Resolution 2007-112 Adopting Revisions to the Master Street Plan,
RECOMMENDATION
Staff recommends adoption of the Resolution.
FINANCIAL IMPACT
Adoption of this resolution does not create the need for capital investment. Roadway construction
and improvements will occur as property is developed. At that time developers and the City,through
the Street Oversizing Program, will share the capital investment.
EXECUTIVE SUMMARY
The Master Street Plan is a map-based plan identifying the major transportation network within the
Growth Management Area. The Plan was developed using the City Structure Plan as the basic urban
form projected to the year 2025. The Structure Plan projects density,transit service,activity centers,
and mixed-use corridors. This information is used to predict travel behavior and the demand for
transportation infrastructure. The Master Street Plan is the map of that infrastructure. The Master
Street Plan was last amended on March 2,2004 with the adoption ofthe Transportation Master Plan.
A recent staff assessment of the Master Street Plan has determined that there are numerous"Clean
Up" items that need to be amended through the Minor Amendment process.
BACKGROUND
The following is a list of the proposed minor amendments and clean-up edits for the Master Street
Plan. These changes reflect existing "as-built" conditions and map revisions such as street name
corrections. These proposed Master Street Plan changes have been reviewed and agreed upon by
the City's Planning and Zoning Board and the Transportation Board. The Transportation Board
made a formal recommendation at its November meeting to request City Council's approval of these
proposed changes.

"Clean Up" Minor Amendments
1. Reclassify LaPorte Ave.between Wood Street and Taft Hill Road from a two-lane Collector
to a two-lane Arterial.
Justification: reflects existing and future conditions
2. Reclassify Jerome Street from Local Street to a Collector Street.
Justification: reflects as-built conditions
3. Remove Collector that parallels East Vine Drive to the north,between the BNSF rail line and
east of Campfire Drive.
Justification: Developer satisfactorily proved justification for removal of collector, due to
land use change from commercial to residential.
4. Rename Lincoln Ave to International Boulevard.
Justification:Master Street Plan map error
5. Reclassify Nancy Gray Ave. and Miles House Ave. from Local Streets to Collector Streets.
Justification: reflects as built conditions and approved subdivision plats
6. Reclassify Overland Trail south of Drake Road to a Collector Street.
Justification:Forecasted volumes indicate downgrade from four-Lane Arterial to a two-lane
Collector, due to the discontinuation of Overland Trail to Horsetooth Rd..
7. Reclassify Horsetooth Rd. west of Taft Hill Road to a Collector.
Justification:Forecasted volumes indicate downgradefromfour-Lane Arterial to a two-lane
Collector
8. Remove portion of Overland Trail between Horsetooth Road and Harmony Road.
Justification: With the removal of the Overland Trail connection between Drake Rd. and
Horsetooth Rd. the connection between Horsetooth Rd. and Harmony Rd. is no longer
needed.
9. Rename Cambridge Avenue to Lady Moon Drive.
Justification: Name change of facility
10. Reclassify Cinquefoil Lane from Local Street to a Collector Street.
Justification: reflects as built conditions

11. Realignment of Zephyr Road connecting to Trilby Road.
Justification: Reflects as built conditions
12. Reclassify Brittany Street from Local Street to a Collector Street.
Justification: reflects as built conditions
13. Reclassify Autumn Ridge Dr. from Local Street to a Collector Street.
Justification: reflects as built conditions
14. Re-classify Province Rd between Fairbourne Way and Brittany Drive from Local Street to
a Collector Street.
Justification: reflects as built conditions

Recommended Minor Amendments to the Master Street Plan
Dear Mayor and City Council Members:
On November 28, 2007 the Fort Collins Transportation Board heard a presentation b Burt

Ravenschlag of the city Transportation Planning Department.
Mr. Ravenschlag presented a list of 14 proposed minor amendments to the Master Street Plan of the
city. Most were of the nature of reclassifications of existing roads to match the "as built' nature of
the road. Other changes reflected the impact of existing decisions such as the abandonment of an
extension of Overland Trail south from Drake that in turn eliminates the need for a section from
Horsetooth to Harmony. None of the changes will result in modifications to any existing roads.
The Transportation Board concluded that all the proposed changes are appropriate and voted
unanimously to recommend adoption of the amendments.

RESOLUTION 2007-112
OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING REVISIONS TO THE MASTER STREET PLAN
WHEREAS, the City has developed and the Council has approved a City Master Street
Plan, most recently updated in March 2004, as a component of the City's Transportation Master
Plan; and
WHEREAS, City staff has prepared revisions to the Master Street Plan that more
accurately reflect actual or planned and approved roadway alignments and classifications; and
WHEREAS, the Planning and Zoning Board and the Transportation Board have
considered and approved the proposed revisions to the Master Street Plan and have
recommended the adoption of the revised Master Street Plan; and
WHEREAS, the City Council has determined that it is in the best interest of the City that
said proposed revisions be made to the City Master Street Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS that the proposed revised Master Street Plan, dated December 18, 2007,
incorporated herein by this reference and on file in the office of the City Clerk, is hereby adopted
by the City Council and shall hereafter be maintained in the Office of the City Clerk.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this
18th day of December, A.D. 2007.
