City Council End-of-Term Report for 2011 – 2013.
EXECUTIVE SUMMARY
Every two years, staff and City Council take an opportunity to highlight the accomplishments of the
City Council during its two-year term. This work session will review Council’s achievements and
celebrate the progress the community has made on achievements in its seven key priorities and
outcomes.
GENERAL DIRECTION SOUGHT AND SPECIFIC QUESTIONS TO BE ANSWERED
1. What additional accomplishments would Council like to highlight for the community?
2. What other ongoing issues or projects do Councilmembers wish to underscore for the next
Council to be seated in April 2013?
BACKGROUND / DISCUSSION
In 2011, the newly seated Council identified the seven key priorities and outcomes to work on
during the upcoming two-year Council term. These outcomes were the foundation for the 2011-
2012 and 2013-2014 budgets and have served as a focal point for the many accomplishments
achieved over the past two years:
1. Community and Neighborhood Livability: Fort Collins provides a high quality built
environment and supports quality, diverse neighborhoods
2. Culture and Recreation: Fort Collins provides diverse cultural and recreational amenities.
3. Economic Health: Fort Collins promotes a healthy, sustainable economy reflecting
community values.
4. Environmental Health: Fort Collins promotes, protects, and enhances a healthy and
sustainable environment.
5. Safe Community: Fort Collins provides a safe place to live, work, learn, and play.
6. Transportation: Fort Collins provides for safe and reliable multi-modal travel to, from, and
throughout the city.

7. High Performing Government: Fort Collins exemplifies an efficient, innovative,
transparent, effective and collaborative city government.
As the two-year term comes to a close, we appreciate this opportunity to share highlights of the
achievements and accomplishments that have come about under Council’s direction. In the most
recent 2012 community survey, citizens gave high satisfaction ratings for the overall quality of City
services.
The City just completed its second year of implementing the voter-approved Keep Fort Collins Great
(KFCG) program. For fiscal years 2011 and 2012, a total of $41.7 million was collected from
KFCG revenues (8.5 cents of sale tax on a $10 purchase). Approximately $32 million has been
invested in additional Street Maintenance, Transportation, Police, Fire, Parks, Recreation and other
community needs and facilities. The $32 million investment is the cumulative, actual expenditures
for both years and does not include committed but unexpended funds. All KFCG Funds must and
will be expended on services and facilities as specified by voters. Results are presented in an annual
KFCG Report and several of the KFCG accomplishments are highlighted in this End-of-Term
report.
Below is a summary of some of the most significant achievements for each of the Key Priority and
Outcome areas.
1. Community and Neighborhood Livability
Great neighborhoods are the cornerstone of a world class community. Our focus is to create a safe,
friendly and welcoming community. Some noteworthy accomplishments over the past two years
include:
• Adopted the Student Housing Action Plan, related land use amendments, and the Design
Assistance Program to enhance the compatibility between single-family neighborhoods and
multi-family developments.
• Improvements to Development Review Transparency, including hiring a Neighborhood
Development Review Liaison, a weekly subscription e-mail, website enhancements to
improve searching documents, new signage on project sites, and improvements to
neighborhood meetings and hearing process.
• Adopted Green Building Codes that focus on improving energy efficiency.
• Awarded over $3.0 million to housing and human service agencies. Benefits included
funding for 27 non-profit public service projects (24 agencies) which in turn impacted
16,000 low to moderate income citizens.
• Partnered with other agencies and participated in the Day of Caring, a one-day event that
provided over $1.0 million of goods and services to low-income families and assisted with
providing goods and services to victims of the High Park Fire.
• Supported Homeward 2020, a community initiative with a 10-year goal to make
homelessness rare, short-lived and non-recurring in Fort Collins.
• Adopted a relocation assistance policy for the City’s urban renewal areas to assist residents
and businesses displaced as a result of urban renewal projects.
• Updated the Streetscape Design Standards and Guidelines to improve and broaden landscape
design options in the parkway strips, medians, intersections, roundabouts, and key gateway
intersections.

