Second Reading of Ordinance No. 049, 2002, Authorizing the Transfer of Existing
Appropriations Between Projects in the Storm Drainage Fund.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
Staff is in the process of a comprehensive study to revise the City's Storm Drainage Basin
Master Plans for the various storm drainage basins. Problem identification and the
recommended plan of storm drainage improvements are expected to be completed by the end of
2002 with consideration by Council in 2003. This is an accelerated schedule since the
40 development of the 2002 Budget. The accelerated schedule will ensure that the information is
available on a timely basis for floodplain administration, financial planning, capital projects
administration, and development review. Ordinance No. 049, 2002, was unanimously adopted
on First Reading on April 2, 2002.

This Ordinance authorizes the transfer of existing appropriations in the amount of$300,000.

In the 2002 Budget, Council approved appropriations of $605,000 for the Master Planning
Project. It has since been determined that an additional $300,000 is needed in 2002 in order to
complete the Master Plan revisions within the above timeframe.
Staff has identified existing appropriations which can be transferred to the Master Planning
Project for the purpose described above. The purpose for which the original appropriations were
need--d does not currently exist. The transfer will have no effect on the projected 2002 ending
balance of the Storm Drainage Fund.
