BACKGROUND: The North Front Range Transportation & Air Quality Planning Council (NFRT&AQPC) is the regional Metropolitan'Planning Organization (MPO). The Council recently hired a new full-time Executive Director who is not considered an employee of the City of Fort Collins. For that reason, the NFRT&AQPC had to apply for a separate Federal Taxpayer Identification Number and a new fund had to be set up on the City's financial systems, thereby requiring this transfer of appropriations and budget.
