Second Reading of Ordinance No. 039, 2002, Appropriating Unanticipated Grant Revenue in the
General Fund for'the Fort Collins Public Library.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
This Ordinance, which was unanimously adopted on First Reading on March 5, 2002,
appropriates State of Colorado grant money provided under the State Funding to Libraries Act
for the Fort Collins Public Library to purchase materials.

FINANCIAL IMPACT:
Adoption of this Ordinance would appropriate $31,218 in unanticipated revenue in the General
Fund from the Colorado Department of Education in the form of a grant to purchase materials.

EXECUTIVE SUMMARY:
This Ordinance appropriates State of Colorado grant money provided under the State Funding to
Libraries Act (Section 24-90-401, C.R.S., et seq.) for the Fort Collins Public Library to purchase
materials.
BACKGROUND:
The Colorado State Legislature enacted the State Funding to Libraries Act (Section 24-90-401,
C.R.S., et seq.) in 1999. The purpose of the program is to make grant money available on an
annual basis to publicly-supported libraries, including public libraries, to enable them to obtain
educational resources they would otherwise be unable to afford. To that end, the State of
Colorado will receive the corresponding benefits of a better educated and informed population.
Funding from the State Funding for Libraries Act was based on the library service population.
On that basis, the State librarian, who administers the program, awarded the Fort Collins Public
Library $31,218 to purchase materials.
