RECOMMENDATION: Staff and the Art in Public Places Board recommend adoption of the Resolution. FINANCIAL IMPACT: The funds for this item have been appropriated in the Art in Public Places Reserve Account in the Cultural Services and Facilities Fund. The Art in Public Places program has a maintenance fund for the long-term care of these sculptures. Staff will be using $13,861 of the City Park Pool Project art budget for design, fabrication, 10 installation and contingency for this project. EXECUTIVE SUMMARY: This Resolution would approve the expenditure of$13,861 for design, fabrication, installation and contingency for this project. Joe McGrane will create an interactive sculpture of concrete"waves", sandstone boulders, and paving elements near the entryway to the City Park Pool. BACKGROUND: Section 23-303 of the Code, which was added in 1995,established the Art in Public Places Reserve Account, and designated it for use in acquiring or leasing works of art, maintenance, repair or display of works of art, and administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by the Council in Ordinance No. 20, 1995. The Council permanently adopted the Art in Public Places Program,and reenacted City Code Chapter 23, Article IX, with certain modifications in 1998. The Selection Committee chose the artist using the City's competitive bid process. This committee was comprised of seven Art in Public Places (APP) Board members, one representative from the City's Recreation Department, one representative from the City's Facilities Department, and a Purchasing Department representative. The Committee reviewed the proposals for this project and voted unanimously to select the finalist at the Board's regular meeting on August 8,2002.The artist DATE: ITEM NUMBER: worked with the project team to create a design concept appropriate to the site. This design concept was reviewed and recommended by the City Park Pool Project Team. The APP Board reviewed and approved the final design at the Board's regular meeting on November 20, 2002. The artist's vision for the project is to create an interactive sculpture entitled"100 Days of Summer" that would serve as a focal point for the entrance to the City Park Pool. The project includes pre-cast concrete wave walls, sandstone seating boulders, and special paving. The wave walls will have interactive elements including a polished carnival mirror and colorful optical lenses, with some containing historical images of swimming in Sheldon Lake. The boulders provide seating for socializing or a waiting area. The base of the sculpture is defined by a concrete band containing 100-2" aluminum disks that reference the length of the outdoor pool season between Memorial Day and Labor Day. Symbols for summer landmarks and special days such as Independence Day, Father's Day, etc. will be carved into some disks. A written description and drawings of the proposed work of art are attached . The final piece may vary from this description. RESOLUTION 2003-021 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND TO COMMISSION AN ARTIST TO CREATE"100 DAYS OF SUMMER": AN INTERACTIVE SCULPTURE FOR THE CITY PARK POOL PROJECT WHEREAS,the City is in the process of renovating the City Park Pool(the"Pool Project"); and WHEREAS,pursuant to Section 23-304 of the City Code,one percent of funds appropriated for the Pool Project was required to be deposited into the Art In Public Places Reserve Account in the Cultural Services and Facilities Fund to fund works of art in accordance with the Art in Public Places Guidelines adopted by Council in Ordinance No. 47, 1998 (the "Guidelines"); and WHEREAS, the Art in Public Places Board(the `Board") evaluated the design concept of artist Joe McGrane at its November 20, 2002 regular meeting, pursuant to the Guidelines; and WHEREAS,based on that evaluation,the Board approved artist Joe McGrane's proposal of an interactive sculpture that would serve as a focal point for the entrance to the City Park Pool, and would include pre-cast concrete wave walls, sandstone seating boulders, and special paving (the "Sculpture"); and WHEREAS, the estimated cost to create the Sculpture, including commission of the artist, fabrication, installation and contingency is $13,861; and WHEREAS, these funds are available in the Art in Public Places Reserve Account in the Cultural Facilities and Services Fund,and will be appropriated as part of the 2003 budget,to provide for the artist design fees, fabrication, installation and contingency for the Sculpture; and WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the recommended art be presented for Council review and approval,because the cost of the art exceeds $10,000. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Council hereby authorizes the expenditure of up to THIRTEEN THOUSAND EIGHT HUNDRED SIXTY-ONE DOLLARS($13,861)from the Art in Public Places reserve account in the Cultural Facilities and Services Fund for the interactive sculpture entitled"100 days of Summer", to be installed at the City Park Pool, proposed by artist Joe McGrane, the conceptual design for which was reviewed and approved by the Art in Public Places Board on November 20, 2002. 0 Passed and adopted at a regular meeting of the City Council held this 18th day of February, A.D. 2003. The art element designated for the enter vay of the "Time Walk"was going to be eliminated as a result of the cutbacks. It was decided that other changes should be made in order to maintain the entryway artwork Changes proposed include the"Ripple Cove" being redesigned to minimize the depth and use of concrete and replace it with earth berms. Ms.Nixon-Cunningham moved to add an addendum to the Fossil Creek Community Park contract to transfer some of the funds from the "Ripple Cove" to the"Time Walk"entry. Ms.Liska-Smith seconded. Second Sheet of Ice at EPIC The project team presented drawings and a model of the proposed"Ice Crystals"as designed by Juan and Patricia Naverrete,the selected artists. The pieces will be made out of a polycarbonate acrylic and aluminum and suspended from the ceiling of the new facility on steel wire. There will be layers of colored and holographic film over the acrylic material. Lighting from above will send light through them and cast colors on ice. Ms.Gram moved to approve the design as presented. Ms.Hixon-Cunningham seconded. Approved unanimously. VIII. City Park Pool Design Review Artist Joe MCGrane was selected to work with the design team on this project. He presented the design created with the project team for a piece tided"100 Days of Summer." The design includes four pre-cast concrete waves with colorful tile"towels." Reflective,fisheye and colored lenses are imbedded in the forms allowing the viewer to look through and even see images of the pool as it was in the past. The title references the length of the pool season. Events of the summer will be illustrated in some of the 100 aluminum disks spread throughout the plaza. The team sought to create a welcoming entryway with a beach feel out in front of the pool building. Nis.Liska-Smith motioned to accept Joe McGrane's design"100 Days of Summer"as presented.
