SUBJECT
Second Reading of Ordinance No. 001, 2013, Appropriating Unanticipated Grant Revenue in the Recreation Fund
for the Vida Sana Program.
EXECUTIVE SUMMARY
This Ordinance, unanimously adopted on First Reading on January 15, 2013, appropriates a $54,052 grant from the
Coalition for Activity and Nutrition to Defeat Obesity (CANDO). The Recreation Division will utilize these funds to
hire a part-time program coordinator, two bilingual program staff and to fund program participant admissions to the
Northside Atzlan Community Center.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.

First Reading of Ordinance No. 001, 2013, Appropriating Unanticipated Grant Revenue in the Recreation Fund for the
Vida Sana Program.
EXECUTIVE SUMMARY
The Recreation Division was awarded a seven month sub-grant from the Coalition for Activity and Nutrition to Defeat
Obesity (CANDO) in the amount of $54,052. The Recreation Division will utilize these funds to hire a part-time
program coordinator, two bilingual program staff and to fund program participant admissions to the Northside Atzlan
Community Center.
BACKGROUND / DISCUSSION
The sub-grant from CANDO will fund salaries to support a program coordinator, two program staff and exercise
coaches who will be responsible for organizing and facilitating bilingual physical activity programming targeted for
Latino/Hispanic community members at risk for chronic diseases. Additionally, funds will support supplies, operating
costs and free passes for admission to NACC by participants. The time frame for this program is December 11, 2012
– June 30, 2013.
FINANCIAL / ECONOMIC IMPACTS
$54,052 will be available to support the program. $27,590 will be used for salaries for the Program Coordinator and
two bilingual program/exercise coaches. $26,462 will be available for operating costs, purchase supplies, and to
reimburse NACC for free pass admissions for participants.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
PUBLIC OUTREACH
Three block parties were held at Coachlight, Hickory and Poudre Valley Mobil Home Parks during the summer of 2012
to determine elements of citizen concerns. Surveys were completed to help determine what these communities want
in the way of programs and services.

APPROPRIATING UNANTICIPATED GRANT REVENUE IN
THE RECREATION FUND FOR THE VIDA SANA PROGRAM
WHEREAS, the Recreation Division was awarded a sub-grant from Poudre Valley Health
System Foundation and the Coalition for Activity and Nutrition to Defeat Obesity (CANDO) in the
amount of $54,052 for the Vida Sana program to eliminate racial and ethnic disparities among
Latino and Hispanic community members; and
WHEREAS, these funds were awarded to the Northside Aztlan Community Center to fund
culturally congruent physical activity opportunities targeted to Latinos and Hispanics; and
WHEREAS, the funds will be used to hire a part-time program coordinator and two bilingual
program staff, and to reimburse the City for free pass admissions to the Northside Aztlan
Community Center; and
WHEREAS, Article V, Section 9, of the City Charter permits the City Council to make
supplemental appropriations by ordinance at any time during the fiscal year, provided that the total
amount of such supplemental appropriations, in combination with all previous appropriations for
that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be
received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the revenue as described
herein will not cause the total amount appropriated in the Recreation Fund to exceed the current
estimate of actual and anticipated revenues to be received in that fund during any fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the
Recreation Fund the sum of FIFTY-FOUR THOUSAND FIFTY-TWO DOLLARS ($54,052) for
the Northside Aztlan Community Center to fund physical activity classes and opportunities targeted
to Latinos and Hispanics.
Introduced, considered favorably on first reading, and ordered published this 15th day of
January, A.D. 2013, and to be presented for final passage on the 5th day of February, A.D. 2013.
