EXECUTIVE SUMMARY
This Ordinance, unanimously adopted on First Reading on January 18,2011,authorizes a lease to Our Global Village
Museum of Arts and Cultures for space located at 200 West Mountain Avenue, Suite C.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.

Our Global Village Museum of Arts and Cultures ( Global IVillage)\ is\in need of a larger facility for its museum
operation of international exhibits of artifacts land art objects Global)\ lage has requested a lease to utilize
approximately 6,530 square feet of space located\at 200,West Mountain Avenue, Suite C in space formerly occupied

BACKGROUND / DISCUSSION
Global Village is currently operating in a very small donated facility and desires to expand its space. Global Village
was in direct competition for the use of the Carnegie Building. The Cultural Space Committee ("Committee")
supported Global Village's use but believed the Carnegie Building would not be an appropriate fit. The Committee then
informed Global Village it would work with them when City-owned space became available. With the vacating of RM12
and its clients at 200 West Mountain Avenue, it was determined that Suite�C would bean appropriate facility for Global
Village. PtT-i
��\�oIGlobal Village is a non-profit entity, currently staffed and'\m by volunteers. Global Village celebrates the
world's diverse cultures by presentingand preserving arts and traditions. I jhe museum will create an opportunity in
international arts and cultures to learn how people Inle•aroundlthe world through a collection of artifacts and art objects.
Global Village will make an economic contribution to Fort Collins. It works closely with the Fort Collins Museum,
Colorado State University Galleries and the Fort Collins Senior Center. With a larger facility, Global Village may
provide space for international programs as well as learning opportunities for students in the Poudre School District.
Its goal is to bring visitors to the downtown area, enhance the economic growth of the downtown area and help to
make Fort Collins a true"World Class" city.
FINANCIAL / ECONOMIC IMPACTS

OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE LEASE OF CITY PROPERTY AT
200 WEST MOUNTAIN AVENUE, SUITE C, TO OUR GLOBAL VILLAGE
MUSEUM OF ARTS AND CULTURES FOR UP TO THREE YEARS
WHEREAS, the City is the owner of the property legally described as a portion of Lot 2,
Replat Lots 1-49, Block 31, Fort Collins, Colorado, also known as 200 West Mountain Avenue,
Suite C (the "Property"); and
WHEREAS,the City purchased the Property in furtherance of the Civic Center Master Plan
and has not yet finalized specific plans for the Property; and
WHEREAS, from 2004 until 2010 the Property was leased by the City as part of the RMI2
program but is now vacant; and
WHEREAS, Our Global Village Museum of Arts and Cultures ("Global Village"), a non-
profit entity staffed by volunteers, needs a larger facility for its operation of a museum of
international exhibits of artifacts and art objects; and
WHEREAS, Global Village was in competition to take over the use of the City-owned
Carnegie Building, currently occupied by the Fort Collins Museum and Discovery Science Center,
once the new Discovery Museum facility is completed; and
WHEREAS,the City's Cultural Space Committee believed the Carnegie Building would not
be a good fit for Global Village, but supported Global Village's purpose and agreed to work with
Global Village to find it suitable space in a different City-owned building; and
WHEREAS,City staff has determined that the Property would be an appropriate facility for
Global Village to rent for up to three years; and
WHEREAS, Global Village will provide a public benefit to the Fort Collins community by
providing educational opportunities related to the world's arts and traditions from various cultures,
as well as making an economic contribution by bringing visitors to the downtown area; and
WHEREAS, Global Village already works closely with the Fort Collins Museum, Fort
Collins Senior Center and Colorado State University Galleries; and
WHEREAS, because of the public benefit to be provided by Global Village, and its non-
profit status, City staff is recommending that Global village not be charged rent for its use of the
Property; and
WHEREAS, Global Village would be required to pay its share of utilities for the Property
and,beginning in the second year of its lease,would also pay the costs for maintenance of its space;
and
WHEREAS,in addition,Global Village would be responsible for any renovations necessary
to make the Property suitable for use as a museum,and would be required to pay for the installation
of two new trees in front of the 200 West Mountain building; and
WHEREAS, Section 23-111(a)of the City Code authorizes the City Council to sell,convey
or otherwise dispose of any and all interests in real property owned by the City, provided that the
City Council first finds,by ordinance,that such sale or other disposition is in the best interests of the
City.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the Council hereby finds that leasing the Property to Global Village for up
to three years under the terms listed above is in the best interests of the City.
Section 2. That the City Manager is hereby authorized to execute a lease agreement
consistent with the terms of this Ordinance, together with such additional terms and conditions as
the City Manager,in consultation with the City Attorney,determines to be necessary and appropriate
to protect the interests of the City or effectuate the purposes of this Ordinance, including any
necessary changes to the legal description of the Property,as long as such changes do not materially
increase the size or change the character of the property to be leased.
