First Reading of Ordinance No. 127, 2002, Amending Section 2-474(2) of the City Code Relating
to Membership of the Housing Authority.
RECOMMENDATION:
Staff recommends adoption of the Ordinances on First Reading.
EXECUTIVE SUMMARY:
The Board of Commissioners of the Fort Collins Housing Authority has requested that its
membership be increased from seven members to nine members. Section 29-4-205,C.R.S.,provides
that the Housing Authority shall consist of no more than nine commissioners appointed by the
Council. The Board of Commissioners believes that currently the Housing Authority has good
representation from different areas of the community but believes that two additional members
would bring more diversity and experience to the Housing Authority.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING SECTION 2-474 OF THE CODE OF THE CITY OF FORT COLLINS
RELATING TO MEMBERSHIP OF THE HOUSING AUTHORITY
WHEREAS,the City Council has heretofore established a Housing Authority,consisting of
seven commissioners as set forth in Section 2-474 of the City Code;and
WHEREAS, the board of commissioners of the Housing Authority has requested that the
membership of the board of commissioners be increased from seven to nine members; and
WHEREAS,the Council wishes to accommodate the Housing Authority's request to increase
its membership to nine members.
NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that subparagraph(2)of Section 2-474(2)of the Code of the City of Fort Collins is hereby
amended so as to read in its entirety as follows:
Sec. 2-474. Membership; term.
(2) Alternatively,the authority shall consist of seven(?)!�ne,(9)_'commissioners
appointed as set forth in Section 29-4-205, C.R.S. One (1) of such commissioners
may be a city official. Under this method of appointment, each commissioner shall
serve without compensation for a term of five(5)years.No commissioner shall serve
more than two (2) full, consecutive terms.
Introduced and considered favorably on first reading and ordered published this 3rd day of
September, A.D. 2002, and to be presented for final passage on the 17th day of September, A.D.
2002.

Re: Housing Authority Board Composition
Dear John,
The Board of Commissioners of the Fort Collins Housing Authority respectfully submits
this request to change the composition of the board from seven commissioners to nine
commissioners. This is allowable by state law, and as you know the City Council must
approve such changes.
The Board believes that there is currently good representation from different areas of the
community but believes two additional members could fully round out the board. They
believe a nine-member board is a better size to bring diversity and experience. The
Board does not believe it is necessary to specify the type of experience for two additional
commissioners at this time. Informal discussions can be held with the interview panel to
describe the needs at any given time.