2. Culture and Recreation
Our community’s parks, trails, recreational programs and cultural services are essential elements
that distinguish Fort Collins from other communities and enhance our quality of life. For many,
these are the amenities that our citizens continue to cite as what is special about living in Fort
Collins. Achievements in this area include:
• The Fort Collins Museum of Discovery opened on November 10, 2012. The $27 million
dollar 47,000 square foot project is a unique public/private partnership between the City of
Fort Collins and the former Discovery Science Center, now the Non-Profit Partner. The
building was designed to meet LEED Platinum Standards.
• The newly renovated and expanded Lincoln Center opened in September 2011. The $8.5
million project was funded by $6.9 million in public funding and $1.6 million in private
funding. The building is LEED Gold certified.
• The Gardens on Spring Creek opened the one-third acre, volunteer designed Rock Garden
in September 2011.
• Visitation at our parks exceeded 3 million in both 2011 and 2012, with over 80 large events
hosted each year and enjoyed by more than 250,000 people.
• Audubon International honored the City’s parks in 2013 as the only community in the world
to have all our community parks designated as Audubon Cooperative Sanctuaries by
Audubon International.
• An 18-hole disc golf course at Hughes Stadium was opened in partnership with Colorado
State University.
• The Veteran’s Plaza at Spring Canyon Community Park was completed and opened to the
public.
• Thanks to KFCG funding, Mulberry Pool remained open and valuable programs and hours
of operation at other key recreation facilities continued for the community.
3. Economic Health
A primary objective of the City’s Economic Health program is to create a healthy and resilient
economy. We have worked to strengthen partnerships with public and private entities to support
existing businesses and foster expansions through the recession years. The economy is beginning
to rebound. The City exercises a multi-faceted approach to sustain a vibrant local economy,
including the Economic Health Office to implement our economic vision; One Stop Development
Review services; support for downtown from Police District 1, and downtown summer flowers and
winter lights.
Economic Health accomplishments over the past two years include:
• In June 2012, City Council adopted the Economic Health Strategic Plan, which encourages
local business activity and the efficient use of land to achieve the goal of a healthy resilient
economy.
• Implemented 2009 International Building and Green Building codes that conserve natural
resources and improve environmental quality—both indoors and outdoors.
• The City partnered with the Downtown Development Authority, the Downtown Business
Association and other local business sponsors to provide and enhance the downtown holiday
lights.

• Significant updates to the Land Use Code related to digital signs, mobile food vendors,
medical marijuana, and multi-family compatibility within existing neighborhoods.
• A comprehensive Parking Plan was adopted to guide future parking management issues in
downtown and the surrounding neighborhoods.
• A new Wayfinding Sign System is underway in downtown.
• Local businesses that expanded or new ones that were launched over the last two years
include:
N Avago Technologies – wafer fabrication expansion in 2011 created 92 jobs, and
Fbar (cellular wireless access) expansion in 2012 created 135 jobs.
N Forney Industries – annexation into the City of Fort Collins in 2012 created 18 new
jobs.
N CommunityFunded – online, crowdfunding platform that allows organizations and
people in the community to showcase community projects that need resources. The
company is currently a Rocky Mountain Innosphere (RMI) client.
N InnovatioNews - online newspaper featuring innovation in Colorado.
N King Soopers on North College – an anchor of the North College Marketplace
within the Urban Renewal Authority (URA). King Soopers first “marketplace”
concept in Fort Collins. Features 123,000 square feet, offering both general
merchandise (clothing, electronics, etc.) and a traditional grocery market. The 26-
acre catalyst project promises to be a significant retail destination for future
restaurant and retail businesses.
N Jobzology – a current RMI client, Jobzology is known as the eHarmony for jobs.
N Black Bottle Brewery (BBB) – bar/brewpub is located in the heart Midtown to take
advantage of its close proximity to CSU and MAX. BBB is committed to sourcing
food and ingredients locally.
N Berken Energy – moved their headquarters to Fort Collins from New Mexico and
plans to hire an additional 50 employees this year. Berken produces thermovoltaic
technology. Berken chose Fort Collins for its proximity to CSU, quality of life and
outdoor opportunities.
4. Environmental Health
Stewardship of our environment continues to be a core community value. We have intensified and
expanded the City’s deep commitment to energy efficiency, air quality, water quality and
conservation, recycling and reuse, and natural areas.
• In collaboration with Greeley and local water districts, stabilized areas severely burned in
the High Park Fire in the lower Cache la Poudre watershed.
• Reduced communitywide greenhouse gas emissions 14.7% below 2005 baseline levels.
• Council took action to remove corrugated cardboard boxes/packaging from placement in the
waste stream and disposal in landfills.
• On target to eliminate ethanol from City vehicle use by end of 2014.
• Updated the City’s Water Supply and Demand Management Policy.
• Created a Sustainability Services Area to emphasize innovations in and integration of
environmental, social and economic elements into City policies and practices.
• Completed the construction and renovation of the Mulberry Water Reclamation Facility and
the redundancy project at the Drake Water Reclamation Facility.

