RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY
This Ordinance, unanimously adopted on First Reading on October 16, 2007, appropriates grant
funds received by the City for the Larimer County Drug Task Force from the Bureau of Justice
Assistance. These funds are to be used to fund the investigation of illegal narcotics activities in
Larimer County.

The City has received a grant (discretionary) for the Larimer County Drug Task Force from the
Bureau of Justice Assistance in the amount of$85,500. The funding cycle for this grant is October
1, 2007 through September 30, 2008. There is no financial impact to the City as there are no
matching funds required.
EXECUTIVE SUMMARY
This Ordinance appropriates grant funds received by the City for the Larimer County Drug Task
Force from the Bureau of Justice Assistance. These funds are to be used to fund the investigation
of illegal narcotics activities in Larimer County.

The Larimer County Drug Task Force(the"Drug Task Force")consists of representatives from Fort
Collins Police Services, Loveland Police Department, Larimer County Sheriff's Department,Estes
Park Police Department and the Colorado State University Police Department.
Fort Collins Police Services ("FCPS") applied to the Bureau of Justice Assistance on behalf of the
Drug Task Force for federal grant monies to help fund the investigation of illegal narcotics activities

in Larimer County. As the grant administrator, FCPS will ensure funding to other participating
agencies for their share of the federal funds.

This appropriation ordinance is not a request to identify new dollars for FCPS 2007 budget; instead
it appropriates the two federal grants, $81,452 and $85,500, in new federal grant money.

OF THE COUNCIL OF T14E CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE FROM THE
BUREAU OF JUSTICE ASSISTANCE IN THE GENERAL FUND
FOR THE LARIMER COUNTY DRUG TASK FORCE
WHEREAS, the Drug Task Force for the Bureau of Justice Assistance has awarded Fort
Collins Police Services grants of federal money in the amount of$81,452 ("Grant I") and $85,500
("Grant II"); and
WHEREAS,the Larimer County Drug Task Force(the"Task Force")will use the two grants
to help fund the investigation of illegal narcotics activities; and
WHEREAS, the Task Force consists of representatives from Fort Collins Police Services,
Loveland Police Department, Larimer County Sheriff s Department, Estes Park Police Department,
and the Colorado State University Police Department, and
WHEREAS, the City of Fort Collins and Fort Collins Police Services will administer the
grants for the Task Force; and
WHEREAS, Grant I will be used to fund purchases of narcotics from drug dealers, buy
equipment, and pay for training costs; and
WHEREAS,Grant II will fund a lease agreement for the Task Force and pay for operational
expenses of the Estes Park Police Department investigator position; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS,City staff has determined that the appropriation of the grant funds as described
herein will not cause the total amount appropriated in the General Fund to exceed the current
estimate of actual and anticipated revenues to be received in that fund during the fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated from unanticipated grant revenue in the General Fund
the sum of ONE HUNDRED SIXTY-SIX THOUSAND NINE HUNDRED FIFTY-TWO
DOLLARS ($166,952) for expenditure, upon receipt, in the General Fund for Police Services for
the Larimer County Drug Task Force.
