Resolution 2002-019 Making an Appointment to Policy Committee of the Fort
Collins/Timnath/Windsor Community Separator Project.
RECOMMENDATION:
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY:
The Fort Collins/Timnath/Windsor Community Separator Project is now underway—consultants
have been selected and the staff team has been meeting. One of the next steps is to form a Policy
Committee composed of one elected official from each participating jurisdiction (Fort Collins,
Larimer County,Timnath and Windsor). The purpose of this Resolution is to appoint a member of
City Council to the Policy Committee.
BACKGROUND:
With assistance from a Colorado Heritage Planning Grant, three communities and Larimer County
have begun work on establishment of a community separator in the Fort Collins/Windsor/Timnath
area. The initial goals of this effort are summarized below:
• Define appropriate boundaries for a Fort Collins-Timnath-Windsor Community
Separator.
• Work with key landowners to identify their interest in participating in some
form of voluntary land protection within the community separator area.
• Identify implementation strategies with the best chance for success that are fair
to landowners.
• Develop a consensus among the affected interests on a preferred actions
strategy.
• Produce an application for GOCO and/or other funding sources.
• Prepare and adopt an intergovernmental agreement defining roles and
responsibilities in implementing a successful separator program.
In order to accomplish these goals, the study team includes a technical group made up of staff and
consultants and a Policy Committee consisting of elected officials from each of the participating
jurisdictions. It is anticipated that the Policy Committee will meet three times over the course of
the six-month study effort. In this sequence,the first meeting is intended to provide an opportunity
for the Policy Committee to guide the direction of the study and review and refine the approach to

the project. The second meeting will have a progress review focus,including a discussion of issues
and opportunities identified to date. The final meeting will address study results and implementation
recommendations. Some specific elements of the Policy Committee's role are summarized-below:
• Provide liaison and a communication link between the study team and elected
officials.
• Provide direction to the study team on overall project direction.
• Help achieve a consensus among the participating entities.
• Promote compatibility between study actions and individual community and
county objectives.
• Build support for implementation actions.
Overall study objectives and the Policy Committee's role will be reviewed at the committee's first
meeting. They will then be adjusted, as appropriate, following this review and discussion.
The first Policy Committee meeting will be in early February. The exact time an place has yet to be
determined. Each participating jurisdiction is currently in the process of selecting its representative.

OF THE COUNCIL OF THE CITY OF FORT COLL NS
MAKING AN APPOINTMENT TO THE POLICY COMMITTEE OF THE
FORT COLLINSfrIMNATH/WINDSOR COMMUNITY SEPARATOR PROJECT
WHEREAS,a necessary element of the Fort Collins/Timnath/Windsor Community Separator
Project (the 'Project") is the establishment of a "Policy Committee", which committee is to be
composed of one elected official from each participating jurisdiction; and
WHEREAS,the participating jurisdictions in the Project are Latimer County,the City of Fort
Collins, the Town of Timnath, and the Town of Windsor; and
WHEREAS, the Policy Committee will: (a) provide strategic policy direction to the staff
technical team; (b) provide a communication link between the staff technical team and elected
officials; (c) help achieve consensus among the participating jurisdictions; (d) help promote
compatibility between study actions and the objectives of the participating jurisdictions;and(e)help
build support for implementation actions of the Project; and
WHEREAS, the Council of the City of Fort Collins has determined that Councilmember
should be appointed to serve on the aforesaid Policy Committee.
. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that Councilmember is hereby appointed to serve on the Policy Committee
of the Fort Collins/Timnath/Windsor Community Separator Project.
Passed and adopted at a regular meeting of the City Council held this 5th day of February,
A.D. 2002.
