Items Relating to the West Elizabeth Street Bikelane Project.
RECOMMENDATION:
Staff recommends adoption of the Resolution and of the Ordinance on First Reading.
FINANCIAL IMPACT: The total cost of this phase of the West Elizabeth Street Bike Lane Project is being funded in
part by Congestion Mitigation&Air Quality(CMAQ)funds from the Colorado Department of Transportation. The CMAQgrant
funds are intended to assist with funding the bicycle lane improvements scheduled for West Elizabeth Street between City Park
Avenue and Shields Street. Total cost of this phase of the project is $307,000.

CDOT requires $8,942 of local agency match to cover administrative expenses associated with contract management.
Transportation Reserves will be used to cover the$60,238 local portion of this project.
EXECUTIVE SUMMARY:
A. Resolution 2002-065 Authorizing the Mayor to Enter into an Intergovernmental Agreement
Between the City of Fort Collins and the Colorado Department of Transportation Regarding
the West Elizabeth Street Bikelane Project.
B. First Reading of Ordinance No.097,2002, Appropriating Unanticipated Revenue and Prior
Year Reserves in the Transportation Services Fund to Be Used for Bicycle Lane
Improvements along West Elizabeth Street Between City Park Avenue and Shields Street.
This project includes the design and construction for the West Elizabeth Street bike lanes between
City Park Avenue and Shields Street. Improvements will involve installing a seven foot continuous
pour of concrete,similar to the bike lanes existing on Shields Street directly in front of the Colorado
State University campus. This project is planned in conjunction with Pedestrian Plan improvements
to the sidewalk condition and streetscape between City Park Avenue and Shields Street.

BACKGROUND:
West Elizabeth Street between City Park Avenue and Shields Street is classified as four-lane arterial
on the City's Master Street Plan. The existing right-of-way(ROW)of 80 feet is substandard for all
modes of transportation. The Larimer County Urban Area Street Standards require four-lane arterials
to have 115 feet of ROW,with seven to eight foot bike lanes. The modified"Constrained Arterial"
ROW standard is 102 feet with seven foot bike lanes(approved by the City Engineer for limited use
where necessary due to unusual constraints of existing development).
The current roadway width of West Elizabeth Street in this area is just less than 60 feet from curb
to curb. This width is marginal to safely accommodate both automobiles and bicycles. Currently,
bike lane widths in this area vary from four to five feet, including a gutter and asphalt seam. Due
to the proximity of this street to CSU, West Elizabeth Street is one of the busiest bicycle routes in
the city. Bicycle traffic counts in this area total 1,000 daily trips. The Fort Collins Police
Department reports that this section of roadway accounts for a high number of bicycle/automobile
conflicts and accidents.
The concept of street improvements along West Elizabeth Street began as part of the Campus West
Community Commercial District Planning Study Report. This report identified many inadequacies,
including unsafe bike lane facilities. The Plan recommended installing seven-foot bike lanes.
increasing the sidewalk width, and providing streetscape improvements.
This project is being planned in conjunction with Pedestrian Plan improvements to the sidewalk
condition and streetscape between City Park Avenue and Shields Street. These improvements
include improved sidewalks and streetscape elements, such as landscaping and pedestrian benches.

