HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 01/15/2002 - FIRST READING OF ORDINANCE NO. 003, 2002, APPROPRI AGENDA ITEM SUMMARY ITEM NUMBER: 21 PORT COLLINS CITY COUNCIL DATE: January 15, 2002 STAFF: Steve Budner SUBJECT: First Reading of Ordinance No.003, 2002, Appropriating Unanticipated Grant Revenue in the Recreation Fund to be used for General Operating Support for the Adaptive Recreation Opportunities Program Recreation Works Project. RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: In the Fall of 2001, CSU, in collaboration with the City, applied for and received a grant from the U.S. Department of Education's Rehabilitation Services Administration.The grant award is$3 I5,000 over a three-year period. This Ordinance appropriates $123,742 in the Recreation Fund during the three-year grant period for the City's share of expenses associated with the Recreation Works project. No local match is required. The City's share of the funding for the three-year period is as follows: 2002 $60,909 2003 $49503 2004 $13.300 110 TOTAL $123,742 As part of the grant,the Recreation Division,which oversees the ARO program,will hire a full-time therapeutic recreation coordinator for three years to administer the"Recreation Works"program. Beginning in year 3(2004),the City will be expected to fund a portion of this position,or approximately$40,000,and fully fund the position in 2005 and beyond if this program is successful. EXECUTIVE: SUMMARY: Colorado State University's Center for Community Participation("CSU")and the City's Adaptive Recreation Opportunities("ARO'�program have worked together to provide a total experience for people with disabilities. CSU provides employment evaluation,training,and placement assistance whip:the ARO program provides evaluation and transition into recreational pursuits. This process helps address the needs of the"whole"person rather than focusing on a specific area. By addressing a va-iety of areas, the individual is well rounded and is better able to fully integrate into the community. The City will be reimbursed through CSU,the primary grant recipient, in the amount of$123,742, during the three-year grant period, for the City's share of the expenses associated with the Recreation Works Project. The Recreation Division is requesting that Council appropriate$123,742 into the Recreation Works Project for the three-year grant period. ORDNANCE NO. 003, 2002 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE N THE RECREATION FUND TO BE USED FOR GENERAL OPERATING SUPPORT OF THE ADAPTIVE RECREATION OPPORTUNITIES PROGRAM RECREATION WORKS PROJECT WHEREAS,in August of 2001,The Center for Community Participation in the Department of Occupational Therapy at Colorado State University,in collaboration with the City of Fort Collins Recreation Division's Adaptive Recreation Opportunities Program applied for a Recreation Works grant from the U.S.Department of Education's Rehabilitation Services Administration(the"RSA"); and WHEREAS,on September 24,2001,Colorado State University(the"Grantee")and the City of Fort Collins (the "Subrecipient") were awarded a Recreation Works grant, in the amount of $315,000, from the RSA; and WHEREAS, the aforementioned grant provides funding for the Recreation Works project, over a period of three years, providing individuals with disabilities, enhanced opportunities and support to participate in inclusive recreation programs at their greatest level of independence,while also pursuing employment goals; and WHEREAS, as the Subrecipient, the City will provide the necessary personnel, services, equipment and facilities to conduct the work of the Recreation Works Project; and WHEREAS, the City will receive reimbursement from Colorado State University, in the amount of$123,742, during the three-year grant period,for the City's share of expenses associated with the Recreation Works Project; and WHEREAS, the City's share of the aforementioned funding for the three-year period is as follows: 2002 $60,909 2003 $49,503 2004 $13,330 Total $123,742 WHEREAS,no local matching funds are required by the City for the three-year period;and WHEREAS,beginning in 2004,the City will need to fund a portion of a position funded by the grant in the amount of approximately $40,000; and WHEREAS,Article V. Section 9.of the Charter of the City of Fort Collins permits the City . Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,do not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,City staff has determined that the appropriation of the grant funds from the RSA to support the Recreation Works Project in 2002,as described herein,will not cause the total amount appropriated in the relevant funds to exceed the current estimate of actual and anticipated revenues to be received in that fund during any fiscal year WHEREAS,it is the desire of the Council to appropriate the sum of$123,742 in RSA grant funds in the Recreation Fund to be used for the City's share of implementing year one of the Recreation Works Project. NOW,THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the Recreation Fund,Recreation Works Grant project the sum of ONE HUNDRED TWENTY-THREE THOUSAND SEVEN HUNDRED FORTY-TWO DOLLARS($123,742)from the U.S.Department of Education, Rehabilitation Services Administration, to be used for the City's share of implementing year one of the Recreation Works Project. Introduced and considered favorably on first reading and ordered published this 15th day of January, A.D. 2002, and to be presented for final passage on the 5th day of February, A.D. 2002.
