SUBJECT:
Items Relating to the Traffic Signal Replacement Program.
RECOMMENDATION:
Staff recommends adoption of the Resolution and the Ordinance on First Reading.
FINANCIAL IMPACT:
The financial obligation of the City of Fort Collins related to this project totals $992,018. This
obligation has been met with the previous appropriations into the Traffic Signal Project.
Through past appropriations, the Council has funded the traffic signal system in the amount of
$5,000,000.

EXECUTIVE SUMMARY:
A. Resolution 2002-008 Authorizing the Mayor to Execute an Intergovernmental Agreement
with the Colorado Department of Transportation Regarding the Installation of a Fiber
Optic Communication System for the New Traffic Signal System.
B. First Reading of Ordinance No. 012, 2002, Appropriating Unanticipated Grant Revenue
in the Capital Projects Fund Traffic Signal Timing System Project to Be Used for
Installation of the Fiber Optic Communication System for the New Traffic Signal
System.
BACKGROUND:
The City of Fort Collins has been awarded a Federal Intelligent Transportation System grant in
the total sum of $1,984,036. The grant is a 50150 matching grant where the Federal and local
portions are each $992,018.
The grant has been specified for use on installing and integrating a fiber optic communication
system for the Advanced Traffic Management System (ATMS). The first phase of installation
will be the College Avenue Corridor from Mulberry to Harmony and on Harmony Road from

Mason Street to Ziegler Road. Portions of the conduit along the College Avenue Corridor were
installed during the summer of 2000.
The existing communication is based entirely on leased phone lines. The current failure rate of
the communication system is approximately 30% resulting in un-coordinated traffic signals at
any given time of the day. During the system analysis phase of the ATMS project, a decision
was made to use fiber optics as the principle mode of communication between the on-street
controllers and the master traffic signal system. Fiber optics is the most reliable form of
communication medium in today's market.
Staff is working with CDOT to bid this project in January and anticipates awarding the contract
ten days after Council approval.
. RESOLUTION 2002-008
OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE MAYOR TO EXECUTE AN INTERGOVERNMENTAL
AGREEMENT WITH THE COLORADO DEPARTMENT OF TRANSPORTATION
REGARDING THE INSTALLATION OF A FIBER OPTIC COMMUNICATION
SYSTEM FOR THE NEW TRAFFIC SIGNAL SYSTEM
WHEREAS, it has been recognized by the City Council that the existing traffic signal
system is antiquated and unreliable; and
WHEREAS, one of the most unreliable aspects of the existing system is the current
leased phone line communication system; and
WHEREAS, the City Council has appropriated $5,000,000 towards replacing the entire
traffic signal system, including the communication system; and
WHEREAS, the Federal Highway Administration, through the Colorado Department of
Transportation, has awarded an Intelligent Transportation System grant to the City of Fort
Collins in the amount of $992,018 to assist in the installation of a fiber optic communication
system for the City's traffic signal system; and
. WHEREAS, the Traffic Operations Department has determined that the most reliable
means of communication for the traffic signal system will be fiber optics; and
WHEREAS, it is in the City's best interest to use these funds as a dedicated source of
revenue for the installation of a fiber optic communication system.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT COLLINS that the Mayor is hereby authorized to execute an intergovernmental
agreement between the City and CDOT for the purpose of providing financial assistance to the
City in the sum of$992,018, to help defray one-half of the cost of the installation of a portion of
the fiber optic communication system for the new traffic signal system, which cost is estimated
to be $1,984,036.
Passed and adopted at a regular meeting of the City Council held this 15th of January,
A.D. 2002.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE
IN THE CAPITAL PROJECTS FUND TRAFFIC SIGNAL TIMING SYSTEM PROJECT
TO BE USED FOR INSTALLATION OF THE FIBER OPTIC
COMMUNICATION SYSTEM FOR THE NEW TRAFFIC SIGNAL SYSTEM
WHEREAS, the City has been operating the existing traffic signal system since 1979; and
WHEREAS, the City's existing traffic signal system is outdated and declining in
performance and usefulness, resulting in inadequate communications between twenty to thirty
percent of signalized intersections on any given day, and frequent equipment failures; and
WHEREAS,upgrading the existing system is not feasible due to reliance on proprietary parts
and financial instability of the vendor; and
WHEREAS,the City has proposed replacing the existing traffic signal system with a modern
traffic management system, including acquisition and installation of a fiber optic communication
network (the "Project"); and
WHEREAS, the cost of the Project is estimated at $5,000,000; and
• WHEREAS, City Council approved an appropriation of $1,000,000 in the Capital Projects
Fund for 2000 through the adoption of Ordinance No. 174, 1999, on November 16, 1999, and
$4,000,000 in 2001 through the adoption of Ordinance No. 28, 2001; and
WHEREAS, on October 5, 2000, Traffic Operations was awarded the Federal Intelligent
Transportation System Grant,in the amount of$992,018 which will be used to reimburse the project
and free up previously appropriated funds for the remainder of the project; and
WHEREAS, the grant is a 50150 matching grant, with a local match of$992,018; and
WHEREAS,the City's match will come from previously appropriated funds in the Traffic
Signal Timing System capital project; and
WHEREAS, the City Council adopted Resolution 2002-008, on January 15, 2002,
authorizing the City to enter into an intergovernmental agreement with the Colorado Department of
Transportation for the receipt of Federal Highway Administration Federal Intelligent Transportation
Grant funds to be used to install a portion of the fiber optic communication system for the new
traffic signal system; and
WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
. provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year,do not exceed the then current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the Federal Intelligent
System Grant funds as described herein will not cause the total amount appropriated in the relevant
funds to exceed the current estimate of actual and anticipated revenues to be received during any
fiscal year; and
WHEREAS, it is the desire of the Council to appropriate the sum of$992,018 in Federal
Highway Administration,Federal Intelligent System Grant funds in the Capital Projects Fund to be
used to install a portion of the fiber optic communication system for the new traffic signal system.
NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the
Capital Projects Fund, Traffic Signal Timing System project the sum of NINE HUNDRED
NINETY-TWO THOUSAND EIGHTEEN DOLLARS($992,018)from the Colorado Department
of Transportation,to be used to install a portion of the fiber optic communication system for the new
traffic signal system.
Introduced and considered favorable on first reading and ordered published this 15th day of
January, A.D. 2002, and to be presented for final passage on the 5th day of February, A.D. 2002.
