RECOMMENDATION: Staff and the Commission on the Status of Women recommend adoption of the Ordinance on First Reading. EXECUTIVE SUMMARY: At its August 20, 2001 meeting, the Commission on the Status of Women discussed the merits of reducing its membership from 11 members to 9 members. This Ordinance, if adopted, will reduce the membership of the Commission effective September 28,2001 (10 days following final adoption 10 of the Ordinance on Second Reading on September 18, 2001). BACKGROUND: The Commission on the Status of Women was created on April 1, 1986 by adoption of Resolution 86-65. The Commission has experienced ongoing difficulties in reaching a quorum at its meetings. In September 2000,at the Commission's request,the Council reduced the number of members from 13 to 11. Lack of attendance and vacancies continue to be a problem, and fiuther reduction of the membership is expected to improve this situation without negatively impacting the Commission's ability to fulfill its function. There are currently two vacancies on the Commission; therefore, reduction of the membership can occur at this time without negative impact. ORDINANCE NO. 145,2001 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING SECTION 2-167 OF THE CODE OF THE CITY OF FORT COLLINS RELATING TO MEMBERSHIP OF THE COMMISSION ON THE STATUS OF WOMEN WHEREAS, the City Council has heretofore established a Commission on the Status of Women(the"Commission"),consisting of eleven(11)members as set forth in Section 2-167 of the City Code; and WHEREAS, the Commission, at its August 20, 2001 meeting, discussed the merits of reducing the membership from eleven (11) members to nine (9) members in an effort to reach a quorum at meetings; and WHEREAS, the Commission currently has two (2) vacancies and reduction of the membership at this time will not negatively affect any individual members of the Commission;and WHEREAS, the Council wishes to accommodate the Commission's request to reduce its membership to nine (9) members. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that Section 2-167(a) of the Code of the City of Fort Collins be amended to read as follows: Sec. 2-167. Membership; term. (a) The commission shall consist of eleven-(11)nine(9)members appointed by the City Council. In addition, the county and Colorado State University may each appoint a representative to serve as an ex officio nonvoting liaison to the commission.
