Resolution 2002-024 Approving the Purchase of one Vermeer Navigator D24x40a Directional
Drill from Vermeer Sales & Service of Colorado as an Exception to the Competitive Purchasing
Process.
RECOMMENDATION:
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY:
Vermeer Sales & Service of Colorado, the drill supplier, has provided excellent service and
support for the Navigator D24 unit purchased new in 1994. This unit is at the end of its service
life.
The D24 now in service has been dependable and durable. The new Navigator D24x40a is
functionally and physically nearly identical to the current unit so operators and mechanics will
require no additional training in its use. In addition, the City has approximately $17,000
invested in boring equipment, such as reamers, drill heads, drill bits, starter rods and adapter
rods, which will all be moved over to the new D24x40a.
No other self-contained boring machine is available with this unit's torque, pullback force and
operating weight. The closest machines are considerably larger and more expensive.
Vermeer Sales & Service has offered a new Navigator D24x40a to the City for $165,340, which
is a fair price.
The Code authorizes the Purchasing Agent to negotiate the purchase of supplies and equipment
without utilizing a competitive bidding process where the Purchasing Agent determines that only
one responsible source exists.
The Code states that any exemption to the use of competitive bidding in excess of$100,000 must
be approved by the City Council.
This Resolution will authorize the purchase of one Vermeer Navigator D24x40a Directional
Drill as an exemption to the use of competitive bid or proposal as provided in the Code.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING THE PURCHASE OF ONE VERMEER NAVIGATOR
D24x40a DIRECTIONAL DRILL FROM VERMEER SALES & SERVICE OF COLORADO
AS AN EXCEPTION TO THE COMPETITIVE PURCHASING PROCESS
WHEREAS,the current Vermeer Navigator D24 Directional Drill been reliable and effective
in service since Utilities began using it in 1994; and
WHEREAS, this unit is at the end of its service life and needs to be replaced; and
WHEREAS, no other self-contained boring machine is available with the torque,pullback
force and operating weight of the Navigator D24; and
WHEREAS, Utilities has received excellent service and support from Vermeer Sales &
Service of Colorado; and
WHEREAS,funds have been budgeted and approved in the Utility budget and are available;
and
WHEREAS, Section 8-161(d)(1)(a) of the Code of the City of Fort Collins authorizes the
• Purchasing Agent to negotiate the purchase of supplies and services without utilizing a competitive
bidding process where the Purchasing Agent determines that only one responsible source exists;and
WHEREAS, the Purchasing Agent has determined that the purchase of the Navigator
D24x40a Directional Drill as an exception to competitive processes is in the best interests of the
City,due to the proven reliability of the unit,the level of service from the supplier,the continued use
of costly related boring equipment,the City's ability to leverage existing training and experience of
operators and service personnel; and
WHEREAS, the Purchasing Agent has submitted the requisite justification to the City
Manager for approval; and
WHEREAS, the City Manager has reviewed and concurred in that determination for this
acquisition; and
WHEREAS, the cost of a new Navigator D24x40a is $165,340; and
WHEREAS, Section 8-161(d)(3) required approval of this purchasing method by the City
Council for items costing more than One Hundred Thousand Dollars($100,000)prior to acquisition.
NOW,THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the purchase of one Vermeer Navigator D24x40a Directional Drill,in the amount of
one hundred sixty-five thousand,three hundred forty dollars($165,340),as an exception to the City's
competitive purchasing requirements, is hereby approved.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this
19th day of February, A.D. 2002.
