SUBJECT:
First Reading of Ordinance No. 156, 2002, Appropriating Unanticipated Grant Revenue in the
Cultural Services and Facilities Fund to be Used for Restoration of the 1882 Franz-Smith Cabin.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT:
In March of 2002, the Fort Collins Museum staff submitted a grant application to the State
Historical Fund for a Building Restoration Grant in the amount of $82,907 to restore the historic
1882 Franz-Smith Cabin. On July 15, 2002, the Museum received written notice that it had been
awarded the $82,907 grant. The contract was approved in early October 2002.
EXECUTIVE SUMMARY:
The historic 1882 Franz-Smith Cabin originally stood near South Shields and Harmony Roads
until it was displaced in 1987 with the development of a new subdivision. The Latimer County
Historic Alliance relocated the cabin to Livermore, and in 2000, the Fort Collins Museum,
through grant assistance, moved the cabin again to its grounds in Library Park and became the
steward of this significant structure. In 2001, a structural assessment was performed on the
cabin to evaluate the cabin's condition and to determine restoration needs including scope of
work and cost. This information was used for the Building Restoration grant application.
The total cost of the restoration project is estimated at $110,543. The Building Restoration grant
will cover $82,907 and the Museum will provide matching money in the amount of $27,636
from other grant sources, including the Colorado State Questers. The funds will be used to
stabilize and restoie the structure to its 1920s appearance when it was electrified.
The restoration project will begin this Fall and extend through June 30, 2004. The grant award
will be paid to the City in three payments over the course of the project.
ORDINANCE NO. 156, 2002
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE
CULTURAL SERVICES AND FACILITIES FUND TO BE USED
TO STABILIZE AND RESTORE THE HISTORIC FRANZ-SMITH CABIN
WHEREAS,the mission of the Fort Collins Museum is to engage and inspire its audiences
to explore the legacies of the peoples and environments of the Cache La Poudre River Valley; and
WHEREAS, the Franz-Smith Cabin was originally located adjacent to Shields Street, near
Harmony Road in around 1882 and serves as an icon of Fort Collins agricultural heritage; and
WHEREAS, in 1999, Museum staff, with the support of the Cultural Resources Board and
an informal advisory group of citizens, with which Museum staff consulted, determined the cabin
would be an appropriate addition to the Museum's Courtyard; and
WHEREAS, also in 1999, the City received a $21,000 donation from the Don and May
Wilkins Charitable Trust which was appropriated by City Council, via Ordinance No. 26, 2000 on
April 4, 2000, along with $21,000 in matching funds provided by the City's General Fund, the
Downtown Development Authority and in-kind contributions, for the purpose of relocating the
Franz-Smith Cabin to the Museum Courtyard; and
WHEREAS, in 2001, the City applied for, and received a grant from the State Historical
Fund, in the amount of$5,516, to be used to fund a Historic Structure Assessment of the Franz-
Smith Cabin; and
WHEREAS, on October 15, 2002, City Council adopted Ordinance No. 145, 2002, which
included an appropriation of the aforementioned grant proceeds; and
WHEREAS,also during 2002,the Museum applied for and was awarded a State Historical
Fund Building Restoration Grant, in the amount of$82,907, to be used to stabilize and restore the
Franz-Smith Cabin to its 1920's appearance (the "Project"), when it was electrified; and
WHEREAS,the total cost of the Project is$110,543,requiring the City to provide matching
funds in the amount of$27,636; and
WHEREAS, the aforementioned matching funds will be provided by the Museum through
fund raising and donations; and
WHEREAS,Article V,Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated
. revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of funds from the State
Historical Fund and Museum donations and fund raising as described herein,will not cause the total
amount appropriated in the Cultural Services & Facilities Fund, Franz-Smith Cabin Restoration
project to exceed the current estimate of actual and anticipated revenues to be received during any
fiscal year; and
WHEREAS, it is the desire of the Council to appropriate the sum of$110,543, in the form
of State Historical Fund Building Restoration Grant proceeds($82,907)upon receipt,and proceeds,
upon receipt, from Museum fund raising and donations ($27,636), in the Cultural Services &
Facilities Fund, Franz-Smith Cabin Restoration project,to be used to stabilize and restore the Franz-
Smith Cabin to its 1920's appearance.
NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the
Cultural Services and Facilities Fund, Franz-Smith Cabin Restoration project, the sum of ONE
HUNDRED TEN THOUSAND FIVE HUNDRED FORTY-THREE DOLLARS ($110,543) from
the following sources:
State Historical Fund Building Restoration Grant, upon receipt $ 82,907
Museum Fund Raising and Donations,upon receipt 27,636
Total $ 110,543
to be used to stabilize and restore the Franz-Smith Cabin to its 1920's appearance.
Introduced and considered favorably on first reading and ordered published this 5th day of
