HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 02/19/2002 - FIRST READING OF ORDINANCE NO. 028, 2002, APPROPRI AGENDA ITEM SUMMARY ITEM NUMBER: 18 FORT COLLINS CITY COUNCIL DATE: February 19, 2002 STAFF: Karen McWilliams SUBJECT: First Reading of Ordinance No. 028, 2002, Appropriating Unanticipated Grant Revenue in the General Fund and Authorizing the Transfer of Matching Funds Previously Appropriated in the Advance Planning Budget for the Buckingham, Alta Vista, and Andersonville Neighborhoods Survey Grant Project. RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: The City has received a grant in the amount of$28,500 from the Colorado Historical Society. The grant requires matching funds in the amount of $9,500, which have been appropriated in the Advance Planning Department. EXECUTIVE SUMMARY: This grant was dependent upon matching funds of $9,500, previously reappropriated from the Advance Planning Department's 2000 budget for the Buckingham, Alta Vista and Andersonville Neighborhoods Historic Survey and Contexts. The funds from the department's reappropriation and the funds from the Colorado Historical Society's matching grant will be combined into the Buckingham, Alta Vista and Andersonville Neighborhoods Survey Grant fund. Accepting this grant will enable the Fort Collins Advance Planning Department to conduct an intensive-level historic survey of approximately 150 properties,and the preparation of three historic contexts, on the sugar beet industry,the Germans from Russia in Fort Collins, and the Hispanics in Fort Collins. This project is critical to identifying those historic structures eligible for City and State preservation incentives,such as Colorado State Tax Credits and the City's Landmark Rehabilitation Loan Program. Historic structure surveys were one of the objectives identified in City Plan and in the Historic Resources Preservation Program Plan. ORDINANCE NO. 028, 2002 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND AND AUTHORIZING THE TRANSFER OF MATCHING FUNDS PREVIOUSLY APPROPRIATED IN THE ADVANCE PLANNING BUDGET FOR THE BUCKINGHAM, ALTA VISTA, AND ANDERSONVILLE NEIGHBORHOODS SURVEY GRANT PROJECT WHEREAS,the City of Fort Collins Advance Planning Department has been awarded a grant from the Colorado Historical Society in the amount of$28,500 (the "Grant"); and WHEREAS,the Grant is to be used for the Historic Survey and Contexts of the Buckingham, Alta Vista, and Andersonville Neighborhoods; and WHEREAS, historic structure surveys are one of the objectives identified in City Plan and in the Historic Resources Preservation Program Plan; and WHEREAS,the grant requires$9,500 of City matching funds, which have been included in the 2002 Advance Planning budget for this purpose and are available for transfer to the Grant project; and . WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the "Charter") permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,do not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,City staff has determined that the appropriation of the Grant funds as described herein will not cause the total amount appropriated in the relevant funds to exceed the current estimate of actual and anticipated revenues to be received in that fund during any fiscal year; and WHEREAS,Article V, Section 10,of the Charter authorizes the City Council to transfer by ordinance any unexpended and unencumbered amount or portion thereof from one project to another project, provided that the purpose for which the transferred funds are to be expended remains unchanged. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated from unanticipated grant revenue in the General Fund the sum of TWENTY-EIGHT THOUSAND FIVE HUNDRED DOLLARS ($28,500) for expenditure in the General Fund for the Buckingham,Alta Vista,and Andersonville Neighborhoods Survey Grant Project and appropriated therein. Section 2. That the unexpended appropriated amount of NINE THOUSAND FIVE HUNDRED DOLLARS ($9,500) is authorized for transfer from the Advance Planning operating budget in the General Fund to the Buckingham, Alta Vista, and Andersonville Neighborhoods Survey Grant Project and appropriated therein. Introduced, considered favorably on first reading, and ordered published this 19th day of February, A.D. 2002, and to be presented for final passage on the 5th day of March, A.D. 2002.
