SUBJECT:
Resolution 2002-071 Authorizing a Grant Agreement with the State Board of the Great Outdoors
Colorado Trust Fund and an Agreement with Colorado State University for the Development by
Colorado State University of the Environmental Horticulture Park.
RECOMMENDATION:
Staff recommends the adoption of the Resolution.
FINANCIAL IMPACT:
The City of Fort Collins will be obligated to use the$150,000 in grant funds in accordance with the
grant; however, the City will contract with Colorado State University to carry out the grant project
and obtain and use the required matching funds in the amount of$425,762.
EXECUTIVE SUMMARY:
Only local governments may apply for and receive Great Outdoors Colorado ("GOCO") Local
Government grants, which are for local government parks, outdoor recreation and environmental
education facility projects. Local governments may also sponsor grants for others (such as School
Districts, recreational groups, etc.) who have projects that support the mission of the local
government. CSU asked the City to sponsor this GOCO grant for the Environmental Horticulture
Park and the City agreed to do so to help the University with this important project.
The City, as the grant applicant/recipient, must enter into a grant agreement with GOCO, but will
negotiate an agreement with Colorado State University that will require the University to provide
the required matching funds and comply with the grant requirements,and will give the City oversight
power in order to ensure that the grant requirements are being met.
The Environmental Horticulture Park is located near the heart of Fort Collins,in front of the Old Fort
Collins High School (soon to become the University Center for the Arts). In addition to
. beautification of the surrounding area,the 2.87 acre park is utilized by Colorado State University to
conduct research on annual plants best suited to Colorado's harsh growing conditions. That
information is extended to the gardening public through classes, demonstrations, informational
signage and Colorado State University Cooperative Extension informational services. With the

influx of new residents to Fort Collins each year from throughout the country, there is a great need
to educate them—as well as all who garden in Colorado's challenging climate—about the region's
unique growing conditions. This will ensure that our precious water resources,fertilizers,pesticides,
time and money are not wasted on plants that fail to thrive.
The City Parks and Recreation Staff is very supportive of Colorado State University's efforts to
complete the Environmental Horticulture Park. The Park will feature plants that thrive in full sun,
as well as shade-loving plants under a shade structure. It also will include extensive container
gardening demonstrations, all-season perennial beds, benches, a renovated gazebo serving as an
information kiosk, and extensive informational signage.
By adopting this Resolution,Council will authorize the City Manager to enter into a grant agreement
with GOCO for the $150,000 grant for the Environmental Horticulture Park, and to enter into an
intergovernmental agreement with Colorado State University regarding the provision of the required
matching funds and compliance with grant requirements, and giving the City oversight power to
ensure that the grant requirements are being met.

. RESOLUTION 2002-071
OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING A GRANT AGREEMENT WITH THE STATE BOARD OF THE GREAT
OUTDOORS COLORADO TRUST FUND AND AN AGREEMENT WITH COLORADO
STATE UNIVERSITY FOR THE DEVELOPMENT BY COLORADO STATE UNIVERSITY
OF THE ENVIRONMENTAL HORTICULTURAL PARK
WHEREAS,the Board of the Great Outdoors Colorado Trust Fund(the"GOCO Board") is
a political subdivision of the State of Colorado, created by Article XXVII of the Colorado
Constitution, adopted at the November 1992 General Election, which Article designates a portion
of the net proceeds of the Colorado Lottery to the Board and directs the Board to invest those
proceeds in the State's parks, wildlife, open space and recreational resources; and
WHEREAS,only local governments are eligible for local government grants from the GOCO
Board which are intended for, among other things, local government parks, outdoor recreation and
environmental education facility projects; and
WHEREAS, the City submitted a grant application to the GOCO Board for a local
government grant to be used for the development by Colorado State University of the Environmental
Horticulture Park; and
WHEREAS, in June, 2002, the GOCO Board awarded to the City a grant in the amount of
$150,000, to be used by the City in cooperation with Colorado State University, together with
matching funds in the amount of $425,762 to be provided by Colorado State University, for the
development of the Environmental Horticulture Park located in front of the old Fort Collins High
School (the "Grant"); and
WHEREAS,City staff is in the process of negotiating with Colorado State University a grant
agreement through which the University shall be legally obligated to use the Grant to carry out the
intended purposes of the Grant and to provide the matching funds that are required for the Grant;and
WHEREAS, in connection with administration of the Grant,the GOCO Board requires that
the City enter into a grant agreement requiring that the Grant and the Environmental Horticulture
Park project be carried out in accordance with the purposes and administrative requirements of the
GOCO Board, and other related requirements; and
WHEREAS,the City is authorized to enter into intergovernmental agreements to provide any
function, service or facility, such as a grant agreement, as provided in Article II, Section 16 of the
Charter of the City of Fort Collins and Section 29-1-203, C.R.S.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City Manager is hereby authorized to enter into a grant agreement with the State
Board of the Great Outdoors Colorado Trust Fund obligating the City to use the $150,000 in grant
. proceeds for the development of the Environmental Horticulture Park in front of the old Fort Collins
High School, and to enter into an intergovernmental agreement with Colorado State University
regarding the use of the Grant proceeds and requiring Colorado State University to provide matching
funds consistent with the grant agreement, together with such other terms and conditions, or
subsequent modifications, as the City Manager, in consultation with the City Attorney, deems
appropriate or necessary to protect the interests of the City and effectuate the purposes set forth
herein.
