SUBJECT:
First Reading of Ordinance No. 008, 2002, Appropriating Unanticipated Revenue in the Transit
Fund to Market the PassFort Bus Pass Program in the Local Transportation Demand Management
Program.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT:
This Ordinance appropriates $54,651 in Congestion Mitigation and Air Quality (CMAQ) funds
managed by the Colorado Department of Transportation(CDOT)to be appropriated in the Transit
Funcl for use in Transportation Demand Management to market the PassFort bus pass program. The
local match of$11.380 will be provided by current funding in the Transfort marketing budget.
EXECUTIVE: SUMMARY:
An application for funding to promote the Transfort PassFort program was approved in 2001 by
CDOT and is included in CDOT's 2002 budget.
Transfort has developed and offered an "eco pass" called PassFort for businesses to purchase for
their employees. So far, promotion of this pass has been through introduction by the Transfort
marketing analyst or business outreach specialist in a one-to-one marketing pitch. Staff has found
that direct business outreach is the most effective way to reach the greatest number of employees
and€;et the most"bang for the buck." As a result, staff has proposed a more concentrated effort on
promoting the Transfort Passfort passes to employers as an effective strategy to increase modal shift
in Fcrt Collins and to provide an effective tool in the business outreach toolbox.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE
III THE TRANSIT FUND TO MARKET THE PASSFORT BUS PASS PROGRAM IN THE
LOCAL TRANSPORTATION DEMAND MANAGEMENT PROGRAM
WHEREAS, Transfort has developed and offered an "eco pass" called PassFort for
businesses to purchase for their employees; and
WHEREAS, it has been found that direct business outreach is the most effective way to
reach the greatest number of employees; and
WHEREAS, as a result, the Local Transportation Demand Management (TDM) Program
proposes a more concentrated effort on promoting the Transfort PassFort passes to employers as
an effective strategy to increase modal shift in Fort Collins and to provide an effective tool for
business outreach; and
WHEREAS, an application for funding to promote the Transfort program was approved
by the Colorado Department of Transportation ("CDOT") for $54,651 in the form of Congestion
Mitigation and Air Quality ("CMAQ") funds and is included in the CDOT's 2002 budget; and
WHEREAS, the local matching funds needed, totaling $11,380, have been identified, and
are appropriated and available in the Transfort marketing budget in the Transit Fund; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins permits the
City Council to make supplemental appropriations by ordinance at any time during the fiscal
year, provided that the total amount of such supplemental appropriations, in combination with all
precious appropriations for that fiscal year do not exceed the then current estimate of actual and
anticipated revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the CMAQ grant funds
from CDOT for promotion of the Transfort PassFort program, as described herein, will not cause
the :otal amount appropriated in the relevant funds to exceed the current estimate of actual and
anticipated revenues to be received in that fund during any fiscal year
WHEREAS, it is the desire of the Council to appropriate $54,651 in CMAQ funds from
CDOT in the Transit Fund.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in
the Transit Fund the sum of FIFTY-FOUR THOUSAND SIX HUNDRED FIFTY-ONE
DOLLARS ($54,651) for the Local TDM Program for use in marketing the PassFort program.
Introduced, considered favorably on first reading and ordered published this 15th day of
January, A.D. 2002 and to be presented for final passage on the 5th day of February, A.D. 2002.
