First Reading of Ordinance No. 020, 2003, Designating the Ruth A. Jones House, 120 North
Whitcomb Street, Fort Collins, Colorado, as a Fort Collins Landmark Pursuant to Chapter 14 of
the Code of the City of Fort Collins.
RECOMMENDATION:
The Landmark Preservation Commission and staff recommend adoption of the Ordinance on
First Reading. At a public hearing held on January 8, 2003, the Landmark Preservation
Commission voted unanimously to recommend designation of this property as a landmark for its
architectural importance to Fort Collins.
EXECUTIVE SUMMARY:
The owners of the property, Emily Taylor and James Jordan, are initiating this request for Fort
Collins Landmark designation for the Ruth A. Jones House. The property qualifies for
designation under Fort Collins Landmark Standard 14-5 (C), Architectural Significance. The
property also qualifies for designation on the National and State Registers of Historic Places.
The residence is an exceptional example of the Tudor Revival style of architecture, with nice
integrity.
HISTORY
The Ruth A. Jones House is an excellent example of Tudor Revival architecture in Fort Collins.
Stylistic details include the steeply pitched roof with minimal roof overhang, a "cat slide" roof
over the entry porch, and arched doorways. Another outstanding Tudor trait is the multiple
groups of multi-paned windows, featuring two bands of three 4-over-4 windows on the front
elevation. The house is stuccoed, a common wall covering for Tudor Revival style homes in
Colorado. The home has very good integrity with minimal alterations. Changes that have
occurred include a window on the rear elevation that has been converted to a glass door leading
to a deck with gazebo, and the addition of storm windows.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
DESIGNATING THE RUTH A. JONES HOUSE, 120 NORTH WHITCOMB STREET, FORT
COLLINS, COLORADO, AS A FORT COLLINS LANDMARK PURSUANT TO CHAPTER
14 OF THE CODE OF THE CITY OF FORT COLLINS
WHEREAS, pursuant to Section 14-2 of the City Code, the City Council has established a
public policy encouraging the protection, enhancement and perpetuation of landmarks within the
City; and
WHEREAS, by Resolution dated January 8, 2003 the Landmark Preservation Commission
(the "Commission") has determined that the Ruth A. Jones House has architectural importance to
the City, as an exceptional example of the Tudor Revival style of architecture; and
WHEREAS,the Commission has further determined that said property meets the criteria of
a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and
has recommended to the City Council that said property be designated by the City Council as a
landmark; and
WHEREAS, the owners of the property have consented to such landmark designation; and
WHEREAS, such landmark designation will preserve the property's significance to the
. community; and
WHEREAS, the City Council has reviewed the recommendation of the Commission and
desires to approve such recommendation and designate said property as a Fort Collins landmark.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the property historically known as the Ruth A.Jones House,located on lands
in the City of Fort Collins,Larimer County, Colorado, described as follows, to wit:
West 1451/z feet of the South 67 feet of Lot 8, Block 61,Fort Collins,
also known as 120 North Whitcomb Street
is hereby designated as a Fort Collins landmark pursuant to Chapter 14 of the Code of the City of
Fort Collins.
Section 2. That the Secretary of the Interiors standards and guidelines for the treatment of
historic properties will serve as the standards by which alterations, additions and other changes to
the buildings and structures located upon the above described property will be reviewed for
compliance with Chapter 14, Article III, of the Code of the City of Fort Collins.
Introduced, considered favorably on first reading, and ordered published this 4th day of

RECOMMENDING LANDMARK DESIGNATION OF THE
RUTH A. JONES HOUSE
120 NORTH WHITCOMB STREET, FORT COLLINS, COLORADO
WHEREAS, it is a matter of public policy that the protection, enhancement and perpetuation of
sites,structures, and districts of historical,architectural or geographic significance,located within the
city, are a public necessity and are required in the interest of the prosperity, civic pride and general
welfare of the people; and
WHEREAS, it is the opinion of the City Council that the economic, cultural and aesthetic
standing of this city cannot be maintained or enhanced by disregarding the historical, architectural
and geographical heritage of the city and by ignoring the destruction or defacement of such cultural
assets; and
• WHEREAS, the Ruth A. Jones House has architectural significance to Fort Collins as an
exceptional example of the Tudor Revival style of architecture, with excellent integrity; and
WHEREAS, the Landmark Preservation Commission has determined that the Ruth A. Jones
House meets the criteria of a landmark as set forth in Section 14-5 of the code and is eligible for
designation as a Fort Collins Landmark; and
WHEREAS,the owners of the property,Emily Taylor and James Jordan,have consented to such
landmark designation.
NOW,THEREFORE, be it resolved by the Landmark Preservation Commission of the City of
Fort Collins as follows:
Section 1. That the Landmark Preservation Commission recommends to the Council of the Cite
of Fort Collins that the building known as the Ruth A. Jones House,located on the lands in the Citv
of Fort Collins, Larimer County, Colorado, described as follows, to wit:

