SUBJECT:
Items Relating to the Installation of Additional Traffic Management Equipment.
RECOMMENDATION:
Staff recommends adoption of the Resolution and the Ordinance on First Reading.
FINANCIAL IMPACT:
The financial obligations to the City of Fort Collins totals $430,000. The Federal portion that
will be reimbursed to the City is $345,628. The City's matching funds in this project is
calculated at $84,372. The funds have been allocated and budgeted through the overall
appropriations for the Advanced Traffic Management System in the amount of$5,007,018.
EXECUTIVE SUMMARY:
A. Resolution 2003-053 Authorizing the Mayor to Execute an Intergovernmental Agreement
with the Colorado Department of Transportation Regarding the Installation of Additional
Traffic Management Equipment for the Advanced Traffic Management System.
B. First Reading of Ordinance No. 065, 2003, Appropriating Unanticipated Grant Revenue
in the Capital Projects Fund - Traffic Signal Timing System Project to be Used for
Installation of the First Phases of Additional Traffic Management Equipment for the
Advanced Traffic Management System.
' BACKGROUND:
The City of Fort Collins has been awarded a Federal Congestion Mitigation and Air Quality
Grant in the total sum of $430,000. The grant is an 82.79%/17.21% matching grant for the
ATMS.
The grant will be used to install additional traffic management equipment as part of the new
Advanced Traffic Management System (ATMS). City staff is planning on using a sole source
contract for the project with current ATMS vendor, Econolite, Inc. The City has 41 intersections

up and running under the new traffic system and believes that it is in our best interest to have
Econolite install additional traffic management equipment that is 100% compliant and
operational with the ATMS. Past experiences with integration between various systems have
proven to be problematic for the Department/City. It is intended the entire ATMS be operating
by the end of the year.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE MAYOR TO EXECUTE AN INTERGOVERNMENTAL
AGREEMENT WITH THE COLORADO DEPARTMENT OF TRANSPORTATION
REGARDING THE INSTALLATION OF ADDITIONAL TRAFFIC MANGEMENT
EQUIPMENT FOR THE ADVANCED TRAFFIC MANAGEMENT SYSTEM
WHEREAS, the City has begun the process of replacing the City's traffic signal system
and currently has 41 intersections operating under a new and reliable Advanced Traffic
Management System (ATMS); and
WHEREAS, the City Council has appropriated $5,007,018 towards replacing the traffic
signal system; and
WHEREAS, the Colorado Department of Transportation (CDOT) has awarded a federal
Congestion Mitigation and Air Quality grant to the City in the amount of$345,628 federal funds
and the City has available the amount of$84,372 matching local funds for a total of$430,000 for
the funding of the cost of the additional traffic management equipment; and
WHEREAS, the Council has determined that it in the best interests of the City that the
Mayor execute an intergovernmental agreement with CDOT for the purpose of funding said
additional traffic management equipment.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT COLLINS that the Mayor is hereby authorized to execute an intergovernmental
agreement between the City and CDOT regarding the installation of additional traffic
management equipment for the new ATMS.
Passed and adopted at a regular meeting of the City Council held this 15th day of April,

OF THE COUNCIL OF THE C]TY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE
IN THE CAPITAL PROJECTS FUND -TRAFFIC SIGNAL TRAING SYSTEM PROJECT
TO BE USED FOR INSTALLATION OF THE FIRST PHASES
OF ADDITIONAL TRAFFIC MANAGEMENT EQUIPMENT
FOR THE ADVANCED TRAFFIC MANAGEMENT SYSTEM
WHEREAS, the City is in the process of replacing its traffic signal system with a
modernized Advanced Traffic Management System (ATMS); and
WHEREAS, City Council has approved appropriations, totaling $5,007,018, towards the
replacement ATMS; and
WHEREAS, to date, 41 City intersections have been replaced and are operational under
the new ATMS; and
WHEREAS, the Colorado Department of Transportation (CDOT) has awarded the City a
federal Congestion Mitigation and Air Quality grant, in the amount of $430,000, for additional
traffic management equipment; and
WHEREAS, the federal portion of the aforementioned grant to be reimbursed to the City
. is $345,628; and
WHEREAS, the City's required local match is $84,372, and is available in the form of
existing appropriations in the Capital Projects Fund-Traffic Signal Timing System project; and
WHEREAS, the City Council adopted Resolution 2003-053, on April 15, 2003,
authorizing the Mayor to enter into an intergovernmental agreement with the Colorado
Department of Transportation for receipt of federal Congestion Mitigation and Air Quality grant
funds to be used for installation of additional traffic management equipment; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins permits the
City Council to make supplemental appropriations by ordinance at any time during the fiscal
year, provided that the total amount of such supplemental appropriations, in combination with all
previous appropriations for that fiscal year, do not exceed the then current estimate of actual and
anticipated revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the federal Congestion
Mitigation and Air Quality grant as described herein will not cause the total amount appropriated
in the Capital Projects Fund - Traffic Signal Timing System project to exceed the current
estimate of actual and anticipated revenues to be received during any fiscal year; and

WHEREAS, it is the desire of the Council to appropriate the sum of$345,628 in federal
Congestion Mitigation and Air Quality grant funds in the Capital Projects Fund - Traffic Signal
Timing System project to be used for installation of additional traffic management equipment.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in
the Capital Projects Fund - Traffic Signal Timing System project the sum of THREE
HUNDRED FORTY-FIVE THOUSAND TWO HUNDRED SIXTY-EIGHT DOLLARS
($345,628), upon receipt from the Colorado Department of Transportation federal Congestion
Mitigation and Air Quality grant funds, to be used for installation of additional traffic
management equipment.
Introduced and considered favorable on first reading and ordered published this 15th day
of April, A.D. 2003, and to be presented for final passage on the 6th day of May, A.D. 2003.
