First Reading of Ordinance No. 176, 2002, Amending Section 2-575 of the City Code Relating to
Councilmember Compensation.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
EXECUTIVE SUMMARY:
Article II, Section 3 of the City Charter provides that the compensation of Councilmembers SHALL
be adjusted annually for inflation in accordance with the Denver/Boulder Consumer Price Index.
In 2002, Councilmembers were compensated $575 per month, and the Mayor received $860 per
40 month.
This Ordinance amends Section 2-575 of the City Code to set the 2003 compensation of
Councilmembers at $585 and the compensation of the Mayor at $880, as required by the City
Charter.
BACKGROUND:
At the April 8, 1997 election, the electorate of the City of Fort Collins approved an amendment to
the City Charter setting the monthly compensation of Councilmembers and the Mayor at$500 and
$750, respectively. In addition, the Charter amendment added language ree uiring the amounts of
Council compensation to be adjusted annually for inflation in accordance with the Denver/Boulder
Consumer Price Index. The history of Council compensation since the first adjustment for inflation
was made is as follows:

The 2003 compensation amounts, adjusted for inflation in accordance with the Denver/Boulder
Consumer Price Index are$585 per month for Councilmembers and$880 per month for the Mayor.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING SECTION 2-575
OF THE CODE OF THE CITY OF FORT COLLINS
RELATING TO COUNCILMEMBER COMPENSATION
WHEREAS,on April 8, 1997,the electorate of the City approved certain amendments to the
City Charter; and
WHEREAS, one such amendment was an amendment to Article IL Section 3 of the City
Charter, pertaining to the compensation of Councilmembers; and
WHEREAS,Article H,Section 3 of the City Charter,as amended,provides that,commencing
in 1998,the amounts of compensation of the Mayor and Councilmembers shall be adjusted annually
for inflation in accordance with the Denver/Boulder Consumer Price Index; and
WHEREAS,the history of Council compensation since the first adjustment for inflation was
made is as follows:

and
WHEREAS, after applying the foregoing inflation factor for the year 2003, the amount of
compensation for the Mayor for 2003 should be eight hundred eighty dollars ($880)per month,and
for other Councilmembers, five hundred eighty-five dollars ($585) per month.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that Section 2-575 of the Code of the City of Fort Collins be, and hereby is, amended to
read as follows:
Sec. 2-575. Compensation of City Councilmembers.
Commencing January 1,20023,the compensation for all Councilmembers except
the Mayor shall be five hundred seventy-fim eigbty-five dollars ($575585.) per
month and the compensation of the Mayor shall be eight hundred sixty eighty dollars
($866880.) per month. These amounts shall be adjusted annually for inflation in
accordance with the Denver/Boulder Consumer Price Index.
Introduced, considered favorably on first reading, and ordered published this 17th day of
December, A.D. 2002, and to be presented for final passage on the 7th day of January, A.D. 2003.
