RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: This action will allow the City to spend a total of $10,000 of unanticipated revenue from the State of Colorado Department of Public Health and Environment Pollution Prevention Program in support of Natural Resources Department environmental programs. • i EXECUTIVE SUMMARY: This Ordinance appropriates $10,000 in unanticipated grant revenue from the State of.Colorado, which will be used to conduct a sustainable design seminar for local investors, developers, engineers and architects. BACKGROUND: The Natural Resources Department applied for a Pollution Prevention Advisory Board grant in October 2001 and was awarded the grant in February 2002. The project proposed in the grant is a workshop to educate local developers, landowners, builders, architects and engineers about green building design and construction. The goal of the workshop effort is to increase the use of sustainable design elements in construction projects in Fort Collins, which would reduce energy use, encourage the purchase of recycled products and increase pollution prevention. i Of the total $10,000, $5500 will be billed by July 1, 2002, and the remaining $4500 will be . billed in December 2002, upon completion of the project. The Ordinance appropriates the full award amount. The project is scheduled for completion by December 2002. ORDINANCE NO. 088, 2002 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND FOR ENVIRONMENTAL PROGRAMS WHEREAS,the City of Fort Collins Natural Resources Department has been awarded a grant from the State of Colorado Department of Health and Environment Pollution Prevention Program in the amount of$10,000 (the "Grant'); and WHEREAS, the Grant is to be used to conduct a sustainable design seminar for local investors, developers, engineers and architects; and WHEREAS,the goal of the seminar is to increase the use of sustainable design elements in construction projects in Fort Collins, which would reduce energy use, encourage the purchase of recycled products and increase pollution prevention; and WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and • WHEREAS,City staff has determined that the appropriation of the Grant funds as described herein will not cause the total amount appropriated in the relevant funds to exceed the current estimate of actual and anticipated revenues to be received in that fund during any fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated grant revenue in the General Fund the sum of TEN THOUSAND DOLLARS ($10,000) for expenditure in the General Fund for Environmental Programs.