• Completed the Poudre River Management Plan.
• Opened Pelican Marsh and Udall Natural Areas to the public.
• Annual cost savings for ClimateWise Partners exceeded $13 million in 2011 (cost figures
for 2012 available in April 2013).
• The Fort Zed program received $11.1 million (federal Department of Energy grant) for a
Renewable & Distributed System Integration (RDSI) Cooperative Study. Active Project
Partners included: CSU, Woodward Governor, New Belgium Brewing, Advanced Energy,
Larimer Country, Spirae, Brendle Group and Eaton. The project successfully demonstrated
how targeted electric system peak load could be reduced using renewable and distributed
energy resources.
• Approached the community’s waste diversion goal of 50%. The actual rate is 47% and
should be exceeded in the coming year.
5. Safe Community
Protecting lives and property, as well as delivering vital public utility services, are key priorities for
our community. Police and Fire services along with Natural Area Rangers focus on keeping the
public safe. Electric operations keep our homes and businesses operating and our streets well
lighted. Stormwater facilities minimize flooding frequency and intensity.
Accomplishments include:
• A joint Northern Colorado Regional Crime Laboratory, combining the lab capabilities and
increasing the efficiencies of five participating entities. The new building is expected to be
completed in late 2013.
• A revised Solicitation Ordinance was adopted for stricter compliance, identification badges
for solicitors/managers, companies’ registration with the City’s Sales Tax office and
screening of solicitors for past criminal behavior.
• Animal ordinances (barking dogs, leash law violations, etc.) were decriminalized and are
now civil infractions.
• The Safe Ride Home partnership among the Associated Students of CSU, Transfort and
Police Services provided a safe alternative to driving after drinking and reduced problems
associated with large groups of patrons outside the bars at the end of the night.
• The Neighborhood Enforcement Team (NET), created with KFCG funding, is operational
and using innovative problem solving techniques to improve the quality of life in
neighborhoods. An 18% reduction in disturbances downtown has been realized due to
increased police presence.
• Medical Marijuana Business Licensing and the passage of Amendment 64 legalizing small
amounts of marijuana use was addressed by City Council as the City works to regulate this
emerging business and the change in the law.
• All 25 authorized KFCG officers have been hired as well as 13 civilian positions.
• For Poudre Fire Authority, KFCG funds added a South Battalion that improved response
times south of Drake Road and firefighter positions to create a 4-person company for more
effective, responsive deployment.
• The Advanced Meter program is well underway (approximately 78% complete) to convert
mechanical electric and water meters to electronic devices in homes, schools and businesses.
The electronic meters will provide usage and conservation information for customers.
• An On-Bill Financing program was implemented to support residential efficiency and