BACKGROUND: Staff presents for your consideration the landmark designation of the
Ruth A. Jones House, 120 North Whitcomb Street. The Jones House merits designation
as a Fort Collins Landmark relative to City of Fort Collins Local Landmark Preservation
Standard 14-5 (2), "Architectural Importance." The property would also qualify for
designation on the National Register of Historic Places, under criteria A and C. Though
built in the 1930s, the house is an exceptional example of the Tudor Revival style popular
in Colorado during the late teens and 1920s. Among its many distinctive features, it
• possesses the steeply pitched roof, textured exterior and multi-paned windows common
in Colorado's Tudor Revival houses
Architectural Significance: The Ruth A. Jones House is an excellent example of Tudor
Revival architecture in Fort Collins. Stylistic details include the steeply pitched roof with
minimal roof overhang, a"cat slide" roof over the entry porch, and arched doorways. Another
outstanding Tudor trait is the multiple groups of multi-paned windows, featuring two bands of
three 4-over-4 windows on the front elevation. The house is stuccoed, a common wall covering
for Tudor Revival style homes in Colorado. A detached stuccoed single car garage is located on
the property. While this garage qualifies for landmark designation, at this time the property
owners do not wish to include the garage for designation consideration. The home has very good
integrity with minimal alterations. Changes that have occurred include a window on the rear
elevation that has been converted to a glass door leading to a deck with gazebo, and the addition
of storm windows.
RECOMMENDATION: Staff recommends approving this request for Fort Collins
Landmark designation of the Ruth A. Jones House, 120 North Whitcomb Street, Fort
Collins, Colorado, for its architectural significance.

The Ruth A. Jones House, located at 120 N. Whitcomb St., merits designation as a Fort Collins
Landmark relative to the City of Fort Collins Local Landmark Preservation standard 14-5 (2)
"Architectural Importance." Though built in the 1930s, the house is an exceptional example of the
Tudor Revival style popular in Colorado during the late teens and 1920s. Among its many
distinctive features, it possesses the steeply pitched roof, textured exterior and multi-paned windows
common in Colorado's Tudor Revival houses.
HISTORICAL INFORMATION
Please attach a narrative of the historical significance of the property. Include a title search
or city directory research if the property is important for its association with a significant
person.
Further Comments: The house located at 120 N. Whitcomb St. was built in 1935 for Ruth A.
Jones. By 1940, Kenneth Walsh, a local butcher, and his wife Eva made their home at the residence.
The next owners, Arthur and Minnie Piatt, lived at the house from the late 1940s until about the mid
1960s. Mr. Piatt was a Realtor for much of the time he and his wife resided there, retiring sometime
before 1963. In fact, in and around 1948, his business partner was Samuel Clammer. Mr. Clammer,
besides being one the promoters and builders of the Northern Hotel, had also been mayor of Fort
Collins twice between 1905 and 1920. According to the Fort Collins City Directory for that year,
Leslie and Evelyn Carlson occupied the house in 1968. Mr. Carlson was employed by the Colorado
Game, Fish and Parks Department. By 1973 Alex and Katherine Troudt had made their home at the
house on Whitcomb. Emily Taylor bought the house in 1978. Ms. Taylor is retired from CSU

Morgan Libraries where she worked as a reference librarian. She and her husband, James Jordan, a
retired CSU history professor, still reside at the house today.

Building Materials: Concrete foundation, wood construction, stucco exterior and a wood-shingled roof.
Architectural Style: Tudor Revival
Special Features/Surroundings: The Ruth A. Jones House's side gabled-construction, especially with
the prominent front gable as well, is characteristic of the Tudor Revival style in Colorado. The steeply
pitched roof, the chimneys and arched porch are also indicative of the style. Another outstanding Tudor
trait is the multiple groups of multi-paned windows, namely the two groups of three 4/4 windows on the
front elevation.
Describe any additions or alterations to the property: Storm windows; one window on the rear
elevation has been converted to a glass door that leads to a deck with gazebo.

Biographical Summary: Born in Smithville, W. Va., March 22, 1874, Samuel H. Clammer earned his own
living from the time he was 12. Shortly before he became 17, he decided to come west. First worked in Eaton
as a clerk in the general store. Came to Fort Collins in 1895. Farmed and ranched near here for some time. Ran
a livery stable near the present site of the Union Pacific station. Ran sawmill in mountains above town. Married
Emma Garrett, June 7, 1899. Was one of the promoters and builders of the Northern Hotel. Was mayor of Fort
Collins from 1905 to 1909. Served on city council from 1909 to 1911, then was again mayor for five years
under the new commission form of government. Was in the real estate business for over 30 years. 32nd degree
