EXECUTIVE SUMMARY The City has received a federally funded grant through the North Front Range Metropolitan Planning Organization, category Congestion Mitigation and Air Quality, for operational and safety improvements at the Timberline Road and Horsetooth Road intersection. This Ordinance, unanimously adopted on First Reading on February 5, 2013, appropriates unanticipated federal grant revenue into the City of Fort Collins Building on Basics Intersection Improvements and Traffic Signals Fund for design, right-of-way acquisition and construction of the dedicated right turn lane from southbound Timberline Road to westbound Horsetooth Road. STAFF RECOMMENDATION Staff recommends adoption of the Ordinance on Second Reading. ATTACHMENTS 1. A. Resolution 2013-003 Authorizing the Mayor to Execute an Intergovernmental Agreement with the Colorado Department of Transportation for the Purpose of Receiving Funding for the Timberline Road/Horsetooth Road Intersection Improvements Project. B. First Reading of Ordinance No. 013, 2013, Appropriating Unanticipated Grant Revenue into the Capital Projects Fund for the Building on Basics Intersection Improvements and Traffic Signals Project for Timberline Road and Horsetooth Road Intersection Improvements. EXECUTIVE SUMMARY The City has received a federally funded grant through the North Front Range Metropolitan Planning Organization (NFR-MPO), category Congestion Mitigation and Air Quality (CMAQ), for operational and safety improvements at the Timberline Road and Horsetooth Road intersection. The grant application was based upon the addition of a southbound, dedicated right turn lane. Additionally, the project may include left turn lane improvements, median and landscaping improvements, sidewalk and bicycle lane improvements and pavement improvements. This Resolution will authorize the Mayor to sign an Intergovernmental Agreement with the Colorado Department of Transportation (CDOT) to receive federal grant revenue and the Ordinance will appropriate the grant funds. BACKGROUND / DISCUSSION The Engineering Department completed an Arterial Intersection Prioritization Study in 2011, which listed the Timberline Road and Horsetooth Road intersection as one of the top ranked locations for needed safety and operational improvements. Existing problems which brought this intersection to the top of the list include higher than average vehicle accident rates, significant congestion and intersection delay. The project will include multi-modal facility improvements to create a safer and more efficient intersection for all users. A Project Location Map is included as Attachment 1. The Project goals are to: • Improve safety and overall efficiency for vehicles, bicycles and pedestrians • Reduce the accident rate by adding dedicated turn lanes to separate through-moving vehicles from turning vehicles • Improve air quality by reducing vehicle wait time (delay) Under the direction of the City, Muller Engineering completed a traffic model analysis for the southbound right turn lane and dual left turn lanes for the northbound and southbound directions. This examination was as a component of the Arterial Intersection Prioritization Study. A turn lane exhibit from the Study is included as Attachment 2. The City’s engineering staff is recommending a conceptual level design to determine the full project scope, footprint and budget. Staff will report to Council upon completion of the conceptual design phase. FINANCIAL / ECONOMIC IMPACTS This Ordinance will appropriate unanticipated federal grant revenue into the City of Fort Collins Building on Basics (BOB) Intersection Improvements and Traffic Signals Fund for design, right-of-way acquisition and construction of the dedicated right turn lane from southbound Timberline Road to westbound Horsetooth Road. COPY COPY COPY COPY February 5, 2013 -2- ITEM 16 The CMAQ grant, in the amount of $391,001, is a Fiscal Year 2013 allotment, meaning the money is available now. The City applied for this funding through the NFR-MPO as part of the 2010 “Call for Projects”. Obtaining the CMAQ grant was a competitive process. Staff’s grant application was backed by measurable reductions in vehicle delay resulting in improved air quality. The following table lists the funding sources and amounts associated with the CMAQ grant: Funding Summary (2013-2014) Funding Source Funding Amount CMAQ Federal Grant (CDOT) $391,001 Building on Basics Intersection Existing Appropriations (City Match) $81,279 Total Anticipated Funding $472,280 Short and long term economic benefits of the reconstructed intersection will be realized by the following: • Safety improvements resulting in fewer accidents • Easing of traffic congestion resulting in reduced fuel consumption • Optimization of signal timing to reduce vehicle delay resulting in improved air quality • Decrease in accident and delay costs (as calculated per the Highway Safety Manual). ENVIRONMENTAL IMPACTS The project will have a positive impact on short and long term air quality by reducing vehicle delay, total stops, fuel consumption and vehicle emissions. The City’s Traffic Department will monitor the intersection after the proposed improvements have been constructed at regular, ongoing intervals. The collected data will be compared to the preconstruction conditions and the expected results of the traffic modeling. Other environmental benefits stemming from the project: • An improved storm sewer system with water quality features • Landscape enhancements • The addition of a dedicated bicycle lane for eastbound Horsetooth Road. STAFF RECOMMENDATION Staff recommends adoption of the Resolution and the Ordinance on First Reading. BOARD / COMMISSION RECOMMENDATION This project will go to the Transportation Board for comment after the preliminary design phase is completed. PUBLIC OUTREACH City staff is currently working on a project website through the Engineering homepage as the first resource for public outreach. A detailed communication plan is being developed and will be implemented with the preliminary design phase through construction. The communication plan will highlight milestone dates, affected interests and specific outreach methods. Arterial Intersection Prioritization Study – Turn Lane Needs ORDINANCE NO. 013, 2013 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE INTO THE CAPITAL PROJECTS FUND FOR THE BUILDING ON BASICS INTERSECTION IMPROVEMENTS AND TRAFFIC SIGNALS PROJECT FOR TIMBERLINE ROAD AND HORSETOOTH ROAD INTERSECTION IMPROVEMENTS WHEREAS, in 2011, the Engineering Department completed an Arterial Intersection Prioritization Study which listed the Timberline Road and Horsetooth Road intersection (the “Intersection”) as one of the locations most in need of safety and operation improvements; and WHEREAS, the proposed improvements at the intersection (the “Project”) will include multi-modal facility improvements to create a safer and more efficient intersection for all users; and WHEREAS, the City’s engineering staff is recommending a conceptual level design to determine the full Project scope, footprint, and budget; and WHEREAS, the City has received a federal grant through the North Front Range Metropolitan Planning Organization (NFRMPO), category Congestion Mitigation and Air Quality (CMAQ) for operational and safety improvements at the Timberline Road and Horsetooth Road intersection; and WHEREAS, the grant requires matching funds in the amount of $81,279 which are available from existing appropriations in the Building on Basics Intersection Improvements and Traffic Signals Project; and WHEREAS, the grant was based upon, and the project includes, the addition of a southbound, dedicated right turn lane to the Intersection; and WHEREAS, the Project may also include improvements to the left turn lane, median and landscaping, sidewalk and bicycle lanes, and pavement; and WHEREAS, Article V, Section 9, of the City Charter permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations, in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of the revenue as described herein will not cause the total amount appropriated in the Capital Projects Fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during any fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the Capital Projects Fund the sum of THREE HUNDRED NINETY-ONE THOUSAND AND ONE DOLLARS ($391,001) for the Building on Basics Intersection Improvements and Traffic Signals Project for Timberline Road and Horsetooth Road Intersection Improvements.
