RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: This item transfers $1,763,454 from existing Transportation Fund capital project appropriations to the existing Traffic Operations Facility Project as follows: From Project 30515500 Streets Facility Expansion $ 778,454 From Project 30522400 Traffic Signal Replacement 985,000 Total Transfer to Project 30517000 Traffic Operations Facility $1,763,454 Existing Project 30517000 Traffic Operations Facility Appropriation $ 405,000 Resulting Project 30517000 Traffic Operations Facility Budget $2,168,454 EXECUTIVE SUMMARY: Construction of the Traffic Operations Facility will provide housing for the new Advanced Traffic Operations System computers and staff. There is presently no adequate permanent space available for the ATMS operation. It will also allow the consolidation of Traffic Operations engineering, administrative, and signal maintenance personnel, presently residing at Streets Operations and Utilities Operations into one location. Streets and Utilities have need for the space to be vacated. BACKGROUND: In prior years Council appropriated $5,000,000 to a project to replace the existing traffic control system with a state-of-the-art Advanced Traffic Operations System(ATMS). Subsequently,the City was awarded a Federal Intelligent Transportation System grant in the amount of$992,018,for a total project amount of$5,992,018. Of this amount$985,000 is set aside to develop the ATMS control center to be constructed in a Traffic Operations Building. A previous appropriation of$405,000 was also made for a Traffic Operations Facility project. The balance of the traffic building funding ($778,454)comes from the Streets Operation facility expansion budget. The traffic facility and the streets facility expansion were originally set up as interdependent phases of a common undertaking to rearrange the traffic and deicing operations at Streets. The ATMS project dictates that the phases DATE: e ruary ITEM NUMBER: 19 be reordered. As needed, additional funds to complete the de-icing element will come from future revenues. A parcel on Linden Street at the west end of the Streets Operations property, adjacent to the BNRR tracks,has been reserved for the construction of the traffic facility. Design of the 9,200 square foot building has been underway since summer 2001. Bid advertisement is tentatively scheduled for February 2002. The building is expected to be completed in fall 2002. The elements of the ATMS which will be operable in mid-2002 will be controlled from temporary space at Streets Operations until the building is ready. ORDINANCE NO. 014, 2002 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE TRANSFER OF APPROPRIATIONS FROM THE CAPITAL PROJECTS FUND TRAFFIC SIGNAL TIMING SYSTEM AND STREETS FACILITY EXPANSION PROJECTS TO THE TRAFFIC OPERATIONS FACILITY CAPITAL PROJECT TO BE USED TO CONSTRUCT A FACILITY TO HOUSE THE ADVANCED TRAFFIC OPERATIONS SYSTEM AND SUPPORTING OPERATIONS WHEREAS, the City is replacing the existing traffic signal system with a modern traffic management system, including acquisition and installation of a fiber optic communication network ("Advanced Traffic Operations System"); and WHEREAS,plans also call for the construction of a Traffic Operations Facility to house the new Advanced Traffic Operations System, computers and staff, as presently there is not adequate permanent space for the new system and operational requirements; and WHEREAS,a land parcel on Linden Street,west of the Streets Facility property and adjacent to the Burlington Northern Railroad tracks has been chosen for the site of the new facility; and WHEREAS, design of the 9,200 square foot building began in the summer of 2001, with completion expected to be in the fall of 2002, pending adoption of this Ordinance; and WHEREAS,the estimated cost to construct a new Traffic Operations Facility is$2,168,454; and WHEREAS,staff has identified the following,previously appropriated funds,to be used with $405,000 already appropriated in the Capital Projects Fund - Traffic Operations Facility capital project, to construct the new Traffic Operations Facility: Capital Projects Fund - Streets Facility Expansion Existing Appropriations from Transportation Fund Revenue $ 778,454 Capital Projects Fund - Traffic Signal Timing System Existing Appropriations from Sales/Use Tax Fund Use Tax Carryover Reserve 985,000 Total $ 1,763,454 WHEREAS, under Article V, Section 10 of the Charter of the City of Fort Collins (the "Charter") the City Council may, by ordinance, upon the recommendation of the City Manager, transfer any unexpended and unencumbered appropriated amount or portion thereof from one fund or capital project account to another fund or capital project account provided that the purpose for which the transferred funds are to be expended remains unchanged or the proposed transfer is from a fund or capital project account in which the amount appropriated exceeds the amount needed to accomplish the purpose specified in the appropriation ordinance; and WHEREAS, pursuant to Section 23-304 of the City Code, one percent (I%) of the funds appropriated for the construction of capital projects should be set aside in the Art in Public Places Reserve account in the Cultural Services and Facilities Fund, for use in the acquisition or leasing of works of art,maintenance, repair or display of works of art, and administrative expenses related to the Art in Public Places Guidelines adopted by Council in Ordinance No. 47, 1998; and WHEREAS,the purpose for which the previously appropriated funds in the Capital Projects Fund-Traffic Signal Timing System project and the Streets Facility Expansion project were initially appropriated remains the same, and the City Manager has recommended that said unspent and unencumbered funds be transferred into the Capital Projects Fund - Traffic Operations Facility capital project and that such funds be earmarked for expenditure for the construction of the proposed Traffic Operations Facility; and WHEREAS, it is the desire of the Council to authorize the transfer of unspent and unencumbered appropriations, totaling $778,454, from the Capital Projects Fund- Streets Facility Expansion capital project, and $985,000 from the Capital Projects Fund - Traffic Signal Timing System capital project to the Capital Projects Fund,Traffic Operations Facility capital project to be used with existing appropriations for the purpose of constructing a Traffic Operations Facility, and provide funding for the City's Art in Public Places program by authorizing the transfer of$21,685 from the Traffic Operations Facility capital project to the Art in Public Places Reserve Account in the Cultural Services and Facilities Fund. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the sum of SEVEN HUNDRED SEVENTY-EIGHT THOUSAND FOUR HUNDRED FIFTY-FOUR DOLLARS($778,454)is hereby authorized for transfer from the Capital Projects Fund - Streets Facility capital project to the Capital Project Fund - Traffic Operations Facility capital project to be used with existing appropriations for the purpose of constructing a Traffic Operations Facility. Section 2. That the sum of NINE HUNDRED EIGHTY-FIVE THOUSAND DOLLARS ($985,000) is hereby authorized for transfer from the Capital Projects Fund-Traffic Signal Timing System capital project to the Capital Project Fund-Traffic Operations Facility capital project to be used with existing appropriations for the purpose of constructing a Traffic Operations Facility. Section 3. That the unexpended appropriated amount of TWENTY-ONE THOUSAND SIX HUNDRED EIGHTY-FIVE DOLLARS($21,685)is hereby authorized for transfer from the Capital Projects Fund - Traffic Operations Facility capital project to the Art in Public Places Reserve Account in the Cultural Services and Facilities Fund, and appropriated therein to be used for art associated with the construction of the Traffic Operations Facility. .
