EXECUTIVE SUMMARY The developer of the Crowne on Timberline project, which is in the vicinity of Timberline Road and Zephyr Road, has identified a street on the site plan as a collector street. The developer has requested the City add this collector street to the Master Street Plan, which requires an amendment through City Council action. Based on traffic analysis and planned connectivity in this area staff supports the addition of this collector to the Master Street Plan. BACKGROUND / DISCUSSION Overview The applicant for a project called Crowne on Timberline has requested the addition of a collector street to the Master Street Plan. The development is a multi-family residential project, approximately 17 acres in size. The project is just north of an existing single family neighborhood (Linden Park) and south of a proposed development that is a mixture of commercial and single family residential. Adding a collector street to the Master Street Plan requires an amendment through City Council action. A map showing the proposed amendment (Exhibit A to the Resolution) has been prepared for consideration by City Council. This request for an amendment to the Master Street Plan is being presented to City Council following the approval of the Crowne on Timberline project by the Planning and Zoning Board on July 18, 2013. Analysis The proposed amendment to the Master Street Plan is a request to add a collector street, which would be an extension of Zephyr Road west of Timberline Road. This road is proposed to curve south and connect to the Linden Park Neighborhood to an existing street stub at Fossil Creek Circle (see Exhibit A). The applicant provided a traffic analysis developed by Delich Associates describing the potential traffic volumes on the proposed street with this project and other proposed developments (Attachment 1). The analysis shows traffic volumes will be at or slightly above the upper threshold of a major collector street (3,700 vehicles per day near Linden Park and 5,300 vehicles per day near Timberline Road). Conclusions Staff supports the addition of “Collector 2 Lanes” to the Master Street Plan as shown in Exhibit A, for the following reasons: • Traffic volumes, once the area is developed, will meet the threshold for a collector level street. • This street will connect to Timberline Road at a future signalized intersection which will funnel traffic wishing to travel north (to make the left turn) from the proposed development(s) as well as from the existing Linden Park neighborhood. • The proposed roadway connects to an existing Collector (Zephyr) and to a planned connection at the Linden Park Neighborhood. A stub road connection was created when Linden Park was built with the intention of providing connectivity to future development north of Linden Park. This connection provides the Linden Park neighborhood an additional route into and out of their neighborhood. • The proposed collector will serve one existing residential area (Linden Park) and four other properties, three of which are in the process of developing a mixture of residential and commercial uses. September 3, 2013 -2- ITEM 19 FINANCIAL / ECONOMIC IMPACTS The developer of the Crowne on Timberline project is responsible for construction of the local access portion of the streets abutting the development site. The City of Fort Collins Street Oversizing Program reimburses eligible new developments for the extra width to “oversize” the street from local access standards to arterial or collector standards (in this case to a collector standard). The estimated oversizing reimbursement for this project is $72,500. All new streets accepted into the City street system must be budgeted for ongoing maintenance. Currently the Streets department recommends budgeting $1 per square yard per year for asphalt pavements. The roadway section to be built by this development is approximately 725 feet long, and with an asphalt area of approximately 3,300 square yards, adding about $3,300 in yearly asphalt maintenance cost. If the street was built as a local connector the yearly asphalt maintenance cost would be $2,900. ENVIRONMENTAL IMPACTS Amending the Master Street Plan by adding a collector street has minor environmental impacts. If the development were built without the amendment the street would be classified as a local connector, which has a narrower cross- section and therefore slightly less pavement surface. The recommended collector width however allows for bike lanes, which is in keeping with the City’s policies to promote alternative modes of transportation. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. BOARD / COMMISSION RECOMMENDATION The Transportation Board reviewed this amendment and voted in support during its June 19, 2013 meeting. A letter of support from the Transportation Board and meeting minutes are attached (Attachment 2). The Planning and Zoning Board voted to approve the Crowne development project during its July 18, 2013 meeting. The Board action was not specific to the Master Street Plan amendment. ATTACHMENTS 1. Planning and Zoning Board minutes, July 18, 2013 ATTACHMENT 1 ATTACHMENT 2 ATTACHMENT 3 RESOLUTION 2013-076 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING THE MASTER STREET PLAN AS RELATED TO THE “CROWNE ON TIMBERLINE” PROJECT WHEREAS, Crowne Partners (the “Developer”) is the developer of a project called “Crowne on Timberline” which is in the vicinity of Timberline Road and Zephyr Road; and WHEREAS, the Developer has requested that the City add Zephyr Road as a collector street on the Master Street Plan; and WHEREAS, once the area is developed, traffic volumes will meet the threshold for Zephyr Road to be a collector street; and WHEREAS, Zephyr Road will connect to Timberline Road at a future signalized intersection which will funnel traffic traveling north (making a left turn) from the proposed development as well as from the existing Linden Park neighborhood; and WHEREAS, the proposed roadway connects to an existing collector street and to a planned connection at the Linden Park neighborhood; and WHEREAS, the proposed roadway will serve one existing residential area (Linden Park) and four other properties, three of which are being developed with a mixture of residential and commercial uses; and WHEREAS, the Transportation Board supports the proposed amendment to the Master Street Plan, and the Planning and Zoning Board approved the “Crowne on Timberline” development in anticipation of the amendment to the Master Street Plan; and WHEREAS, the City Council has determined that it is in the best interests of the City that the Master Street Plan be amended to identify Zephyr Road as a collector street. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Master Street Plan is hereby amended to identify Zephyr Road as a collector street on the Master Street in the vicinity of Timberline Road and Zephyr Road as more particularly identified on Exhibit “A” attached hereto and incorporated herein by this reference.
