EXECUTIVE SUMMARY This is the 2012 update to the Three-Mile Plan for the City of Fort Collins (Three-Mile Plan). The Three-Mile Plan is a State-required long-range “plan” that outlines the existing plans, policies, maps, and other documents that have been adopted by the City Council which generally describe the proposed location, character and extent of infrastructure and land uses. In addition, there are some plans and policies that are listed in the Three-Mile Plan that were adopted by Larimer County, Colorado State University or adjoining municipalities, as these are also located within the boundaries of the Three-Mile Plan. There are very few changes from the 2011update. BACKGROUND / DISCUSSION In 1987, the State legislature modified the existing annexation law limiting municipal annexations to no more than three miles beyond the current municipal boundary in any given year. In 1997, a provision was added to the state statute that required municipalities to prepare and adopt a “Three-Mile Plan” prior to annexing property into City boundaries. Although the City of Fort Collins employs a fixed Growth Management Area (GMA) and associated policies; the Three- Mile Plan is still required by Colorado law. Section 31-12-105 of the Colorado Revised Statutes language requiring the plan is as follows: “Prior to the completion of any annexation within the three-mile area, the municipality shall have in place a plan for that area, that generally describes the proposed location, character, and extent of streets, subways, bridges, waterways, waterfronts, parkways, playgrounds, squares, parks, aviation fields, other public ways, grounds, open spaces, public utilities, and terminals for water, light, sanitation, transportation, and power to be provided by the municipality and the proposed land uses for the area. Such plan shall be updated at least once annually.” The City’s original Three-Mile Plan was adopted by Council in 1998 and has been revised annually pursuant to state statutes. The current Three-Mile Plan has been in use since it was last amended by Council on December 6, 2011. This Three-Mile Plan describes each of the items listed in the statute in four categories: • Transportation-related items: N Streets N Subways N Bridges N Parkways N Aviation Fields N Terminals for Transportation • Parks, Natural Areas and Open Lands-related items: N Waterways N Waterfronts N Playgrounds N Squares N Parks N Grounds N Open Spaces December 4, 2012 -2- ITEM 18 • Utilities and related items: N Public Utilities N Terminals for Water, Light, Sanitation, and Power Provided by the Municipality • Proposed Land Uses: N Inside Growth Management Area (GMA) N Outside Growth Management Area (GMA) As previously stated, the Three-Mile Plan lists the plans, policies, maps, and other documents that have been adopted by the City Council which generally describe the proposed location, character and extent of the specific characteristics listed above. FINANCIAL / ECONOMIC IMPACTS There are no direct financial, economic or environmental impacts tied to the adoption of the 2012 update to the Three- Mile Plan. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. BOARD / COMMISSION RECOMMENDATION At its November 15, 2012 meeting, the Planning and Zoning Board voted unanimously to recommend adoption of the 2012 update to the Three-Mile Plan. ATTACHMENTS 1. Planning and Zoning Board minutes, November 15, 2012 ATTACHMENT 1 RESOLUTION 2012-114 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING THE 2012 UPDATE TO THE THREE-MILE PLAN FOR THE CITY OF FORT COLLINS WHEREAS, Colorado law provides at Section 31-12-105, C.R.S., that each municipality in the State must prepare a plan for the geographic area within three miles in any direction from the municipality’s boundaries (a “Three-Mile Plan”), which Plan must generally describe the proposed location, character, and extent of streets, subways, bridges, waterways, waterfronts, parkways, playgrounds, squares, parks, aviation fields, other public ways, grounds, open spaces, public utilities and terminals for water, light, sanitation, transportation and power to be provided by the municipality, and the proposed land uses for the area; and WHEREAS, the City’s original Three-Mile Plan was adopted in 1998, which Plan again is in need of being updated; and WHEREAS, City staff has prepared and presented to the City Council a proposed update of the Three-Mile Plan for the City which the City Council has determined should be approved. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the updated Three-Mile Plan for the City, attached hereto as Exhibit “A” and incorporated herein by this reference, is hereby approved and adopted. Introduction What is the Purpose of the Three-Mile Plan? The Three-Mile Plan for the City of Fort Collins, Colorado, is a policy document that complies with the regulations set forth in Section 31-12-105 of the Colorado Revised Statutes. The plan identifies infrastructure and plans for lands within 3 miles of the current boundaries of the City of Fort Collins.