RESOLUTION 2002-065
OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE MAYOR TO ENTER INTO AN INTERGOVERNMENTAL
AGREEMENT BETWEEN THE CITY OF FORT COLLINS AND THE
COLORADO DEPARTMENT OF TRANSPORTATION REGARDING
THE WEST ELIZABETH STREET BIKELANE PROJECT
WHEREAS, federal-aid funds pursuant to Title I, Subtitle A, Section 1108 of the
Transportation Equity Act of 1998 have been made available to the City through the Colorado
Department of Transportation (CDOT); and
WHEREAS, these grant funds are designated for the widening and improvement of the on-
street bikelanes on West Elizabeth Street between City Park Avenue and Shields Street identified
as CDOT Project Number AQC M455-060; and
WHEREAS, the total cost of the project is $307,000 which is being supported by federal
funds in the sum of$246,762 and City matching funds in the sum of$60,238; and
WHEREAS, the Council of the City of Fort Collins has determined that it is in the best
interest of the City that the Mayor execute,on behalf of the City,said intergovernmental agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Mayor is hereby authorized to execute that certain intergovernmental agreement
between the City and the Colorado Department of Transportation regarding the West Elizabeth Street
Bikelane Project in substantially the form shown on Exhibit "A", a copy of which is on file in the
office of the City Clerk, and incorporated herein by this reference, with such modifications and
additional terms as the City Manager, in consultation with the City Attorney, determines to be
necessary and appropriate to protect the interests of the City.
Passed and adopted at a regular meeting of the City Council held this 16th day of July,A.D.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE AND
PRIOR YEAR RESERVES IN THE TRANSPORTATION SERVICES
FUND TO BE USED FOR BICYCLE LANE IMPROVEMENTS ALONG WEST
ELIZABETH STREET BETWEEN CITY PARK AVENUE AND SHIELDS STREET
WHEREAS, improvements are needed along West Elizabeth Street between City Park
Avenue and Shields Street in order to mitigate traffic impacts resulting from the inability of the
current roadway to safely accommodate both bicycles and automobiles; and
WHEREAS, the Campus West Community Commercial District Planning Study Report,
completed in December 2001, identified inadequacies along West Elizabeth Street including unsafe
bike lane facilities; and
WHEREAS,the aforementioned report included a recommendation to install seven-foot bike
lanes, increasing the sidewalk width, and providing streetscape improvements; and
WHEREAS,the Colorado Department of Transportation(CDOT)has made available to the
City of Fort Collins, Congestion Mitigation & Air Quality funds in the amount of$246,762 to be
used to fund bicycle lane improvements along West Elizabeth Street between City Park Avenue and
. Shields Street, including project design and installing a seven foot continuous pour of concrete (the
"Project"), similar to the bike lanes existing on Shields Street along the Colorado State University
Campus; and
WHEREAS,the Project is planned in conjunction with Pedestrian Plan improvements to the
sidewalk condition and streetscape between City Park Avenue and Shields Street; and
WHEREAS, the estimated cost to design and construct the Project is $307,000; and
WHEREAS, local matching funds needed to cover the cost of improvements and
administrative costs associated the Project,totaling$60,238, have been identified and are available
in the form of prior year reserves in the Transportation Services Fund; and
WHEREAS, the City Council adopted Resolution 2002-065, on July 16, 2002, authorizing
the Mayor to enter into an intergovernmental agreement with the Colorado Department of
Transportation for the receipt of Congestion Mitigation & Air Quality funds to be used to for the
widening and improvement of the on-street bike lanes on West Elizabeth Street between City Park
Avenue and Shields Street; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the "Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
fiscal year,provided that the total amount of such supplemental appropriations,in combination with
all previous appropriations for that fiscal year, does not exceed the then current estimate of actual
and anticipated revenues to be received during the fiscal year; and
WHEREAS,Article V,Section 9,of the Charter also permits the City Council to appropriate
by ordinance at any time during the fiscal year such funds for expenditure as may be available from
reserves accumulated in prior years, notwithstanding that such reserves were not previously
appropriated; and
WHEREAS, City staff has determined that the appropriation of funds from the Colorado
Department of Transportation as described herein will not cause the total amount appropriated in the
Transportation Services Fund - West Elizabeth Street Bike Lane Project to exceed the current
estimate of actual and anticipated revenues to be received during any fiscal year; and
WHEREAS, it is the desire of the Council to appropriate the sum of$246,762 in Colorado
Department of Transportation Congestion Mitigation&Air Quality funds, and the sum of $60,238
from Transportation Services Fund prior year reserves for the design and construction of bicycle
lane improvements along West Elizabeth Street between City Park Avenue and Shields Street.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section1. That there is hereby appropriated for expenditure from unanticipated revenue
in the Transportation Services Fund - West Elizabeth Bike Lane Project, the sum of TWO
HUNDRED FORTY-SIX THOUSAND SEVEN HUNDRED SIXTY-TWO DOLLARS($246,762)
from Colorado Department of Transportation Congestion Mitigation&Air Quality funds,to be used
for the design and construction of bicycle lane improvements along West Elizabeth Street between
City Park Avenue and Shields Street.
Section 2. That there is hereby appropriated from prior year reserves in the
Transportation Services Fund,the sum of SIXTY THOUSAND TWO HUNDRED THIRTY-EIGHT
DOLLARS($60,238)to be used for the design and construction of bicycle lane improvements along
West Elizabeth Street between City Park Avenue and Shields Street.
Introduced and considered favorably on first reading and ordered published this 16th day of
July, A.D. 2002, and to be presented for final passage on the 20th day of August, A.D. 2002.
