First Reading of Ordinance No. 103, 2002, Amending Certain Sections of the "Larimer County
Urban Area Street Standards" by Repeal and Readoption Thereof.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
EXECUTIVE SUMMARY:
It is recommended that the "Larimer County Urban Area Street Standards" (Standards) be revised
to include the changes described below. The current Standards, originally adopted in 2001, are in
need of revision to make clarifications and corrections. This is the first of periodic revisions planned
to keep the document current and more easily understood. The final draft of the document, marked
to show the actual revisions,may be viewed in the City Clerk's office and in the City Council office.
These revisions were considered by Larimer County Board of Commissioners on July 8, 2002 and
approved as a part of its Consent Agenda. The City of Loveland will consider the revisions on
August 16, 2002. The complete schedule for the process is shown on Attachment "A" entitled
"Adoption Schedule."
The revisions have been through a public review process and have received the unanimous
recommendation for adoption from the Planning and Zoning Board and the Transportation Board.
The Affordable Housing Board was presented the information with the statement that the proposed
revisions would have little if any effect on housing costs. No comments were received.
The public was directly involved in the following ways:
• Newsletters sent to the development community and interested citizens;
• Email newsletters sent to the registered users of the Standards;
• Numerous subcommittee meetings to review the transportation impact analysis
process and geotechnical criteria for soils analysis and pavement design; and,
lastly,
• An open house held in May to present the proposed revisions to the Standards
and seek final comments from the development community.
The comments received were favorable, mainly focusing on clarifications.

Attachment`B" entitled, "Latimer County Urban Area Standards (Revision Summary),"provides
a more detailed summary including the purpose for the revisions;background information; who was
involved; a list of general revisions made throughout the document; and chapter-by-chapter
highlights of the specific changes made to each chapter.
Key Issues for Fort Collins:
The following are key revisions proposed specifically for the City of Fort Collins only:
1. Reservation of Intersection Capacity-Criteria have been added to Chapter 4,"Transportation
Impact Studies"to establish guidelines for the certification of a Transportation Impact Study
to allow for reservation of intersection capacity at various stages of a development for
specified time periods.
2. Street intersection and driveway spacing — Criteria that set the minimum spacing between
street intersections and between intersections and driveway, were revised to align with the
requirements of the Land Use Code. This will eliminate a conflict between the two
documents.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING CERTAIN SECTIONS OF THE LARIMER COUNTY
URBAN AREA STREET STANDARDS BY REPEAL AND READOPTION THEROF
WHEREAS, City Council adopted the Larimer County Urban Area Street Standards (The
"Standards") on January 2, 2001, by adoption of Ordinance No. 186, 2000; and
WHEREAS,subsequent to the adoption thereof,the cities of Fort Collins and Loveland and
Larimer County have identified a number of necessary and desirable modifications and amendments
that should be made to Standards; and
WHEREAS, the proposed revisions have been recommended by the Planning and Zoning
Board and Transportation Board of the City and were received with no objection by the Affordable
Housing Board; and
WHEREAS, the proposed revisions have also been made known to the general public
through various media and have received favorable comments; and
WHEREAS,the City Council has determined that the proposed amendments to the Standards
should be adopted.
• NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Latimer County Urban Area Street Standards, adopted January 2, 2001, are
hereby repealed and readopted to read as shown on that certain document entitled "Latimer County
Urban Area Street Standards (Revision No. 1)" a copy of which is on file in the office of the City
Clerk.
Introduced and considered favorably on first reading and ordered published this 16th day of
July, A.D. 2002, and to be presented for final passage on the 20th day of August, A.D. 2002.

Larimer County Urban Area Street Standards
(Revision Summary)

