EXECUTIVE SUMMARY:
Felsburg Holt & Ullevig (FHU) was selected in July of 2000, using the City's requff
proposal process, to perform the project planning and conceptual design of the North Col,(.;
Corridor Improvements Phase I. When FHU was selected it was anticipated that a set' '
request for proposal process would be used for preliminary design, final design and conso
relat-d professional services. The reason for this was that construction was not schedule
2005. Now the construction schedule has been accelerated so that construction is plan,,,.co
2003. Time is now of the essence, and allowing FHU to move directly from conceptual d
the preliminary and final designs will help the project proceed as quickly and effi6 H
possible. FHU is the most qualified firm for this work and has proven to have the expertis
very high quality work during the conceptual design phase. The firm has demonstrates `i(
capability to complete the design work in a timely manner while meeting all of the Cit,
CDOT requirements. It is important for the project to move from the conceptual desipc
into the preliminary and final design phases as quickly and efficiently as possible in o '10
this design work to be completed by the end of 2002 so that construction can begin )3.
Putting the remaining services out for a new bid would result in higher cost to the City
of the project.
