SUBJECT:
Resolution 2001-122 Authorizing the City Manager to Enter into an Intergovernmental
Agreement with the Colorado Department of Transportation for Funding the Design of
Crosswalk Improvements at the Intersections of U.S. Highway 287 and LaPorte Avenue,
Mountain Avenue, Oak Street and Olive Street.
RECOMMENDATION:
Staff recommends adoption of the Resolution.
FINANCIAL IMPACT:
Federal and State funds will provide 100% of the funding for crosswalk design improvements at
various downtown intersections along College Avenue (U.S. Highway 287), in the amount of
$21,000. No local City match is required for the design phase. City Council will be asked to
appropriate the proceeds from Federal Hazard Elimination Funds and State matching funds on
the annual "clean-up" ordinance scheduled for First Reading on October 16, 2001.
EXECUTIVE SUMMARY:
The City of Fort Collins applied for and received $21,000 of Federal Hazard Elimination Funds
and State matching funds to pay for 100% of the costs to design crosswalk improvements at the
intersections of U.S. Highway 287 and LaPorte Avenue, Mountain Avenue, Oak Street and Olive
Street in Fort Collins. The crossings will be constructed of either asphalt or concrete, with
stamped and colored enhancement features to improve safety by increasing visibility of the
crossings. Adoption of this Resolution allows the City Manager to execute a contract with the
State for the receipt of funds for completing the design of crosswalk improvements at the above-
mentioned intersections.
The design of the improvements, not yet scheduled, will likely be completed in 2002.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
INTERGOVERNMENTAL AGREEMENT WITH THE COLORADO DEPARTMENT
OF TRANSPORTATION FOR FUNDING THE DESIGN OF CROSSWALK
IMPROVEMENTS AT THE INTERSECTIONS OF U.S. HIGHWAY 287 AND
LAPORTE AVENUE, MOUNTAIN AVENUE, OAK STREET AND OLIVE STREET
WHEREAS, the City has requested and received $21,000 of"Federal Hazard Elimination
Funds" and State matching fixnds sufficient to pay for 100% of the cost to design crosswalk
improvements at the intersections of U.S. Highway 287 (College Avenue) and LaPorte Avenue,
Mountain Avenue, Oak Street and Olive Street in the City; and
WHEREAS,following design,the crossings will be constructed ofeither asphalt or concrete,
with stamped and colored enhancement features to improve safety by increasing visibility of the
crossings; and
WHEREAS,the Council has determined that it is in the best interest of the City that the City
Manager execute an intergovernmental agreement with the Colorado Department of Transportation
to make the aforesaid funds available to the City for the design of said crosswalks.
. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City Manager is hereby authorized to enter into an intergovernmental agreement
with the Colorado Department of Transportation for the purpose of obtaining $21,000 of"Federal
Hazard Elimination Funds" and State matching funds to defray the costs to design crosswalk
improvements at the intersections of U.S. Highway 287 (College Avenue) and LaPorte Avenue,
Mountain Avenue, Oak Street and Olive Street in the city, including such additional terms and
conditions as the City Manager, in consultation with the City Attorney,determines to be necessary
or appropriate to protect the interests of the City.
Passed and adopted at a regular meeting of the City Council held this 2nd day of October,