PURPOSE
Upon adoption of the "Larimer County Urban Area Street Standards" in
January 2001, a revision process was approved that described both a
"Policy Revisions" process and a "Technical Revisions" process. Since
the proposed Revision No. 1 includes some recommended policy changes
and the revisions are quite extensive, all revisions are being processed for
approval with the policy revision process with all of the Local Entities.
BACKGROUND
The "Larimer County Urban Area Street Standards" were adopted by the
cities of Fort Collins and Loveland and Larimer County in January of
2001. The three entities created the document to develop as much
consistency as possible for our technical standards. The uniform
standards improve public health and safety by providing uniformity and
predictability to the development professionals in the design and
construction process. The Standards differ mostly where policies of the
entities differ.
A vital part of the Standards is the revision process that keeps them
current. This package of revisions is fairly extensive. We expect future
revisions to be less extensive.
Public Process
One of the most important priorities implemented in the creation of this
document was the involvement of the affected stakeholders. In an effort to
achieve balance in the finished product, a public involvement process was
used. Invitations were mailed to all registered users of the manual (over 100
planning and engineering consultants, developers, and contractors) to solicit
their input and participation in gathering proposed revisions to the street
standards. In addition, subgroups were formed made up of public and Local
Entity staff members to resolve more complicated issues. These subgroups
spent many hours in meetings, developing their proposed revisions and
seeking comments from their colleagues.
Two newsletters were sent out early in the process urging users of the
Standards to register on the intemet for further notices. Several status reports
were then emailed to those who were registered.
• The three engineering representatives from Loveland, Fort Collins, and
Latimer County met regularly to refine language and resolve differences
between the agencies. In addition, countless additional staff hours were spent
reviewing and to improving the Standards.
One open house was held on May 6, 2002, as a final opportunity for a hard
copy review of the draft document. Ten people, all engineers who regularly
use the document, attended the meeting. Most comments offered further
clarification. Other comments were questioning transportation impact
policies of the City of Loveland. The policy comments were not relevant for
the City of Fort Collins.
LIST OF GENERAL REVISIONS
1. The entire document has been moved to Microsoft Word XP and
reformatted. All of our agencies will be moving to the new program,
but most important XP is more stable for the complex format. The
original document had many format problems.
2. Each chapter's table of contents has been expanded from 3 tier
numbering to 4 tier, which about doubles the information available.
The added numbering makes it easier to find information in the
document.
. 3. All drawings in the document have been renumbered and divided into
two categories, 1) "Figures," placed at the ends of the chapters for
designer aids, and 2) "Construction Drawings," placed in Appendix
"A," which contractors use for field construction.
4. Latimer County reviewed and revised the document to better align its
street standard requirements with its code requirements. The original
document contained several conflicts.
5. Many corrections and clarifications were made to improve
understanding and remove conflicting information.
6. Construction drawings and figures have been reformatted and
updated, with changes made for clarification purposes.
CHAPTER BY CHAPTER HIGHLIGHTS OF SPECIFIC CHANGES.
The following describes various revisions that are specific to individual
chapters. The entire draft document, including specific additions and
deletions with underlining and strikeouts, can be viewed in the City
Clerk's office and in the City Council office.
Chapter Description
1 General Provisions—
1.2.1, Local Entities Included Under the Urban Street
Standards, was revised to add clarifying language for when
the Standards apply in each of the Local Entities.

1.7 Definition of Terms and Abbreviations, Key definitions
are added for the following:
(1) "Minor Traffic Impact Development Project" for Loveland
(city limits and GMA) and the Fort Collins (GMA only), for
which, off-site street improvements would be waived for a
single parcel that generates 5 or less peak hour trips.
(2) "Insignificant Traffic Impact Development" for Loveland
(GMA only) and Fort Collins (GMA only), for which a
development of less than 3 dwelling units or less than 20
vehicle trips per day.
1.9, Development Procedures and Policies, Rewritten to
clarify the developer's responsibilities for the design and
construction of streets and related facilities, including the
addition of recently adopted policies for rights-of-way
acquisition.
1.9.3, Reimbursement Policy, Revised to add criteria for
specific applications for Larimer County and the City of
Loveland.
1.9.4, Variance and Appeals Process, A sentence was added
to allow variance consideration informally prior to formal
submittal of plans to assist developers in their plan
preparation.
2 Submittal and Review Procedures—No substantive changes.
Only changes for clarification.
3 Information Requirements for Construction Plans - No
substantive changes. Only changes for clarification.
4 Transportation Impact Studies—
4.2.3, Levels of Analysis, Bicycle and pedestrian traffic
analysis were added into all levels of TIS analysis.
4.2.3, Capacity and Safety Issues, Clarify requirements for
waiving the TIS.
4.3.4, Evaluation Elements, Added language that requires
consideration of any adopted access control plans.
4.4.1, Background Traffic, The peak hour factor for "Long
Range Horizon" intersection level of service was raised from
0.90 to 0.95.
4.5.3, Project Impact Assessment, Additional Level of
Service criteria were added for street intersection analysis,
Table 4-3 for Fort Collins, to specify acceptable Levels of
Service for each intersection leg and specific intersection
movements.
4.8, TIS Certification and Intersections Capacity
Reservation in Fort Collins City Limits Only, This section

• was added to describe a new process for certification of a TIS
for reservation of intersection capacity.
5 Soils Investigation and Report—
5.6.2, Report Requirements, For Loveland a paragraph was
added to align with new requirements for subdrains in Chapter
7.
5.7.5, Specific Mitigation Requirements, Revised the
language to require mitigation for any soil problem and not
just expansive, or swelling, soils.
6 Permits—
6.1.1, Permits Required, adds language to clarify which
permits are required.
6.1.8;Permit Extensions,Removed this language and move it
into criteria for specific permits.
6.3.3,Submittal Requirements,Added language that requires
a plan to be submitted with all permit applications.
7 Street Design and Technical Criteria—
7.4.1 Alignment, Adds the requirement for streets that
directional changes in streets must do so with a curve and not
just an angle point.
7.4 General Design Elements, Added the requirement that the
Local Residential Street right-of-way must be widened by a
foot on each side to use drive-over curb, gutter and sidewalk.
This is necessary to maintain the minimum width of the
parkway for landscaping.
7.4 continued, Criteria is added to Table 7-3 for Fort Collins
that allows for reduced distances between street intersections
and between driveways as long as the reduced distance is
supported with data from a TIS.
7.4.1 Alignment,Added criteria to allow grade breaks as great
as 3.0% in curb returns.
7.4.5 Curb Return Radii, Added some flexibility in required
curb return radii with the Local Entity approval or
requirement.
7.7.3 Subdrains, Additional requirements were add for the
City of Loveland regarding design criteria for subdrains
8 Intersections—
8.2.5 Exclusive Left Turn Lanes, Criteria for speed and
accident warrants were deleted from these criteria. They were
not a proper application of the warrants.
• 8.2.6 Exclusive Right Turn Lanes,Deleted reference to other
standards.

