Second Reading of Ordinance No. 043, 2011, Appropriating Unanticipated Grant Revenue in the General Fund for
the Exterior Preservation and Reconstruction of the Avery Building.
EXECUTIVE SUMMARY
This Ordinance, unanimously adopted on First Reading on April 19, 2011, appropriates unanticipated revenue in the
amount of$430,270 forthe exterior preservation and reconstruction of the Avery Building atthe intersection of College
and Mountain Avenue. A grant provided by the Colorado Historical Society's State Historical Fund in the amount of
$215,135 will be matched by an equal amount of funds from the property owner(Avery Building LLC).
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.

This Ordinance appropriates unanticipated revenue in the Jamou4of $43/0270 for the exterior preservation and
reconstruction of the Avery Building\at th�nterse�on, f Ciollege and Mountain Avenue. A grant provided by the
Colorado Historical Society's State Historical Fund in-the amount of$215,1G5 will be matched by an equal amount of
funds from the property owner(Avery Building LLC).
BACKGROUND / DISCUSSION
Private individuals and for-profit businesses may participate in State Historical Fund projects by finding an appropriate
public entity or non-profit organization (City of Fort Collins)willing to apply for and administer a grant on their behalf.
The proposed project will address the exterior restoration and rehabilitation of the prominent red sandstone Avery
Block building. The project consists of-br.ick and-stone masonry restoration, rehabilitation of the original wood
windows, and reconstruction of storefronts along ColleggNAvenue.

FINANCIAL/ ECONOMIC IMPACTS
The City will only be responsible for administering the grant/cash match funds and will not be required to provide any
monetary contribution. Grant management services will be provided by Community Development and Neighborhood
Services(CDNS)staff. The Avery Building exterior preservation and reconstruction will have positive financial effects
on the local economy. The project will generate sales tax revenue from materials and services purchased locally and
will increase property taxes, due to the property's higher assessed value.
The project will have high visibility and will provide both direct and indirect economic benefits to the community.

ENVIRONMENTAL IMPACTS
The project supports the City's goal of sustainability. As with all historic preservation projects,this project maximizes
the use of existing materials and infrastructure,and reduces waste in landfills from demolition costs. Historic buildings
were traditionally designed to be energy efficient, with many sustainable features that respond to climate and site.
When effectively restored and reused, these features can bring about substantial energy savings. Finally, the Avery
Building exterior preservation and reconstruction project will preserve an important and interesting aspect of Fort
Collins history.

BOARD / COMMISSION RECOMMENDATION
At its August 5, 2009 meeting, the Landmark Preservation Commission reviewed the grant application for the
preservation and reconstruction of the Avery Building and issued a letter of support for the project(Attachment 2)

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE
GENERAL FUND FOR THE EXTERIOR PRESERVATION AND
RECONSTRUCTION OF THE AVERY BUILDING
WHEREAS, the City has been awarded a grant in the amount of $215,135 from the
Colorado Historical Society's State Historical Fund; and
WHEREAS, the grant is to be used for the exterior restoration and rehabilitation of the red
sandstone Avery Block building consisting of brick and stone masonry restoration, rehabilitation
of the original wood windows, and reconstruction of storefronts along College Avenue; and
WHEREAS, the grant will be matched by an equal amount from the property owner, Avery
Building LLC; and
WHEREAS, the City will administer the grant funds and the matching funds totaling
$430,270; and
WHEREAS, Article V, Section 9, of the City Charter permits the City Council to make
supplemental appropriations by ordinance at any time during the fiscal year, provided that the total
amount of such supplemental appropriations, in combination with all previous appropriations for
that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be
received during the fiscal year•, and
WHEREAS, City staff has determined that the appropriation of grant funds $430,270 will
not cause the total amount appropriated in the General Fund to exceed the current estimate of
actual and anticipated revenues to be received during the fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from unanticipated grant revenue and
private cash matching funds in the General Fund the sum of FOUR HUNDRED THIRTY
THOUSAND TWO HUNDRED SEVENTY DOLLARS ($430,270) for the exterior preservation
and reconstruction of the Avery Building.
Introduced, considered favorably on first reading, and ordered published this 19th day of
April, A.D. 2011, and to be presented for final passage on the 3rd day of May, A.D. 2011.
