SUBJECT:
First Reading of Ordinance No. 050, 2002, Appropriating Unanticipated Revenue in the
Downtown Development Authority Operations and Maintenance Fund for State Historic Grant
Work to be Performed on the Asmus Signs Building Located at 226 Pine Street.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL. IMPACT:
This, item appropriates State Historic Grant funds in the amount of$8,400 to be expended on the
Historic Structure Assessment of the building. The Downtown Development Authority will
administer all aspects of the grant and distribution of funds, within the parameters which they
were awarded.

EXECUTIVE SUMMARY:
The Downtown Development Authority received this grant to perform a Historic Structure
Assessment of the building located at 226 Pine Street. The assessment will detail the needs and
future potential of the building.
Harold Asmus conducted business for many years in this building. Following his death, his
family has requested the analysis, to preserve the building and understand future potential within
the current setting of downtown Fort Collins.
The grant will pay fees associated with the assessment to the selected architect, CCMK, located
in downtown Fort Collins.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE
IN THE DOWNTOWN DEVELOPMENT AUTHORITY OPERATIONS AND
MAINTENANCE FUND FOR STATE HISTORIC GRANT WORK TO BE PERFORMED
ON THE ASMUS SIGNS BUILDING LOCATED AT 226 PINE STREET
WHEREAS,the Downtown Development Authority("DDA')has as part of its mission the
ability to participate in street, sidewalk, and other improvements that renovate and otherwise
improve the businesses and public improvements in the downtown area; and
WHEREAS,Harold Asmus conducted business for many years in the Asmus Signs building
located at 226 Pine Street; and
WHEREAS, following his death,his family has requested a Historic Structure Assessment
to preserve the building and understand future potential within the current setting of downtown Fort
Collins; and
WHEREAS, the DDA received a State Historic Grant in the amount of$8,400 to perform
a Historic Structure Assessment of the building located at 226 Pine Street; and
WHEREAS,the grant will pay fees associated with the assessment to the selected architect,
CCMK; and
WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the State Historic Grant
funds, as described herein, will not cause the total amount appropriated in the relevant funds to
exceed the current estimate of actual and anticipated revenues to be received during any fiscal year;
and
WHEREAS,it is the desire of the Council to appropriate the sum of$8,400 in State Historic
Grant funds in the Downtown Development Authority Operations and Maintenance Fund to be used
to pay fees associated with the Historic Structure Assessment of 226 Pine Street.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the
Downtown Development Authority Operations and Maintenance Fund the sum of EIGHT
• THOUSAND FOUR HUNDRED DOLLARS ($8,400) from State Historic Grant funds to be used
to pay fees associated with the Historic Structure Assessment of 226 Pine Street.

A.D. 2002 and to be presented for final passage on the 16th day of April, A.D. 2002.
