First Reading of Ordinance No. 021, 2003, Designating the Montgomery House and Garage, 505
Smith Street, Fort Collins, Colorado, as a Fort Collins Landmark Pursuant to Chapter 14 of the
Code of the City of Fort Collins.
RECOMMENDATION:
The Landmark Preservation Commission and staff recommend adoption of the Ordinance on
First Reading. At a public hearing held on January 8, 2003, the Landmark Preservation
Commission voted unanimously to recommend designation of this property as a landmark for its
architectural importance to Fort Collins.
EXECUTIVE SUMMARY:
The owners of the property, Hilary, Barbara and Calvin Douglass, are initiating this request for
Fort Collins Landmark designation for the Montgomery House and Garage. The property
qualifies for designation under Fort Collins Landmark Standard 14-5 (C), Architectural
Significance. The property also qualifies for designation on the National and State Registers of
Historic Places. The residence exemplifies the Pyramidal Hipped Cottage style of architecture,
with good integrity. The detached historic garage, which dates from the period of significance,
has good integrity and contributes to the historic and architectural character of the property.
HISTORY
Constructed c. 1905, the home at 505 Smith Street is a simple Pyramidal Hipped Cottage, a
variant of Late 19th — Early 20th Century Vernacular Architecture. This style is defined by the
home's distinctive square plan main mass, with a roof comprised of four equally sized triangles
meeting in a point at the apex. The home's character defining features include a projecting open
front porch running nearly the full length of the fagade, with half-hipped porch roof. The porch
is supported by historic turned spindle posts; the porch's balustrade railing and its decking are
new. The house has been sided with new "compact-board" drop siding, which closely mimics
the appearance of the siding which the home was originally clad with. The detached, gable roof,
single car garage features wood drop siding and double hinged doors.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
DESIGNATING THE MONTGOMERY HOUSE AND GARAGE, 505 SMITH STREET,
FORT COLLINS, COLORADO, AS A FORT COLLINS LANDMARK PURSUANT TO
CHAPTER 14 OF THE CODE OF THE CITY OF FORT COLLINS
WHEREAS, pursuant to Section 14-2 of the City Code, the City Council has established a
public policy encouraging the protection, enhancement and perpetuation of landmarks within the
City; and
WHEREAS, by Resolution dated January 8,2003 the Landmark Preservation Commission
(the "Commission") has determined that the Montgomery House and Garage have architectural
importance to the City,as good examples of the Pyramidal Hipped Cottage style of architecture,with
good integrity; the house exhibits many stylistic details, while the detached garage dates from the
period of significance and contributes significantly to the historic and architectural character of the
property; and
WHEREAS,the Commission has further determined that said property meets the criteria of
a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and
has recommended to the City Council that said property be designated by the City Council as a
landmark; and
• WHEREAS, the owners of the property have consented to such landmark designation; and
WHEREAS, such landmark designation will preserve the property's significance to the
community; and
WHEREAS, the City Council has reviewed the recommendation of the Commission and
desires to approve such recommendation and designate said property as a Fort Collins landmark.
NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the property historically known as the Montgomery House and Garage,
located on lands in the City of Fort Collins,Latimer County,Colorado,described as follows,to wit:
N 5 feet of the E 94 feet of Lot 3, and S 47'/z feet of the E 94 feet of Lot 4,
Block 165, Fort Collins, also known as 505 Smith Street
is hereby designated as a Fort Collins landmark pursuant to Chapter 14 of the Code of the City of
Fort Collins.

Section 2. That the Secretary of the Interiors standards and guidelines for the treatment of
historic properties will serve as the standards by which alterations, additions and other changes to
the buildings and structures located upon the above described property will be reviewed for
compliance with Chapter 14, Article III, of the Code of the City of Fort Collins.
Introduced, considered favorably on first reading, and ordered published this 4th day of

