eligible for annexation according to Colorado Revised Statutes, requiring 1/6 contiguity to the existing city limits. The Poudre River 1st Annexation complies with this standard since the property has 1220 feet of its total boundary of approximately 3525 feet contiguous to the existing city limits. This meets the minimum 587 feet required to achieve 1/6 contiguity. This contiguity occurs through a common boundary with the Amended Mobil Premix Prospect Road Annexation (March 1983) and the First Schneider Annexation (August 1983). DATE: July 16, 2002 2 I ITEM NUMBER: 25 Within the Urban Growth Area The property is located within the Fort Collins Growth Management Area (GMA). According to policies and agreements between the City of Fort Collins and Larimer County contained in the Intergovernmental Agreement for the Fort Collins Urban Growth Area, the City will agree to consider annexation of property in the UGA when the property is eligible for annexation according to state law. Zoning and Analysis The property is currently zoned C-Commercial District in Larimer County. The requested zoning for this annexation is the Public Open Lands District (POL).
