RECOMMENDATION: Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY: Vacancies currently exist on the Planning and Zoning Board and the Zoning Board of Appeals due to the expiration of terms of members. Applications were solicited during September. Council received copies of the applications and Council teams interviewed applicants during October and November. Councilmembers Weitkunat and Hamrick did not reach an agreement for one vacancy on the Planning and Zoning Board. The Council interview team wishes to submit two names for Council's consideration for that position. Applications are attached for the two applicants being considered. One appointment to the Zoning Board of Appeals is contingent upon the appointment to the Planning and Zoning Board. Only two applications were submitted for the Zoning Board of Appeals. If David Lingle is appointed to the Planning and Zoning Board, readvertising will be necessary to fill the vacancy on the Zoning Board of Appeals. RESOLUTION 2001-170 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING APPOINTMENTS TO THE PLANNING AND ZONING BOARD AND THE ZONING BOARD OF APPEALS WHEREAS, vacancies currently exist on the Planning and Zoning Board and the Zoning Board of Appeals of the City due to the expiration of terms of members of the boards; and WHEREAS, the City Council desires to make appointments to fill said vacancies. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows that the following named persons be, and they hereby are, appointed as members of the boards and commissions hereinafter indicated,with terms to begin January 1,2002 and to expire as set forth after each name: Planning and Zoning Board ExRiration of Tenn December 31, 2005 Zoning Board of Appeals Expiration of Term December 31, 2005 Passed and adopted at a regular meeting of the City Council held this 18th day of December, A.D. 2001. Frequent non-attendance may result in termination of the appointment. Signature: Date: a��� WHY DO YOU WANT TO BECOME A MEMBER OF THIS PARTICULAR BOARD OR COMMISSION? In the coming year the City will be looking at City Plan to see if the visions and goals are being achieved and where changes need to be discussed and possibly implemented. After working both as a private citizen and as a Planning and Zoning Board member during the whole City Plan process 1 would like to be involved in evaluating its success and areas that need improvement. Also my knowledge of the LDGS, LUC and the many subarea plans help make me an effective advisory to Council. I have been on this board for four and one-half years and would like to continue for another term. BRIEFLY EXPLAIN WHAT YOU BELIEVE ARE THE THREE MOST IMPORTANT ISSUES FACING THIS BOARD OR COMMISSION, AND HOW DO YOU BELIEVE THIS BOARD OR COMMISSION SHOULD ADDRESS EACH ISSUE? 1. Infill development and redevelopment are two important issues. Because of existing circumstances, infill developments need to be addressed individually. The board's ability to evaluate and modify Land Use Code standards will benefit both the City and the developer. Redevelopment provides a chance for the board to integrate City Plan goals and policies to parts of the city where they are lacking. 2. The City Plan evaluation coming up in 2002 is another important issue. The Planning and Zoning Board will play a vital role in evaluating and making recommendations as to what changes should be made and what should remain the same in City Plan. 3. The East Mulberry Corridor Plan is also an important issue. This plan requires the cooperation of the County and the City. The Planning and Zoning Board will play an important role in getting the various groups to make this plan reflect the City of Fort Collins values and visions while still addressing the landowners' concerns. LIST ANY ABILITIES, ETC., WHICH ARE APPLICABLE TO THIS BOARD: I have studied and am comfortable with the LDGS, the LUC, and the various subarea plans (i.e. Mountain Vista, Harmony Corridor, the Downtown Plan) as well as City Plan. During my term on this board I have regularly attended many other board meetings (i.e. NRAB, Transportation, Parks & Rec) to obtain insight from other volunteer experts on subjects that pertain to land uses. I have sat on many of the advisory boards for the various subarea plans. To offer my professional and personal experience to the City of Fort Collins in addressing planning and growth issues, including 8 years on the Loveland Planning Commission Briefly explain what you believe are the three most important issues facing this board or commission, and how do you believe this board or commission should address each issue? 1) Implementing City Council policy on planning growth and sustainability issues p) Encouraging the development of affordable housing by recognizing the barriers faced in creating affordable housing and finding means through the development process to remove the barriers to cost effective development.
