Resolution 2002-025 Approving the Purchase of Padmounted Voltage Regulators from Utility
Products Supply as an Exception to the Competitive Purchasing Process.
RECOMMENDATION:
Staff recommends adoption of the Resolution.
FINANCIAL IMPACT:
Funds have been budgeted and are available for the purchase of the voltage regulators in the
Light and Power Utility budget.
EXECUTIVE SUMMARY:
The Fort Collins Light and Power Utility has a current need to purchase 10 padmounted voltage
regulators to regulate voltage on distribution circuits. These regulators will increase the voltage
on distribution circuits to serve loads further away from existing substations thereby delaying the
need to build a new substation.
Cooper Power Systems is the only manufacturer that makes a padmounted voltage regulator for
distribution circuits. Cooper Power Systems has been a supplier of other electrical apparatus for
the City of Fort Collins and staff has found its products to be of high quality at competitive
prices. This purchase will be made from Utility Products Supply, the only authorized distributor
in the Rocky Mountain Area. The City of Fort Collins has received good support service from
both Utility Products Supply and Cooper Power Systems.
Total purchase cost for the current order of 10 padmounted voltage regulators is $181,280.
The Code authorizes the Purchasing Agent to negotiate the purchase of supplies and equipment
without utilizing a competitive bidding process where the Purchasing Agent determines that only
one responsible source exists.

The Code states that any exemption to the use of competitive processes in excess of $100,000
must be approved by the City Council.
The Resolution will authorize the purchase of these voltage regulators as an exemption to the use
of competitive bid or proposal as provided in the Code.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING THE PURCHASE OF PADMOUNTED VOLTAGE REGULATORS
FROM UTILITY PRODUCTS SUPPLY
AS AN EXCEPTION TO THE COMPETITIVE PURCHASING PROCESS
WHEREAS, the City of Fort Collins has a need to increase the voltage on distribution
circuits; and
WHEREAS, the purchase of padmounted voltage regulators will be a cost effective
solution to serve loads further from substations and delay addition of a new substation; and
WHEREAS, Cooper Power Systems is the only manufacturer that makes a padmounted
voltage regulator for distribution circuits, and Utility Products Supply is the only authorized
distributor for this product in the Rocky Mountain area; and
WHEREAS, the City has received excellent service and support from Cooper Power
Systems and Utility Products Supply; and
WHEREAS, funds have been budgeted and approved in the Light and Power Utility
budget and are available; and
WHEREAS, Section 8-161(d)(1)(a) of the Code of the City of Fort Collins authorizes the
Purchasing Agent to negotiate the purchase of supplies and services without utilizing a
competitive purchasing process where the Purchasing Agent determines that only one
responsible source exists; and
WHEREAS, the Purchasing Agent has determined the purchase of the voltage regulators
from Utility Products Supply as an exception to the competitive purchasing process to be in the
best interest of the City; and
WHEREAS, the Purchasing Agent has submitted the requisite justification to the City
Manager for approval; and
WHEREAS, the City Manager has reviewed and concurred in that determination for this
acquisition; and
WHEREAS, the cost to purchase 10 padmounted voltage regulators is $181,280; and
WHEREAS, Section 8-161(d)(3) requires approval of this purchasing method by the City
Council for items costing more than One Hundred Thousand Dollars ($100,000) prior to
acquisition.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
. FORT COLLINS that the purchase of padmounted voltage regulators from Utility Products
Supply in the amount of one hundred eighty-one thousand, two hundred eighty dollars
($181,280), as an exception to the City's competitive purchasing requirements, is hereby
approved.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins held
this 19th day of February, A.D. 2002.