8.2.10 Traffic Islands, The new "Federal Highway
Administration, Roundabouts: An Informational Guide" was
added as a reference.
8.2.17 Roundabouts, Revised the roundabout criteria to
match recently published Federal Highway Administration
(FHWA),Guidelines.
9 Access Requirements and Design Criteria—
9.1.1 Designing Placement of Accesses, A statement was
added to require the consideration of adopted Access Control
Plans.
9.4.11 Drainage,A 500 square foot limitation on surface area
that may shed drainage across a sidewalk is replaced with a
statement that no sheet flow drainage may cross a sidewalk
that interferes with the pedestrian use of the sidewalk.
10 Pavement Design and Report—
10.2.1 Timing of Soil Borings, New language is added to
clarify when soils borings may be taken for engineers to do
their pavement design. The criteria will help reduce the
delays that currently occur.
10.2.2 Frequency of Testing, The test frequencies were
revised to provide more representative coverage.
10.5.2 Rigid Pavement Design, Criteria is added to reference
CDOT standard plans for concrete joint design.
11 Structures—
11.5.2 Design Loads, The vehicular load for buried structures
is reduced from HS-25 to HS-20. This change is to match
CDOT requirements.
12 Utility Locations—
12.3.2 Other Systems, Criteria is added to require that utility
boxes located between the sidewalk and the curb must be
buried with no pedestals above ground.
13 Street Naming and Addressing — This is a new chapter. It
has been added to describe the criteria for street naming that is
located on the Latimer County web site. This system helps
prevent duplicate and similar sounding names throughout
Latimer County. Criteria are added to state that property
addresses must be assigned by the local entity.
14 Traffic Control Devices—
Many details for the design and construction of traffic signs
are added for clarity of the requirements.

• 15 Street Lighting—
15.1 General, Notation is added to indicate that Latimer
County does not require street lights.
Table 15-1, A new table was added for Loveland's
requirements.
16 Pedestrian Facilities Design and Technical Criteria—
16.2.1 General Layout and Design Criteria, Criteria was
added to describe construction methods for widening
sidewalks. If a sidewalk is widened less than 4 feet, the
existing sidewalk must be removed and fully replaced.
17 Bicycle Facilities Design and Technical Criteria-
No substantive changes. Only changes for clarification.
18 Neighborhood Traffic Safety—
No substantive changes. Only changes for clarification.
19 Parking - No substantive changes. Only changes for
clarification.
20 Public Improvements Opinion of Cost—
20.2 Units and Costs, Added the specific criteria for off-site
public improvements for which the developer is responsible.
21 Reserved for a future chapter.
22 Materials and Construction Specifications—
This chapter has been revised extensively to fit the needs in
the field and to fit actual practice. The "SuperPave" section
has been deleted and replaced. CDOT publishes frequent
changes in the material specifications as they continue to do
research. In order to keep current, the new specification
references CDOT specifications.
23 Inspection and Testing Procedures—
Like Chapter 22, this chapter was revised extensively to fit
current practice. The "Superpave" inspection practices were
revised to match the material changes and reference CDOT
specifications wherever possible to keep up with their
changes.
24 Acceptance/Warranty Procedures and Record Drawings -
24.1.1 Developer's Process, Revised to add that normal wear
• and tear is not considered a deficiency.

25 Reconstruction and Repair—
25.3.1 Removal of Structures, Criteria is added to describe
the partial abandonment of structures.
25.4.2 Widening Existing Sidewalks, Added language to
emphasize new walk widening criteria.
255.2 Permanent Patch, Pavement layer information is
added for patching requirements.
25.5.5 Portland Cement Concrete Pavement, Added criteria
for concrete cutting and utility adjustments.
Appendix "A" Construction Drawings — All of the drawings have been
renumbered. Design Figures have been removed and placed
at the end of each related chapter for direct reference. The
`Construction Drawings" " will remain in this appendix and
will be available in booklet form to contractors for field
reference.
Appendix"B" Forms—Current permit forms will be placed in this location.
Appendix "C" "Fort Collins Streetscape Design Standards and
Guidelines"-No changes.
Appendix"D" Master Street Plans — Current plans will be exchanged for
the 2-year old plans.
Appendix "E" Standard Notes,Approval Blocks and Checklists—
E-1 The General Notes that are printed in every set of
construction plans have been updated.
E-6 Criteria for Scannable Quality Mylars, Standards for
this reserved section have now been completed and added
here for reference. These are standards are needed so
drawings can be computer scanned and remain readable in
digital format.
Appendix "F' Fort Collins Signal System Requirements—No changes
