First: Reading of Ordinance No. 049, 2002, Authorizing the Transfer of Existing Appropriations
Between Projects in the Storm Drainage Fund.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.

This Ordinance authorizes the transfer of existing appropriations in the amount of$300,000.

EXECUTIVE SUMMARY:
Staff is in the process of a comprehensive study to revise the City's Storm Drainage Basin
Master Plans for the various storm drainage basins. Problem identification and the
recommended plan of storm drainage improvements are expected to be completed by the end of
2002 with consideration by Council in 2003. This is an accelerated schedule since the
development of the 2002 Budget. The accelerated schedule will ensure that the information is
available on a timely basis for floodplain administration, financial planning, capital projects
administration, and development review.
In the 2002 Budget, Council approved appropriations of $605,000 for the Master Planning
Project. It has since been determined that an additional $300,000 is needed in 2002 in order to
complete the Master Plan revisions within the above timeframe.
Staff has identified existing appropriations which can be transferred to the Master Planning
Project for the purpose described above. The purpose for which the original appropriations were
le needed does not currently exist. The transfer will have no effect on the projected 2002 ending
balance of the Storm Drainage Fund.

The transfer to the Basin Master Plans Project will allow staff to proceed with revising and
updating Basin Master Plans in all of the City's storm drainage basins.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE TRANSFER OF EXISTING APPROPRIATIONS BETWEEN
PROJECTS IN THE STORM DRAINAGE FUND
WHEREAS, on March 16, 1999, the Council approved Ordinance No. 42, 1999, which
amended the Storm Drainage Design Criteria and Construction Standards by revising the Rainfall
Intensity Duration Curve Graph; and
WHEREAS, the amended Storm Drainage Design Criteria and Construction Standards and
Rainfall Intensity Curve Graph require that the City revise its Storm Drainage Basin Master Plans;
and
WHEREAS, problem identification and the recommended plan of storm drainage
improvements are expected to be completed by the end of 2002 with consideration by Council in
2003; and
WHEREAS, this is an accelerated schedule since the development of the 2002 budget to
ensure information is available on a timely basis for floodplain administration, financial planning,
capital projects administration and development review; and
WHEREAS, in the 2002 Budget, Council approved appropriations of $605,000 for the
Master Planning project; and
WHEREAS, it has since been determined that additional appropriations of $300,000 are
needed in order to complete the Master Plan revisions within the accelerated timeframe; and
WHEREAS, existing appropriations have been identified in the Foothills Basin Project in
the Storm Drainage Fund; and
WHEREAS,Article V,Section 10,of the Charter of the City of Fort Collins the City Council
mail, by ordinance, upon the recommendation of the City Manger, transfer any unexpended and
unencumbered appropriated amount or portion thereof from one fund or capital project account to
another fund or capital project account provided that the purpose for which the funds were initially
appropriated no longer exists; and
WHEREAS,the purpose for which the original appropriations were needed in the Foothills
Basin Project no longer exists; and
WHEREAS, it is the desire of the Council to authorize the transfer of unspent and
unencumbered appropriations, totaling $300,000 from the Foothills Basin Project to the Basin
Master Plans Project to allow staff to proceed with revising and updating Basin Master Plans in all
of the City's storm drainage basins.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL.OF THE CITY OF FORT
COLLINS that the sum of THREE HUNDRED THOUSAND DOLLARS ($300,000) is hereby
authorized for transfer from the Foothills Basin Project in the Storm Drainage Fund to the Basin
Master Plans Project in the Storm Drainage Fund and appropriated therein to allow staff to proceed
with revising and updating Basin Master Plans in all of the City's storm drainage basins.

A.D. 2002 and to be presented for final passage on the 16th day of April, A.D. 2002.