renewable energy.
• Local electricity use has been reduced by over 30,000,000 kilowatt hours.
• Agreement has been reached with Wellington, Larimer County, and Timnath on the final
projects and schedule to complete the Boxelder Basin Regional Stormwater Authority
Master Plan.
6. Transportation
The City’s multi-modal transportation system is designed to be safe, convenient and efficient.
Transportation is a core service that is essential to all daily activities in our community. Our
transportation facilities and services are planned, constructed and operated to be sustainable, support
environmental goals, reflect innovative approaches and extraordinary quality.
Accomplishments include:
• The Mason Corridor project received final approval and funding for the 5-mile Bus Rapid
Transit (BRT) byway. This is the largest City capital project and construction is to be
completed in 2014.
• KFCG funds as well as grants enabled us to repair and/or replace several bridges: LaPorte
and Whitcomb Bridge (completed); South Shields/Rolland Moore Park Bridge (mid-2013);
West Prospect Bridge (design completed).
• The City was nationally recognized as one of 33 communities in the country as a Bronze
Level Walk Friendly Community.
• Through the cooperative efforts of public and private entities, Fort Collins will host the
finish of the nation’s most challenging cycling race—the USA Pro Challenge—in August
2013.
• With the help of KFCG dollars, the City’s street maintenance program performed overlays
and reconstructed street sections to appreciably improve the condition of our street network.
• College Avenue was repaved from LaPorte Avenue to Mulberry Street through a cooperative
partnership with the Colorado Department of Transportation (CDOT).
• The community benefitted from the “Great Mulch Give Away”, where over 22,000 cubic
yards of tree and branch debris resulting from early snow storms. was mulched by the Streets
department and offered to the public at no charge.
• Numerous capital projects, instrumental to the City’s transportation system and economic
health, were begun and completed.
7. High Performing Government
The City continues to strive to be a model of efficient, innovative, transparent and effective city
government. The High Performance Government area includes many of the City’s internal services
and systems. Accomplishments include:
• Launched the Community Dashboard, a new on-line tool that measures the community’s
progress in attaining key outcomes. The new online tool joins numerous resources and
reports that track how the City spends money, implements programs, and serves the
community.
• Implemented Access Fort Collins, another on-line tool, to make it easy for citizens to send
questions, service requests and comments directly to City staff that can provide a response.

• Completed two annual reports (2012 and 2013) that describe the annual benefits derived
from the Keep Fort Collins Great program. For the first two years of the 10-year program,
approximately $32 million have been invested in Police, Fire, Street Maintenance,
Transportation, Parks, Recreation, and other community priorities (such as McMurry Natural
Area Restoration; Waste Reduction and Recycling programs).
• Continued and refined the use of Budgeting for Outcomes to develop the City’s biennial
budgets. Budgets reflect Council priorities and community needs. The 2013-2014 budget
cycle was the first in several years to include some key enhancements without significant
cuts and service reductions.
• The Council Finance Committee shaped several key improvements to the City’s financial
and compensation systems.
• Updated the City’s long-term agreement with Anheuser-Busch Brewery.
• Developed a Public Engagement Strategic Plan to guide a more systematic and consistent
approach to the public’s involvement in and influence for City policies and practices.
• Provided wireless access in all primary City facilities in conference rooms and meeting
areas. Some facilities, such as City Hall, Utilities Service Center, 215 North Mason, and 218
North College were also outfitted with wireless in a majority of the work areas. Council and
staff converted to the use of iPads and mobile devices.
• Improved the format of the Council Agenda to make it fully searchable online. Use of the
iPad tablet, along with bookmarks and outlines, made navigation of the agenda easier.
The City continues to focus on providing world class services and facilities in each of the seven core
outcomes. Several significant capital construction projects were undertaken during the past two
years and include:
• New interchange and Interstate 25 and State Highway 392 (in cooperation with Windsor and
the Colorado Department of Transportation)
• Mason Corridor Bus Rapid Transit guideway and stations underway
• South Transit Bus Center underway
• New Fort Collins Museum of Discovery
• Lincoln Center Renovation and Expansion
• New Administration Building at Roselawn Cemetery
• Opened Fossil Creek Trail linking Spring Canyon Park and Cathy Fromme Prairie Natural
Area
• Registry, Waters Way and Radiant Neighborhood Parks
• Veteran’s Plaza at Spring Canyon Community Park
• Repurposed the Carnegie Library Building (former City Museum) as a creative center for
the arts.
• North College Roadway Improvements (Vine to Conifer)
• College and Harmony Intersection Improvements
• Harmony Road Maintenance (Timberline to College)
• Improved Skyway/South College Bus Stop
• Turnberry Road Improvements and Pedestrian Underpass
The information presented above represents a snapshot of the many accomplishments and efforts
undertaken over the past two-year (2011-2013) Council term.

Attached is a status summary of the various City Council Work Plan items that were initially
identified in May 2011, along with numerous policy items added during the two-year term (see
Attachment 1). The status summary identifies the items that have been completed, the items that
remain scheduled, and those that are unscheduled. All of the items identified on the City Council’s
original Work Plan (May 2011) have been completed.
Finally, attached is a listing of all resolutions and ordinances enacted by City Council between April
2011 and March 26, 2013 (see Attachment 2).
