RECOMMENDATION: i Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY: The Code currently provides that bylaws cannot be inconsistent with the City Charter and City Code. Recently it was discovered that some boards and comissions may have bylaws which were inconsistent with the section on "Quorums". Staff recommended this Code amendment to clarify that bylaws also cannot be inconsistent with any Policies adopted by the Council. Ordinance No. 104, 2002, was unanimously adopted on First Reading on July 16, 2002. While the Code currently provides that bylaws cannot be inconsistent with the City Charter and City Code, staff is recommending this Code amendment to clarify that bylaws also cannot be inconsistent with any policies adopted by the Council, such as the one cited above.
