SUBJECT
First Reading of Ordinance No. 129, 2007, Appropriating Unanticipated Grant Revenue in the
General Fund for the Operation of the Colorado Welcome Center.
RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
EXECUTIVE SUMMARY
The City has been awarded a renewal grant for the Colorado Welcome Center for the year July 1,
2007 to June 30, 2008. Grant funds have been awarded from the Colorado Tourism Office in the
amount of$75,726 for the operation of the Colorado Welcome Center. The City has contracted with
the Fort Collins Convention and Visitors Bureau to operate this program. Neither City General
Funds nor Lodging Tax revenue are included in this project.
BACKGROUND
Pursuant to Resolution 1999-097, the City contracted with Colorado State University for visitor
center space at the Environmental Learning CenterNisitors Center to the south of Prospect Road,
approximately one-quarter mile west of Interstate 25. The City, in its effort to welcome visitors to
Fort Collins through the activities of its convention and visitor services contractor,the Fort Collins
Convention and Visitors Bureau(the"CVB"),uses the space for the Colorado Welcome Center. The
CVB, in addition to promoting tourism activity, operates the Welcome Center pursuant to
amendments to the City's agreement with CVB and consistent with the City's grant agreement with
the State of Colorado.
The Colorado Tourism Board, established in CRS 24-32-1304, is empowered to operate State
Welcome Centers under CRS 24-32-1305(1) (c) and (f). The Board has determined that it will be
efficient and effective to contract for the operation of the Welcome Center in Fort Collins by
contracting with the City of Fort Collins.
ORDINANCE NO. 129, 2007
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE
IN THE GENERAL FUND FOR THE OPERATION
OF THE COLORADO WELCOME CENTER
WHEREAS, pursuant to Resolution 1999-097, the City contracted with Colorado State
University for visitor center space at the Environmental Learning CenterNisitors Center; and
WHEREAS,the City currently has a contract with the Fort Collins Convention and Visitors
Bureau ("CVB") for convention and visitor services; and
WHEREAS, the CVB is located in the Environmental Learning CenterNisitors Center and
operates a center to welcome and attract visitors to Fort Collins; and
WHEREAS, the Colorado Tourism Office has awarded the City a grant for an eighth year
of operation in the amount of$75,726 to be used for the operation of the Colorado Welcome Center
(the"Welcome Center") for the fiscal year July 1, 2007 through June 30, 2008; and
WHEREAS, the Purchasing Agent has negotiated new terms in the City's contract with the
CVB, pursuant to which the CVB will operate the Welcome Center for this period; and
WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS,City staffhas determined that the appropriation of the Colorado Tourism Office
grant funds as described herein will not cause the total amount appropriated in the General Fund to
exceed the current estimate of actual and anticipated revenues to be received in that fund during the
fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated from unanticipated revenue in the General Fund the sum
of SEVENTY FIVE THOUSAND SEVEN HUNDRED TWENTY SIX DOLLARS ($75,726) for
expenditure in the General Fund for the operation of the Welcome Center for the fiscal year July 1,
2007 through June 30, 2008.