RECOMMENDING LANDMARK DESIGNATION OF THE
MONTGOMERY HOUSE AND GARAGE
505 SMITH STREET, FORT COLLINS,COLORADO
WHEREAS, it is a matter of public policy that the protection, enhancement and perpetuation of
sites,structures,and districts of historical,architectural or geographic signific'u.3ce,located within the
city, are a public necessity and are required in the interest of the prosperity, civic pride and general
welfare of the people; and
WHEREAS, it is the opinion of the City Council that the economic, cultural and aesthetic
standing of this city cannot be maintained or enhanced by disregarding the historical, architectural
and geographical heritage of the city and by ignoring the destruction or defacement of such cultural
assets; and
WHEREAS,the Montgomery House and Garage have architectural significance to Fort Collins as
good examples of the Pyramidal Hipped Cottage style of architecture, with good integrity; and
WHEREAS,the Landmark Preservation Commission has determined that the Montgomery House
and Garage meet the criteria of a landmark as set forth in Section 14-5 of the code and are eligible for
designation as a Fort Collins Landmark; and
WHEREAS,the owners of the property,Hilary,Barbara,and Calvin Douglass,have consented to
such landmark designation.
NOW, THEREFORE, be it resolved by the Landmark Preservation Commission of the City of
Fort Collins as follows:
Section 1. That the Landmark Preservation Commission recommends to the Council of the City
of Fort Collins that the building and structure known as the Montgomery House and Garage,located
on the lands in the City of Fort Collins, Larimer County, Colorado, described as follows, to wit:

BACKGROUND: Staff presents for your consideration the lai)oi dark designation of the
Montgomery House and Garage, 505 Smith Street. The props rt qualifies for designation
as a Fort Collins Landmark under Designation Standard 14-5 (' "Architectural
Importance." The Montgomery House and Garage would additionally qualify for
designation on the National Register of Historic Places as a contributing element of a
district, if one were to be established. The house has architectural value to Fort Collins as
a good example of a pyramidal hipped cottage, a variant of the Late 19`h—Early 20`h
Century vernacular architectural style common in Fort Collins. The garage is eligible for
designation, as it dates to the period of significance and contributes to the historical and
architectural character of the property.
Architectural Significance: Constructed c. 1905, the home at 505 Smith Street is a

Collins, Colorado, for their architectural significance.

HISTORICAL INFORMATION

Further Comments (attach a separate sheet if needed): The first known occupants of the home at 505
Smith Street were C.W. and Laura Montgomery,beginning in 1906. Mr.Montgomery was a worker for the Fort
Collins Sugar Factory. Also living in the home were Mamie and Bessie Montgomery,presumably C.W.'s and
Laura's older children. Both Mamie and Bessie were employed by the Tedmon Hotel. The Montgomery's did not
remain in the home for long, setting the tone for much of this house's existence. In the 1908 and 1909/10 Fort Collin:
City Directories,the house is listed as vacant. The following year, Charles R.and Frances Morrison are listed at this
address. Mr.Morrison was a conductor for the Denver and Interurban Streetcar system. By 1913, 505 Smith Street
was occupied by Mrs. Ellen Copps (Capps) and her children Floyd and Margaret. In the early 1920s,the owner
Henry R.Todd, a salesman, and his wife Georgia. Building permit records indicate that,by 1924,the owner was
Mary Larson. She continued to own the home through the 1920s,although she apparently rented the home out. In
1931 and 1933,the home once again stood vacant. In 1936, Conrad F. and Elsie Yost resided here,followed quickly
by Ned and Samuel Martinez. In the early 1940s,Tom and Gertrude Honnold briefly occupied the home. Tom

worked for the WPA, and the Honnold's daughter,Germas,was a"NYA library worker."A couple of years later, 50:
Smith was occupied by Benjamin Frank Birkinbine and his wife Viola Grace. Frank Birkinbine worked as a janitor
for the college, then known as Colorado A&M. Again in 1954,the house stood vacant. Finally,in 1956,the home
received its only long-term owner to date,Mrs.Amelia M. Schaefer. Mrs. Schaefer was the widow of Daniel
Schaefer, a packer at the Fort Collins Flour Mill. Following Daniel's death around 1950,Mrs. Schafer and their
children,Betty and Beverly,moved from the family's previous home at 409 N.Loomis to the Smith Street address.
Mrs. Schafer earned money working as a laundress for the Larimer County Hospital (later renamed Poudre Valley
Memorial Hospital,then just Poudre Valley Hospital). Beverly was listed as a student,but Betty was employed for a
time at the Fort Collins Laundry. Amelia Schafer retired in the mid- 1980s, and sold the house in 1990. The propert;
once again experienced a series of quick turnovers,having at least four more title-holders before being purchased, in
April 2001,by the current owners,Barbara Douglass and her daughter Hilary Douglass.
