RECOMMENDATION: Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY: A vacancy currently exists on the Affordable Housing Board due to the resignation of David McKelfresh. Councilmember Bertschy has reviewed the applications on file and is recommending Jeff Taylor to fill the vacancy with a term to begin immediately and set to expire on December 31, 2004. A vacancy currently exists on the Building Review Board due to the resignation of Alan Hauck. Councilmembers Weitkunat and Kastein have reviewed the applications on file and are recommending Leslie Jones to fill the vacancy with a term to begin immediately and set to expire on December 31, 2003. A vacancy exists on the Citizen Review Board due to the resignation of Jay Molok. Mayor Martinez and City Manager Fischbach have reviewed the applications on file and are recommending David Evans to fill the vacancy with a term to begin immediately and set to expire on December 31,2004. Vacancies exist on the Human Relations Commission due to the resignations of Shion Hung and Ingrid Kolstoe. Councilmembers Tharp and Bertschy have reviewed the applications on file and are recommending Kimberly Clouser and Erik Rush to fill the vacancies with terms to begin immediately and set to expire on December 31, 2003. Vacancies exist on the Library Board due to the resignations of Kay Masselink and Charles Robles. Councilmembers Tharp and Kastein have reviewed the applications on file and are recommending Melissa Pattison and Robert Burns to fill the vacancies with terms to begin immediately and set to expire on December 31, 2003. Vacancies exist on the Youth Advisory Board due to the resignations of Ana Rocca and Robbie Weisser and the removal of Julian Archuleta for attendance violations. Applications were solicited and after conducting inerviews, Mayor Martinez and Councilmember Kastein are recommending Jonathan Fanning and Abby Zier to fill two of the vacancies with terms to begin immediately and set to expire on December 31,2005 and is recommending Chance Olson to fill the third vacancy with a term to begin immediately and set to expire on December 31, 2004. CLOUSER Why do you want to become a member of this particular board or commission I would like to be a member of the Human Relations Commission in order to serve the best interests of the Fort Collins community by promoting the practice of tolerance through education and effective leadership. Briefly explain what you believe are the three most important issues facing this board or commission. and how do you believe this board or commission should address each issue 1. If the amount of ignorance and hate expressed on the opinion page of The Co%radoan is any barometer to the overall sentiment of our community, then Fort Collins does not entirely live up to its moniker as the "Choice City." The Human .Relations Commission could begin to counter the intolerance and educate the populace by rebutting each instance with a Letter to the Editor or a Soapbox refuting the expressed opinion. 2. In light of the recent attacks in America and the ensuing acts of intolerance against those of Arab descent, it is of utmost importance to promote an understanding and respect between the two very different cultures. The Human Relations Commission could foster such a rapport by establishing a program, which partners two families: one of Arab/Islamic descent and one of European (or different culture) descent. 3. Personally, I would like the Human Relations commission to mount another human rights campaign. Gay and lesbian members of our society need to feel the reassurances allowed by a mandate guaranteeing their civil rights. I worked on the campaign in a small way by conducting phone surveys and delivering yard signs. It is important that youngsters not currently involved in sports or activities outdoors develop an interest in being outside to promote a healthy lifestyle for their future. It is appalling how many hours young children spend watching TV each week when they could be outside getting exercise and interacting with others. An inexpensive city camp could be set up at a park during the summer for a couple of hours a day where children could play games, do crafts, and even possibly learn to swim. This would help parents along with being fun for the children,and teenagers would be given the opportunity to volunteer and help their community, or possibly earn an hourly wage. 2) Another issue I see affecting youth that is related to health is diet and nutrition. Obesity is a problem that is harming the youth in Fort Collins as well as the rest of the country. Although diet is influenced the most at home, a lack of education regarding nutrition, as well as the unhealthy food in schools, are contributing to the problem. By pushing to eliminate corporate sponsorship in schools such as soda vending machines and offering only healthy (good tasting) food, along with providing education about healthy eating, youth could be provided with a foundation that would foster a healthy diet. A program should be developed that affects all grade levels regarding this issue, because the younger people are when they start thinking about being healthy, the more of an impact it will have, however it needs to continue through high school. 3) One last issue that I feel is important to the Youth Activity Board is promoting volunteering among youth. If younger children learn to view volunteering as a fun thing to do, or if they understand its importance, then Fort Collins will become a richer community through the help of its youth. Perhaps a monthly program could be started where children volunteer for an hour or two at a time, such as cleaning up a park, and afterwards they get ice cream or have fun playing a game.
