SUBJECT:
Second Reading of Ordinance No. 127,2001,Authorizing the Transfer of Appropriations from the
Transportation Services Fund to the North Front Range Transportation & Air Quality Planning
Council Fund to be Used for Operating Expenses of the Metropolitan Planning Organization.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
The funds to pay the North Front Range Transportation& Air Quality Planning Council Executive
Director salary and benefits,which were previously budgeted and appropriated in the Transportation
Services Fund,now need to be transferred to the newly created NFRT&AQPC Fund. Ordinance No.
127, 2001, which was unanimously adopted on First Reading on August 21, 2001, will not
appropriate any additional funds; rather, it will serve as a transfer of existing appropriations and
budget to the fund that will be incurring the expenditures.

FINANCIAL IMPACT:
This item transfers previously authorized °appmpnations and budgets of $53,621 in the
Transportation Services Fund,representing the 2001 calendar year,to the newly-created North Front
Range Transportation & Air Quality Planning Council Fund, also known as the Metropolitan
Planning Organization(MPO). The following funding sources have been identified:
2001 Federal Grant Revenue-P &,Ikdn iutstered by'6156T $ 50,000
Local Match from MPd'Member Enh ' $ 3,621
Because it is a federal grant project, the appropriffitan will be 'non lapsing", so it will be carried
forward to 2002. '

BACKGROUND:
The North Front Range Transportation & Air Quality Planning Council (NFRT&AQPC) is the
regional Metropolitan'Planning Organization (MPO). The Council recently hired a new full-time
Executive Director who is not considered an employee of the City of Fort Collins. For that reason,
the NFRT&AQPC had to apply for a separate Federal Taxpayer Identification Number and a new
fund had to be set up on the City's financial systems, thereby requiring this transfer of
appropriations and budget.
