SUBJECT:
First Reading of Ordinance No. 094, 2002, Appropriating Unanticipated Revenue in the General
Fund and Authorizing the Transfer of Appropriated Amounts Between Accounts and Projects for
the Multi-Jurisdictional Drug Task Force.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.

FINANCIAL IMPACT:
The City has received a grant for the Drug Task Force from the Colorado Division of Criminal
Justice in the amount of$271,081. The funding cycle for this grant is July 1,2002,through June 30,
2003. The required local match of $152,424 is already appropriated and available in the Police
Services budget. As administrator of the grant,the City of Fort Collins will also receive$3,825 from
Colorado State University for the University's share of training costs.
EXECUTIVE SUMMARY:
For the past 15 years,Fort Collins Police Services has applied to the Colorado Division of Criminal
Justice for federal grant monies to help fund the investigation of illegal narcotics activities. Fort
Collins Police have once again joined with other members of the Latimer County Drug Task Force,
to include the Loveland Police Department, Larimer County Sheriff's Department, Drug
Enforcement Administration (DEA), and the Colorado State University Police Department, in one
application for funding of the multi juriddictional drug task force to be administered by the City of
Fort Collins. As administrator of the 2002-2003 grant, Police Services will assure funding to other
participating agencies for its share of the federal funds. The City has recently received notification
of a grant award in the amount of$271,081. The participating agencies will be providing matching
funds in the amount of $331,278. A portion of the $331,278 match will consist of $3,825 from
Colorado State University to fund some training expenses. Fort Collins portion of the match is
$152,424. This match is met via the budgeted salary and fringe benefits of existing Fort Collins
Police Services personnel currently assigned to the Drug Task Force. The participating agencies will
benefit from grant funds in the areas of overtime, confidential funds, salaries, training, and lease
expenses associated with the off-site facility. This appropriation is not a request to identify new
dollars for Police Services' 2002-2003 budget. This action appropriates the$271,081 in new Federal
grant money and $3,825 from Colorado State University.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND
AND AUTHORIZING THE TRANSFER OF APPROPRIATED AMOUNTS
BETWEEN ACCOUNTS AND PROJECTS FOR THE
MULTI-JURISDICTIONAL DRUG TASK FORCE
WHEREAS, Fort Collins Police Services has been awarded a grant of federal money in
the amount of$271,081 through the Colorado Division of Criminal Justice; and
WHEREAS, this grant is to be used by the Multi-Jurisdiction Drug Task Force to help
fund the investigation of illegal narcotics activities; and
WHEREAS, the City of Fort Collins will administer the grant for the Latimer County
Multi-Jurisdictional Drug Task Force which includes the Fort Collins Police Department,
Loveland Police Department, Larimer County Sheriff's Department, Drug Enforcement
Administration, and the Colorado State University Police Department; and
WHEREAS, the members of the Multi-Jurisdictional Drug Task Force will provide grant
matching funds in the amount of$331,278; and
• WHEREAS, Fort Collins' portion of the matching funds is $152,424, which is included in
the 2002 Police Services budget for this purpose and is available for transfer to the Multi-
Jurisdictional Drug Task Force Grant Project; and
WHEREAS, the City of Fort Collins will also receive $3,825 from Colorado State
University to fund the University's portion of training costs; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the
"Charter") permits the City Council to make supplemental appropriations by ordinance at any
time during the fiscal year, provided that the total amount of such supplemental appropriations,
in combination with all previous appropriations for that fiscal year, does not exceed the then
current estimate of actual and anticipated revenues to be received during the fiscal year; and
WHEREAS, Article V, Section 10, of the Charter authorizes the City Council to transfer
by ordinance any unexpected and unencumbered amount or portion thereof from one fund or
project to another fund or project, provided that the purpose for which the transferred funds are
to be expended remains unchanged.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That there is hereby appropriated from unanticipated grant revenue in the
General Fund the sum of TWO HUNDRED SEVENTY-ONE THOUSAND EIGHTY-ONE
DOLLARS ($271,081) for expenditure, upon receipt, in the General Fund for Police Services for
the Multi-Jurisdictional Drug Task Force Grant Project.
Section 2. That the unexpended appropriated amount of ONE HUNDRED FIFTY-TWO
THOUSAND FOUR HUNDRED TWENTY-FOUR DOLLARS ($152,424) is authorized for
transfer from the Police Services operating budget in the General Fund to the Multi-
Jurisdictional Drug Task Force Grant Project.
Section 3. That there is hereby appropriated from unanticipated revenue in the General
Fund the sum of THREE THOUSAND EIGHT HUNDRED TWENTY-FIVE DOLLARS
($3,825) for expenditure, upon receipt, in the General Fund for Police Services for the Multi-
Jurisdictional Drug Task Force Grant Project.
Introduced and considered favorable on first reading and ordered published this 16th day
of July, A.D. 2002, and to be presented for final passage on the 20th day of August, A.D. 2002.
