EXECUTIVE SUMMARY
Parking reserves are accumulated in the Transportation Fund to perform major maintenance and repair projects in
the Civic Center Parking Structure. This Ordinance, unanimously adopted on First Reading on April 19, 2011,
appropriates funds from those reserves for three projects: to complete an interior painting project that was started
in 2009;make repairs to the second level deck seal that forms the ceiling of Civic Center Village;and purchase a piece
of pressure washing equipment that will be used to keep the parking structure clean.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.

the ceiling of Civic Center Village; and purchase a piece of pressure washing equipment that will be used to keep the
parking structure clean.
BACKGROUND / DISCUSSION
The Civic Center Parking Structure is jointly owned by the City of Fort Collins, Larimer County and the Downtown
Development Authority. An operating agreement between the three owners specifies that the structure will be operated
by the City. The Parking Services Department of�the City of-Fort'Collins is the-,designated operating entity.
The operating agreement specifies that a financial reserve will=be-maintained for the structure. The reserve is to be
used for major projects, maintenance,and repair and eg6ipment purchases! The operating agreement specifies that
the City of Fort Collins and Larimer County will make annual payments to the reserve so that sufficient funding is
available when needed. It also specifies that any excess revenues from operating the structure will flow into the
reserve. Over the years since the structure was opened, a reserve has accumulated, and is added to each year by
operating revenues. The reserve is sufficient to provide for the major projects, repairs and equipment needed in the
structure.
There are three major needs that will be funded by this appropriation. The first is the completion of interior painting
on the walls and ceilings of the structure. The interior paint makes the garage brighter, giving it a safer and warmer
feel. It also allows for the use of energy-saving light fixtures which reduces the electrical bill for the structure. In 2009,
the painting project was initiated, andnew-energy-efficient light fixtures were installed throughout the structure. Due
to weather and time constraints, the/paiffting,waster of%ble jto`be-completed✓Only half of the structure has been
painted. This appropriation will make $96,553 available to finish thelpain (g project.

Second, it is necessary to make repairs-to the seal•`n t con he sed level of the structure. The seal forms the ceiling
over the Civic Center Village. The Civic Center Village is a group of retail spaces along Mason Street that are built
into the structure. There is a water-proof seal on the floor of the second deck to keep moisture out of the Civic Center
Village. Over the years, this seal has been patched and re-patched many times to repair damage from vehicles that
drive across it every day. It has now deteriorated to the point that it needs to be replaced. This appropriation will
provide$83,940 to replace the deck seal.
Third, this appropriation will provide funding to purchase pressure washing equipment. The current method to clean
the structure is to hire a private contractor at a cost of about$35,000 per year. Each spring, or early summer, the
structure must be closed for a weekend while the contractor comes in with its equipment to pressure wash. Operation
Services and Parking Services have completed a,rreevviiew thattr hows`a�bettef�less expensive method to clean the

water into the storm sewer. The Cyclone's-intern!i filtering system has cleanable, reusable filters. The machine will
allow staff to clean the structure in phases, eliminating the need to close the facility for a weekend. When it is not
being used in the Civic Center Parking Structure, the machine can be used to clean other areas, like the bus bays in

the transit center,the Old Town Parking Structure, or even certain sidewalk areas. The purchase of this machine will
eliminate the need to spend $35,000 each year, providing a payback of between three and four years. This
appropriation will provide $110,000 for new pressure washing equipment.

TOTAL $290,493 Clila 'The funds for this appropriation are an the designated parking reserve of the Transportation Fund. The first
two projects(painting and deck sealing)will provide emplo'ymentfor local contractors. The third project(the equipment
purchase)will have a negative impact on_ona locabusiness since they will_no longer have the contract for pressure
washing the structure. This negative impact to a local business is off-set by the financial savings the City will accrue,
the increased flexibility and functionality that the new equipment will provide, the environmental benefits of the new
equipment (see next paragraph), and the benefit to the public from not having to close the structure for a weekend
while it is pressure washed.
ENVIRONMENTAL IMPACTS
The painting project described hereins:the continuation�of a-previous-p`oject.to put energy efficient light fixtures in
the structure. The completion of the painting-project is necessary to fully\re ap-the benefit of the new, energy efficient
fixtures(the paint makes the structure brighter, so less energy.is:re'quired\to provide the same amount of light.) The
installation of the new light fixtures is complete!and the savings resulting from the energy-efficient fixtures has cut the
electric bill in the structure in half, providing a payback-for the-fixtures and painting of about five years. Also, painted
walls and ceilings are easier to clean than bare concrete,reducing the amount of energy needed to clean the structure.
The deck seal project does not necessarily provide environmental benefits, but it is necessary to prevent moisture from
seeping into the Civic Center Village retail areas.
The purchase of the new pressure washing equipment has several environmental benefits. It uses less water than
traditional pressure washing, it recaptures and recycles its own water, and it uses cleanable stainless-steel filters so
that new filters do not have to be purchased. By having this equipment available year-round, staff will be able to
address cleaning issues more frequently, reducing the need to have a large, intensive, once-a-year clean-up effort.

equipmentwill allow staff to clean mote fr� ntly,an`_aavv`oid ccumulation and spreading of oil and grease throughout
the structure.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING PRIOR YEAR RESERVES IN THE TRANSPORTATION
SERVICES FUND FOR THE CIVIC CENTER PARKING STRUCTURE
WHEREAS,the Civic Center Parking Structure is jointly owned by Larimer County and the
City and the parties have entered into a Parking Structure License Agreement ("the Agreement');
and
WHEREAS,the Agreement provides that the City shall be responsible for the operation and
maintenance of the Parking Structure; and
WHEREAS, under the Agreement, the City and County share equally the costs associated
with the operation, maintenance and repair of the Parking Structure; and
WHEREAS, the Agreement also specifies that a financial reserve will be maintained to be
used for major projects, maintenance and repair, and equipment purchases; and
WHEREAS, since the Parking Structure was first opened,a reserve has been maintained in
the Transportation Services Fund; and
WHEREAS, there are three major repair and maintenance needs that have been identified
for the Parking Structure:
Painting of interior walls and ceilings $96,553
Replace the deck seal 83,940
Purchase pressure washing equipment 110,000
Total $290,493;
and
WHEREAS, the reserve is sufficient to fund the necessary repairs and equipment; and
WHEREAS,Article V, Section 9 of the City Charter permits the City Council to appropriate
by ordinance at any time during the fiscal year such funds for expenditure as may be available from
reserves accumulated in prior years, notwithstanding that such reserves were not previously
appropriated.
NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from prior year reserves in the
Transportation Services Fund the sum of TWO HUNDRED NINETY THOUSAND FOUR
HUNDRED NINETY-THREE DOLLARS ($290,493)for maintenance and equipment expenses at
the Civic Center Parking Structure.
Introduced, considered favorably on first reading, and ordered published this 19th day of
April, A.D. 2011, and to be presented for final passage on the 3rd day of May, A.D. 2011.
