RECOMMENDATION: Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY: Ordinance No. 103, 2002, which was unanimously adopted on First Reading on July 16, 2002, revises the"Larimer County Urban Area Street Standards" (Standards). The Standards, originally adopted in 2001, needed revisions to make clarifications and corrections. This Ordinance has been amended prior to Second Reading to clarify that the Revised Standards will take effect on October 1, 2002. The additional time is needed to prepare the document for publication as well as provide adequate time to notify the development community prior to going into effect. • ORDINANCE NO. 103, 2002 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING CERTAIN SECTIONS OF THE LARIMER COUNTY URBAN AREA STREET STANDARDS BY REPEAL AND READOPTION THEROF WHEREAS, City Council adopted the Latimer County Urban Area Street Standards (The "Standards") on January 2, 2001, by adoption of Ordinance No. 186, 2000; and WHEREAS, subsequent to the adoption thereof,the cities of Fort Collins and Loveland and Larimer County have identified a number of necessary and desirable modifications and amendments that should be made to Standards; and WHEREAS, the proposed revisions have been recommended by the Planning and Zoning Board and Transportation Board of the City and were received with no objection by the Affordable Housing Board; and WHEREAS, the proposed revisions have also been made known to the general public through various media and have received favorable comments; and WHEREAS,the City Council has determined that the proposed amendments to the Standards should be adopted. RECOMMENDATION: Staff recommends adoption o e Ordi ce o i t Reading EXECUTIVE SUMMARY: It is recommended that the "Larimer County Urban Area Street Standards" (Standards) be revised to include the changes described below. These revisions were considered by Larimer County Board of Commissioners on July 8, 2002 and approved as a part of its Consent Agenda. The City of Loveland will consider the revisions on August 16, 2002. The complete schedule for the process is shown on Attachment "A" entitled "Adoption Schedule." The revisions have been through a public review process and have received the unanimous recommendation for adoption from the Planning and Zoning Board and the Transportation Board. The public was directly invol in t low' ys: -iIt • Newsletters sent to the development community and interested citizens; • Email newsletters sent to the registered users of the Standards; • Numerous subcommittee meetings to review the transportation impact analysis process and geotechnical criteria for soils analysis and pavement design; and, lastly, • An open house held in May to present the proposed revisions to the Standards and seek final comments from the development community. The comments received were favorable, mainly focusing on clarifications. DATE: July 16, 2002 2 I ITEM NUMBER: 22 Attachment "B"entitled, "Larimer County Urban Area Standards (Revision Summary),"provides a more detailed summary including the purpose for the revisions;background information; who was involved; a list of general revisions made throughout the document; and chapter-by-chapter highlights of the specific changes made to each chapter. Key Issues For Fort Collins: The following are key revisions proposed specifically for the City of Fort Collins only: 1. Reservation of Intersection Capacity-Criteria have been added to Chapter 4, "Transportation Impact Studies" to establi ' eli t ' i n Transportation Impact Study to allow for reservatio f int lion p ity t s stages of a development for specified time periods. IF "Y 2. Street intersection and driveway spacing — Criteria that set the minimum spacing between street intersections and between intersections and driveway, were revised to align with the requirements of the Land Use Code. This will eliminate a conflict between the two documents.
