EXECUTIVE SUMMARY The National Recreation and Park Association(NRPA)has selected the Fort Collins Recreation Department,Adaptive Recreation Opportunities program (ARO) to receive a grant in the amount of$10,000. This grant opportunity is an outgrowth of a partnership between NRPA and the United States Olympic Committee, Paralympic Division to provide resources at the local level that will increase physical activity opportunities for injured service members and veterans. BACKGROUND / DISCUSSION The City of Fort Collins'Adaptive Recreation Opportunities Program partnered with the U.S. Paralympics, a division of the U.S. Olympic Committee (USOC)to create Paralympic Sport Club- Fort Collins in January 2010. Paralympic Sport Club Fort Collins is a community-based sports club,offered through ARO,developed to involve youth and adults with physical and visual disabilities in sports and physical activity,regardless of skill level. U.S.Paralympics is dedicated to creating opportunities for individuals with physical and visual disabilities to be physically active in their own communities. Participation in physical activity enhances not only self-esteem and peer relationships, but also results in greater achievement, better overall health and higher quality of life," said Mike Mushett, U.S. Paralympics Director of Community Programs. The NRPA Return and Restore program provides grants,which are funded by the USOC, Paralympics Division and are intended to support the creation and expansion of adaptive recreation programs for injured service members and veterans. FINANCIAL / ECONOMIC IMPACTS The $10,000 grant will be used to pay ARO leaders, train staff and purchase adaptive sports equipment to support the development of Paralympic Sport Club Fort Collins. It will allow ARO to purchase expensive equipment, such as handcycles, sled hockey skates, sport wheelchairs, goalball equipment etc., that would otherwise be cost prohibitive. The adaptive equipment is essential for the successful participation in recreational activities by people with physical disabilities. Staff training opportunities by US Paralympic staff and coaches will lead to quality, sustainable program offerings in the community. Networking and partnerships developed with other Paralympic Sport Clubs, VA Hospitals and outpatient clinics will enhance ARO's ability to better serve the growing number of injured veterans entering back into the community as well as provide outreach to disabled vets that may be unaware of their options. Therapeutic recreation has been recognized as an important vehicle for vets to continue their rehabilitation goals, physically, cognitively and socially, build self-esteem and transition back into their civilian lives and communities. STAFF RECOMMENDATION Staff recommends adoption of the Ordinance on First Reading. ORDINANCE NO. 056, 2011 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE RECREATION FUND FOR GENERAL OPERATING SUPPORT OF THE ADAPTIVE RECREATION OPPORTUNITIES PARALYMPIC SPORT CLUB PROGRAM WHEREAS,the City has been awarded a grant in the amount of$10,000(the"Grant")from the National Recreation and Park Association for the City's Adaptive Recreation Opportunities Paralympic Sport Club Project program (the "Program"); and WHEREAS, the Program provides people with physical and visual disabilities the opportunity to participate in sports and physical activity, regardless of skill level; and WHEREAS,the Grant will provide resources that will increase the Program's outreach and activity offerings to injured service members and veterans; and WHEREAS,the Grant will provide resources for Program leaders,training of staff, and for the purchase of adaptive sports equipment; and WHEREAS, Article V, Section 9, of the City Charter authorizes the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff have determined that the appropriation of the Grant as described herein will not cause the total amount appropriated in the Recreation Fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during any fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated grant revenue in the Recreation Fund the sum of TEN THOUSAND DOLLARS($10,000)for expenditure in the Recreation Fund for the Adaptive Recreation Opportunities Paralympic Sport Club program. Introduced,considered favorably on first reading,and ordered published this 3rd day of May, A.D. 2011, and to be presented for final passage on the 17th day of May, A.D. 2011.
